E. ABSTRACT OF RESEARCH

(Perlu disediakan di antara 100 - 200 perkataan di dalam Bahasa Malaysia dan juga Bahasa lngge Abstrak ini akan dimuatkan dalam Laporan Tahunan Sahagian Penyelidikan & lnovasi sebagai satu c untuk menyampaikan dapatan projek tuan/puan kepada pihak Universiti & masyarakat luar}.

This research explores the interface between urban geography and higher education policy. It adopts knowledge spaces/economy and ideopolis as its conceptual foundation and interfacing triple-helix as the tool to examine synergy between major players/stakeholders in the city-region. Using the Kuala Lumpur City-region (KLCR) as the study area and higher education institutions as unit of analysis, the research examines the contribution of higher education institutions to a globalizing city-region. The main contention of the research is whether KLCR is developing towards a new spatial entity referred to as ideopolis. ldeopolis is defined as a knowledge-intensive city. Presently the interface, the collaboartive endeavours, the contribution of universities to innovation and commercialisation in the KLCR is still weak and at a low level. While relevant policies to embed universities and to intensify university-industry collaborations in KLCR are in place, these however need to be implemented in a sustained manner over a longer period. The Tenth Malaysia Plan, 2011-2015 with its objective of developing Greater Kuala Lumpur/Kiang Valley as a catalysts posed new challenges for KLCR.

Penyelidikan ini meneroka antara muka di antara geograji dengan dasar pendidikan tinggi. Penyelidikan ini menerapkan ruanglekonomi pengeiahuan dan ideopolis sebagai asas konseptualnya dan triple helix antara muka sebagai alat untuk meneliti sinergi di antara pemegang taruh utama di wiloyah-bandar. Berdasarkan Wilayah-bandar Kuala Lumpur (KLCR) sebagai kawasan kajian dan institusi pendidikan tinggi sebagi unit untuk analisis, penyelidikan ini meneliti sumbangan institusi pendidikan tinggi kepada wialayh-bandar yang semakin globaL Persoalan utama penyelidikan ini ialah samada KLCR membangun sebagai sutau entiti ruangan baru yang dikenali sebagai ideopo/is. Ideopo/is didefinisikan sebagai bandar intensif pengetahuan. Ketika ini antara muka, usaha kolaborasi, sumbangan universiti kepada inovasi dan pengkomersilan di KLCR /emah dan pada peringkat rendah. Walaupun terdapat dasar berkaitan untuk 'mimacak' universiti dan memperhebatkan /agi kalaborasi universiti-industri di KLCR, ia semestinya perlu dilaksanakan secara berterusan dalam jangka masa panjang. Rancangan Malaysia ke Sepuluh, 2011-2015 dan matlamanya t untuk memajukan Greater Kuala

Lumpur/Klang Valley sebagai pemangkin ada/ah cabaran baru untuk KLCR.

F. SUMMARY OF RESEARCH FINDINGS Ringkasan dapatan Projek Penyelidikan

The moot question of this research is this: Is KL ready for the 'ideopolis staus' where by the KLCR is a hot- bed for innovative activities and transfer of technology spearheaded by universities, with intense linkes with industry through government-established intermedairies?

It is important to realize that there is no region in Malaysia that is so tied-up to the knowledge-base economy than the KLCR. In this respect, we are very optimistic of this city-region moves towards ideopolis status, but this may not take place in the very immediate future. The positive stance however is based on the fact that in this city-region we have a substantial number of universities, research institutes and other institutions of higher learning. Furthermore, my relevant policies have been introduced to facilitate and support the important role of universities in their regions. As such, one would expect that there will be intense technology transfer from universities to the commercial sector within a broader context. Indeed, one would like to believe that there is an emerging dense network and interface between the university and the business/industrial community. In addition, one would also anticipate that the receptivity to technology transfer will be very positive at the level of the regional community, with universities displaying innovative culture, and having an organizational set-up and incentives system that are conducive to innovative activities and the transfer of technology. Many universities, especially the three research universities in the city-region and a city campus of Johore- based research university, have dedicated offices/units that act as interface mechanisms with the industry with respect to developing and sustaining collaboration programmes, venture capital facility, and market growth enterprises. The interface, the collaboartive endeavours, the contribution of universities to innovation and commercialisation in the KLCR which is still weak and at low level at the moment need to be invigourated.

In conclusion, relevant policies to embed universities in KLCR and to intensify university-industry collaborations are in place. These need to be implemented in a sustained manner over a number of years. An attempt has been made to reconcile RMK-10 and our fmdings to date but more need to be done in terms of what need to be done fo realise the potentials of ideopolis in line with the objective for the development of Greater Kuala Lumpur/Klang Valley (under RMK-10 NKEAs) but with universities /research institutes as important players.
