Exploring Opportunities for Economic Diversification and Productive Employment in the Philippines
August 5, 2021
The report, which discussed COVID-19–related challenges on employment and diversification in the Philippines, was authored by EMIT C4C convenor, Dr. Annette Balaoing-Pelkmans and Dr. Adrian Mendoza . In the report’s launch, the International Labour Organization (ILO) shared the paper’s main findings. Discussants who gave comments included Department of Trade and Industry (DTI) Undersecretary Rafaelita Aldaba, Philippine Chamber of Commerce and Industry Secretary-General Ruben Pascual, and World Bank Country Director for Philippines, Malaysia, Thailand, and Brunei, Dr. Ndiamé Diop.
VALIDATION WORKSHOP
Validation Workshop on the Islamic Community Plan
September 7, 2021
The validation workshop, held in Kura Kura, Lanao del Norte, is the second undertaken in the Business-for-Peace project to help key MILF communities build their own blueprint of a model Islamic community. The attendees include members of the MILF’s Northwestern Mindanao Front (NWMF). EMIT C4C Convenor Dr. Annette Balaoing-Pelkmans helped organize and actively participated in the workshop.

Capacity Enhancement Workshops

The first workshop was for the officers of the Bangsamoro Islamic Women Auxiliary Brigade (BIWAB) in the six camps of Camp Bilal, whereas the second was for NMWF leaders, particularly those directly supporting the legislative work of member of parliament (MP)
Abdullah Macapaar. The workshops surfaced community members’ needs, as well as the knowledge, skills, and technology needed to meet their needs. Among the workshops’
outputs of the workshops include the emphasis on securing and managing livelihood opportunities.

Industrial Policy Forum

EMIT C4C Convenor Dr. Annette Balaoing- Pelkmans served as one of the speakers in the forum organized by the International Trade Centre (ITC) of Genevam which was meant to discuss international experts’ ideas and research findings on industrial policies. Other speakers included DTI Undersecretary and Board of Investments Governor Ceferino Rodolfo.

EMIT C4C presented its action research findings on Kapunungan sa Gagmayng Mangingisda sa Concepcion, which was headed by the 2021 Ramon Magsaysay Awardee, Roberto Baylon.
The Program also shared its preliminary findings on Global Organic Wellness Corporation (GlowCorp), Hacienda Malaga Cuenca Agrarian Reform Cooperative (MACARBEN), and Laak Multipurpose Cooperative (LAMPCO). #PEFTalks are online knowledge events aimed to gather fresh perspectives and expert advice on social development issues.

Upcoming activities and Outputs for January to June 2022
Efforts will be undertaken to finish the action research case studies on Global Organic Wellness Corporation (GlowCorp), Hacienda Malaga Cuenca Agrarian Reform Cooperative (MACARBEN), and Laak Multipurpose Cooperative (LAMPCO), share these to Peace and Equity Foundation (PEF) for comments, and eventually submit knowledge products to UP CIDS. The research process also includes
validation sessions from leaders of GlowCorp, MACARBEN, and LAMPCO. If it is possible, some of these validation sessions will be held face- to-face to enable a richer discussion. By the second quarter of 2022, EMIT C4C intends to share these papers’ findings in an online Anchor Themes Workshop in partnership with PEF.
The Program also intends to submit a systematic literature review on the middle- income trap to UP CIDS, particularly to the Philippine Journal of Public Policy (PJPP). In the first half of the year, Dr. Pelkmans-Balaoing will also undertake fieldwork in Mindanao to join EMIT C4C’s partners in the face-to-face trainings and workshops with MILF’s key leaders and members.
ACTIVITIES
Two field research studies in Mindanao, particularly in Lanao del Sur, will be undertaken by EMIT C4C. One will involve workshops with the NWMF on capacity enhancement. To

maximize the trip, discussions with Unifrutti and the Hineleban Foundation in Davao City and Bukidnon will also be conducted, which will center on the continuation of the action research on inclusive and competitive agriculture value chains and apply prior lessons to new enterprises.
Three validation workshops with key partners of PEF will be undertaken during the period.
One workshop will discuss the findings of the draft action research reports on GlowCorp, MACARBEN, and LAMPCO with the board of trustees, management, and select members of farmers’ cooperatives. After new drafts are formed from the validation sessions, a discussion with the management and PEF’s
board of trustees will ensue. Toward the end of the period, an Anchor Themes Workshop will then discuss the reports with the wider public.
This final workshop will be hosted by UP CIDS, in partnership with PEF.
OUTPUTS
• Three (3) monographs or discussion papers on the action research case studies with PEF. These will form part of the Going Against the Grain series that EMIT C4C is developing. The intention is to cull findings and eventually develop these into a book.
• One (1) PJPP manuscript showing the results of the systematic literature review on the middle-income trap
