REPORT OF THE STAFF REGENT June 4, 2012

May speaker at UP Diliman REPS Conference (NISMED) in the morning and Wage Fight All Leaders’ Forum (EMB Conference Room) in the afternoon. May attended the meeting (morning) of health workers in front of the DBM and dialogue with DBM officials on benefits for health workers under RA 7305. May speaks at the opening ceremonies of the 3rd UP System-wide REPS Conference (NISMED) – target of the said conference must finalize the draft system-wide REPS manual and the proposed REPS career path.

In coordination with the All UP Workers Union and the All UP Academic Employees Unions, we launched a campaign for the regularization of UP contractuals, as we have 2,600 unfilled items system-wide. The Alliance of Health Workers (with me as the National President) in collaboration with the All UP Workers Union Manila launched a nationwide campaign (starting February 2012) for the speedy payment of Health Workers benefits and the inclusion of these benefits in the regular allocation (under the GAA) of public health institutions (DOH, public hospitals and other health-related institutions). We also started a nationwide campaign against the privatization of public hospitals (starting with our opposition to HB 6069 and SB 3130 (Corporatization of Public Hospitals).

In coordination with our two unions (AUPWU/AUPAEU), we will conduct a series of forums and mass actions in support of a renewed call for public sector wage increases in support of HB 3746, HB 5149 and SB 2928 (An Act Providing for an Increase of P6,000.00 in minimum wage for public employees and laborers). This campaign is being led by COURAGE, the Alliance of Concerned Teachers and the Alliance of Health Workers.”.

GENERAL GOVERNANCE

Proposal of the College of Music to Establish the UP College of Music Extension Program (UP-CMEP)

The UP College of Music Extension Program (UP-CMEP) is a non-degree program offering a range of music courses with the goal of providing a comprehensive music program for youth, adults, non-formally enrolled musicians and music educators. in the offer for a degree from the College of Music. The program promotes musicianship by teaching the playing of many instruments (e.g., piano, violin, rondalla, woodwinds, and percussion) and other music-related areas of concentration (e.g., choral conducting, solfege, music theory, songwriting, voice, and vocal arranging). Due to high demand, UP-CMEP is offered three times during the school year (i.e. first semester, second semester, and summer semester).

It is open to adults and/or children, depending on the nature of the program students wish to pursue.

Hence this proposal to the Board of Regents to officially establish an extension program. Upon its establishment, the Department of Architecture can operate for the first three years without additional funds from the UP system. One full team consists of members of the squad and reserves (maximum: 50% of the squad size).

It is argued that it would be in the best interests of the university to respond positively to the request. LLANERA for the degree of Bachelor of Science in Chemical Engineering, College of Engineering, UP Diliman from the end of the first semester 2011-2012. She has been a member of the Nutritionist-Dietitians' Association of the Philippines (NDAP), the Philippine Society of Nutritionist Dietitian (PSND), the Council of Deans and Heads on Nutrition and Dietetics (CODHEND), and the Human Ecology Institute of the Philippines ( HUMEIN). ). Please be guided by the attached Terms of Reference for the Task Force, with its work schedule, from 01 June to 31 December 2012 (six months) and budget. Provide guidelines and templates for the CUs and the colleges/units to review their HR plantilla; and to achieve a strategic HR plan for the next 3 to 5 years (20`3 to 2017). The Committee for System Wide Constructors Performance Evaluation System Implementation Unit (CPES-IU) is hereby reconstituted, effective January 3, 2012 through January 2, 2013.

Orientation and training of employees in the Office of the Campus Architect/Campus Maintenance Office or other similar units on the Constructor Performance Evaluation; Selection, coordination and approval of the various performance evaluators of the Constituent Universities (CUs) for appropriate accreditation by the Philippine Domestic Construction Board; Coordination with the Office of the Campus Architect/Campus Maintenance Office of CUs or other similar units, the Construction Industry Authority of the Philippines (CIAP) and the Philippine Domestic Construction Board (PDCB).

MEMORANDA

Conduct information dissemination campaigns during the first six (6) weeks of the academic calendar for all incoming students. Schedule IP/IPR seminars and cover the topics outlined above in a manner appropriate to the size of their population. Submit schedules of proposed seminars for AY 2012-2013 to the TTBDO by May 15 for close coordination.

The program will enable productive researchers belonging to the REPS category in UP to be promoted to pay scale 30, which is equivalent to the rank of full professor in the university. The committee will evaluate candidates for grant/enhancement of rank in the SCS as per the guidelines of the SCC. The recommendation of the agency's STC will be endorsed to the SCC-STC, which will make the final recommendation to the SCC, which will then award the rank of Scientist I-IV, while the President of the Republic of the Philippines will award the rank awarding Scientist V, to deserving researchers.
