We are at the nexus of the emerging global war for dominance in the region. Developing a self-reliant defense posture is an intrinsic goal of the AFP Modernization Program and a cornerstone of our national security strategy. A credible defense posture is a demonstration of the country's degree of self-confidence, capability and independence.

This work analyzed and examined the seemingly disconnected strands of the country's defense capability development in relation to the national security objective of Self-Defense Support. The study sets out how the Philippines can enhance its ability to produce, create and innovate defense materiel, equipment and technology in support of the AFP Modernization Program towards a self-reliant defense posture. Under Section 10, the Self-Reliance Defense Posture was defined as a policy for the sustainability of the modernization program.

Support to Defense is an internal goal and an integral part of the AFP Modernization Program. Despite having these legal and executive mandates, the SRDP remained an implicit duty in the implementation of the Law on the Modernization of the VET. The adoption of an 18-year plan "Defense Development and Industrialization Project" would increase the development of the country's defense capabilities towards a self-reliant defense posture.

The author argues that the access to justice mechanism covers two (2) quadrants of the DwP framework as the delivery of justice has an impact on the non-recurrence or recurrence of a conflict-affected region. Constraints and Challenges in Securing a Strategic Chokepoint

This is the objective of the study, developing a robust and comprehensive maritime security strategy for one of the most important chokepoints in the Philippines, the Sibutu Passage/Strait. This is an indication that the Government of the Philippines (GPh) has utilized the population as an element of national power. The United Nations Convention on the Law of the Sea (UNCLOS) recognized the Passage/Strait of Sibutu as an international waterway where ships under customary international law enjoy the right of innocent passage (Kapunan, 2019).

In fact, in the perspective of the United States (US), the Philippines is an important ally rebalancing military power in Asia, especially with China's current resurgence and assertiveness in the region (Cook, 2016). This subsequently led to the actual signing of the Trilateral Cooperative Arrangement (TCA) in Jakarta on 14 July 2016 (Al-faruq, 2018). The Philippines is one of the original signatories to the international agreement signed in November 1982.

The constraints and gaps produced in the environmental framework became part of the problem framework. This is the construct of the study that develops a robust and comprehensive maritime security strategy for the Sibutu Pass/Strait, thereby providing the Philippines with a new source of national power. The findings of the study were unanimous and convincing that the Sibutu Pass/Strait is important for internationals.

This strategy will then define the position of the Philippines in the international community by taking an active role in securing key international trade/navigation routes.
