Through the Advanced Additive Manufacturing Program under the 'Multiple Materials Platform for Additive Manufacturing Project (MATDEV)' project, DOST-ITDI has designed and 3D printed face shields consisting of 3D printed frames with A4 size transparent films. Analyzes were carried out for the characterization of the volcanic ash samples for silica (SiO2), alumina (Al2O3), titanium oxide (TiO2), Fe2O3, MnO2, CaO, MgO, NaO, K2O, P2O5, loss on ignition, water and acid-soluble sulphate ( SO42-), and water and acid-soluble chloride (Cl-).

Quad media promotion of technologies and services

Despite the staff arrangement of working from home, promotional activities were still in full swing on the home front, and at the same time they made a significant contribution to DOST's COVID-19 communication initiatives. In 2020, the institute performed well in four media with 129 published press releases in print and online and a total of 292 interviews/guest appearances on TV, radio, radio/TV. As an outreach to displaced OFWs and other workers, the institute has re-published its livelihood technology videos online through YouTube and Facebook and in print, dubbed TekPinoybiz, to serve as a source of ideas for income-generating ventures, including at the home level .

Likewise, it is committed to support the DOST campaign ''Communicating Science for the People (SFTP)'' and pave the way for the transfer of STI (Science, Technology and Innovation) to the manufacturing sector and contribute to the desired change as reiterated in DOST's Science for Change or S4C project. The project also ensured the implementation of the Design Thinking and Social Media Marketing Workshop for the department's social media managers. The training workshop focused on the practical application of design thinking in the design of marketing campaigns and aimed to effectively use the digital platform for communication campaigns, build the institute's online presence and increase its social media engagement especially for TekNegoShow.

In 2020, despite the restrictions, TSD facilitated study tours or client visits to the various ITDI departments for the following eight parties:.

Visits and exhibits

Featured ITDI technologies included the portable biogas digester, household tumbling composters and the compact wastewater treatment system. Apart from the exhibition, a webinar was held via Zoom, focusing on organic waste management with ITDI composting and biogas technologies, namely household tumble composters, dual-drum composters, bioreactor and the portable biogas digester. During the year, negotiations with stakeholders led to 18 agreements on technology transfer and technical assistance and 15 institutional partners.

And in the pipeline is the preparation of a set of guidelines for providing technical assistance/services to foreign customers. Despite the limitations, the institute was still able to provide technical assistance to various customers through the online platform. In 2020, a total of 33 technical assistance/advice, inspections and assessments were carried out from across the country.

Seventy percent of respondents also used or adopted the acquired knowledge and skills.

Training and technical assistance

A total of 95 trainings were facilitated/implemented in 2020 focusing on Calibration, Energy Audit, Waste Analysis and Characterization Study (WACS), and livelihood courses (food and non-food processing). There were a total of 9,124 participants who came from MSMEs, LGUs, cooperatives, associations, academia, government offices and private individuals from different regions of the country. This training is classified into regular training (RT), customized training (RT) and regional training (RT) delivered through various means such as webinars, online, blended learning and face-to-face.

These webinar trainings included: Calamansi, Taho Processing and Jam Making; Production of hand disinfectants, liquid hand wash and soap production; and chemical safety and hazardous waste management. Post-training monitoring, aimed at determining the usefulness of the ITDI training program, continued. Survey questionnaires in Google format for metrology and livelihood training were sent to training participants and showed a response rate of 39.52%.

For livelihood training, almost 100% of respondents agreed that the objectives and learning objective of the courses were effectively achieved.

Commitment to management

The institute's QMS-related committees assisted in the preparation of the divisions and functional areas for the external audit, including compliance with documented information. All accredited laboratories have already completely switched to the 2017 version of the international standard and applications for renewal of accreditation have all been received by PAB-DTI. As part of the continuous improvement of the DOST-ITDI PNS ISO/IEC 17025 accredited laboratories, the STD Inorganic Chemistry Division-Chemistry Laboratory has already implemented the declaration of extended measurement uncertainty and metrological traceability of test measurements made in its test reports.

In doing so, it ensures the integrity and quality of test results and has actively supported the local industries and research communities amid the challenges of the ongoing COVID-19 pandemic. DOST-ITDI provides various professional and laboratory technical services to various industries nationwide, and electronic processing of these technical service requests, payments and release of reports is imperative as the risk of transmission of the disease remains high. The DOST-ITDI Online Customer Portal (www.itdi.com.ph) offers convenience and easy access to customers who wish to avail of the Institute's technical services, webinars, trainings and seminars.

With the launch of the DOST-ITDI e-Payment System in September 2020 as well, customers now have an option to pay online using various digital and prepaid bank accounts.

Development of IT systems towards operational efficiency and customer-centric service

Most government agencies are working to improve online transaction capabilities in support of the country's initiatives to counter the economic impact of the COVID-19 pandemic, as well as compliance with the Philippine digital transformation. To meet this need, the institute has developed and implemented various IT systems through the Planning and Management Information Systems Department. The DOST-ITDI Technical Services Information System has been implemented to process applications and release reports.

Another example is the ITDI-designed Online Transaction Framework that enables customers to transact even when they are not physically present at the office or the business. It is directly linked to the Land Bank of the Philippines' link, Biz Portal, which enables daily real-time processing of remittances to the Bureau of the Treasury. The Accounting and Cashier modules linked to the ePayment system are capable of generating segregated reports for General and Trust Fund account transfers.

The DOST-ITDI Online Transaction Framework, being modular, can be easily implemented by other government agencies.

Gender and development (GAD) activities

Ignacio, was appointed as the new Assistant Secretary for Human Resource Management, Management Services and Special Concerns of the Department of Science and Technology. Dablio, RCh of the Standards and Testing Division of DOST-ITDI won 3rd place in the 11th Metro Manila Health Research and Development Consortium (MMHRDC) Photo Contest held virtually on October 21, 2020, with the topic "The road to the super elderly." Mr. Amid this year's crisis, managing limited financial resources was just one of the many obstacles and challenges the Institute faced.

However, due to the COVID-19 pandemic, the Institute's financial resources were redirected to fund the necessary response to this national health emergency. 580 (Taking measures of economy in the government due to the health emergency situation), DOST-ITDI suspended a total amount of PHP 32.3 million to support the implementation of the necessary interventions of the National Government. The National Metrology Sector is dominated by men and constitutes 14% of the total number of male employees of the Institute.

A large portion of the current DOST-ITDI human resources fall within the 31-40 age group with 85 employees.
