ABOUT THE AUTHORS

ANGEL A ALEJANDRINO,

a civil engineer and a consultant in water resources development and management, is currently Research Fellow of the National Hydraulic Research Center (NHRC) of the University of the Philippines, having served as NHRC Director from 1973 to 1999. He is currently Chairman of the Philippine Water Partnership (PWP), a multi-sectoral group which helps in the sustainable development and management of the country's water resources.

RAMON L CLARETE

is a Professor at the UP School of Economics. An applied policy economist, he has been at the forefront of policy reform efforts in the country, particularly in agriculture and food, agribusiness, taxation and trade policies. He is presently Chief of Party and Trade and Agriculture Policy Advisor of the USAID- financed AGILE program where he develops and directs technical assistance activities in the financial, tax, expenditure, trade, agriculture, investments and economic governance areas.

MAI FLOR

is presently the Director for Business Development of ONDEO Services for the Philippines. She is active in government activities to create a better environment for public-private participation in the water sector.

YOLANDA B GOMEZ

works as Planning Officer IV of the Department of Environment and Natural Resources, accumulating extensive experience in environment and natural resources strategic planning. She has also worked with the Presidential Task Force on Water Resources Development ·and Management (PTFWRDM) as Technical Staff and later on as Deputy Director for two years.

is a Profess0r of Civil Engineering at the College of Engineering, University of the Philippines, Diliman, and since 1999, has been Director of the U.P National Hydraulic Research Center (NHRC).

MARIA F MANGAHAS

has done research among small-scale fishers in Batanes, Davao and Pangasinan. She received her PhD in Social Anthropology from Cambridge University, England in 2001 and is currently Assistant Professor at the Department of Anthropology, UP Diliman.

·RICARDO G SIGUA

is a licensed civil engineer with transportation engineering, traffic engineering and management, traffic safety, highway engineering and computer software development for transportation engineering applications as areas of specialization, He also served as Director of the National Center for Transportation Studies at UP from 1996-1999.

JORGE V TIGNO

is Assistant Professor of Political Science at the University of the Philippines, Diliman and a Fellow at the Institute for Strategic and Development Studies (ISDS), a private research organization focusing on Asian security issues. He has written articles on local governance and non-governmental organizations (NGOs) in the Philippines and has a strong research interest in transnational migration concerns.
