Community Participation in the Local Rice Security Programs in Cailaco and Maliana

In the case of the rice security programmes, households and farmer groups are involved in the various phases of the programs such as project identification, planning, implementation and monitoring and evaluation. Farmer groups have a significant contribution in the implementation of rice safety program in Cailaco and Maliana sub-district, Timor-Leste.

Efficiency and Effectiveness of the

The performance of the Rice Crop Insurance Program (RCIP) of the Philippine Crop Insurance Corporation (PCIC) was evaluated to explain the low number of insured farmers and to suggest ways to improve the efficiency and effectiveness of the program. Documents were reviewed and primary data were collected through survey of participating rice farmers and key informant interview of officers and staff of PCIC Region 4 and Multipurpose Employees Cooperative Region IV of the National Irrigation Administration (NEMCO).

The results of the study revealed gaps in enrollment in the program, the duration of filing the application for coverage, the number of days in the team of adjusters' responses, damage estimates and delays in receiving compensation, which resulted in a low efficiency score for the program. To increase its effectiveness and efficiency, this study recommends that the PCIC should: a) intensify the technical capacity building training for the team of adjustments; b) deputies of officials and staff of the municipal agricultural office as members of the adjustment team;

The Case of Laguna Province, Philippines

The relationship between the indicators used and overall effectiveness of the program was identified by means of scatter diagrams. The majority of farmers experienced gaps in program enrollment (67%), filing processes (70%), response from the adjuster team (83%) and the transfer of indemnity payments (73%).

Policy and Institutional Challenges in Climate Information Services

TQM/ISO 9001 Implementation in Northern and Central Luzon

The checklist of the 20 ISO 9001 elements (Table 4) was used as a guide in constructing the questionnaire. Preparation and use of forms and QMS manual (steps 3 and 4) corresponded to UN ISO 9001 application steps. Through on-site observations, this study found that the TQM/ISO 9001 program implementation by NEUST's Extension Services Department.

Respondents in the study identified lack of commitment and inability to adapt to change as factors that negatively impacted their TQM/ISO 9001 implementation. Some faculty and staff are neither receptive nor committed to implementing TQM/ISO 9001 in the consulting services department. They explained that the enormous amount of time and effort involved in implementing TQM/ISO 9001 can hinder the university's normal service functions.

In theory, one way for this to happen is if income in the higher-income percentile grows faster than in the lower-income percentile. In fact, causality 2 is compatible with a performance-based allocation of the IRA, where higher income per resident is rewarded with a higher IRA per inhabitant. Based on an inspection of the IRA formula, there are at least two possibilities where the positive correlation between income per capita and IRA per population may occur. An increase in population is associated with a decrease in both IRA per capita via the IRA formula and income per capita via the production function.

The arrowhead between population and per capita income indicates that population causes per capita income, under the assumption that population is an input to production. This follows from the accounting identity underlying the relationship between IRA per capita and population. Treating per capita income as a proxy for wages, a province with a higher per capita income encourages immigration.

The implicit causality between population and income in Possibility 2 is very similar to Causality 2, where higher income per capita causes a higher IRA per capita.

An increase in population was accompanied by an increase in IRA allocations based on the IRA formula. This conclusion is very remarkable considering that the IRA formula was not really intended to be performance based. This stems from the IRA formula itself, which is not directly related to the development efforts of the LGUs.

Benguet, on the other hand, seems more interested in adjusting the land area and population components of the IRA formula. Benguet also pointed to the issue of including the county's disputed areas in calculating the IRA. The critique of the IRA formula addressed in this study contributes to such a re-evaluation, but suffers from the application of inconsistent criteria.

Another recommendation is to use shared growth as criteria for judging the IRA and the larger program of decentralization.

Even with clear criteria applied, a re-evaluation of the IRA should also shed light on the causal relationships between the relevant variables, such as that between the IRA and the median income of counties. Improvement in Self-assessed Knowledge and Changes in Farming System Practices

Thus, this paper focuses on self-assessed knowledge improvement of CFS farmer trainees in Pamplona, ​​Camarines Sur and in Milagros, Masbate, Philippines. The term palayamanan is made up of two simple words: "palay" - the Filipino term for rice at any stage before husking; and "yaman" - a term meaning wealth. It was the belief that agricultural information and extension services such as CFS are effective methods of improving knowledge and changing farmers' practices.

This indicates farmers' self-assessed knowledge gains from these topics after participating in CFS. There were delays in the onset of rains and have affected the farming activities of farmers. Despite the poor facilities in the area, farmers in Milagros greatly appreciated the agricultural extension services.

Factors Associated with Farmers’

Adaptation Practices to Weather Variability in Rice-based Farming

Due to the importance of adaptive capacity and adaptation practices in dealing with climate variability, this study aimed to discuss sources of information on climate change adaptation practices; determine the extension support received; examine factors associated with farmers' adaptation practices; to analyze the association of adaptation practices with production and income of rice farmers; On the other hand, the chi-square test of independence was used to determine whether there is a relationship between two categorical variables such as crop production and family income and adaptation practices. The results showed that ecosystem type, total cultivated area, total cultivated area for rice and availability of credit were associated with some adaptation practices.

Measures of the relationship between adaptation practices and different socio-demographic and socio-economic characteristics ADAPTATION PRACTICE LEVEL LEVEL. The result of the Spearman rank correlation analysis shows the association between the adaptation practices and different sources of information (Table 6). In general, sources of information such as AEA from INGOs, NGOs, group meetings, demonstration meetings, field days, FFS, trainings and print media were associated with the decision to adopt most adaptation practices.

Most (67%) of the respondents reported that they had never attended any training program provided by the public sector through DOA, while about a third (33%) reported that they had attended related training programs that were specific for the promotion of adaptation practices to weather variability. .
