Pursuant to Philippine Commission on Women (PCW) Memorandum Circular No. 2020-01,
“Submission of the FY 2019 GAD Accomplishment Report", compliance by the State Universitiesand Colleges(SUCS)in the regionissolicited onthefollowing:
1. All SUCs shallsubmittheirFY 2019 GADAccomplishmentReports (ARs)to PCWon or before 28 February 2020 through the PCW Gender Mainstreaming Monitoring System (GMMS). However, in viewof Item No. 2, all SUCs are advised to submittheirARs on or before 19 February 2020, to give this Office and GAD Secretariat, CHED Central Office sufficienttime to reviewandprovide recommendations before they areendorsed toPCW;
2. GAD ARs that have been submitted through the GMMS shall first be reviewed by the concerned regional office of the Commission on Higher Education (CHED). After which, the CHEDregional office shalltransmitthe GADARtotheCHED Central Office.
Oncethe GADAR isacceptabletothe CHED CentralOffice, itshall submittheGAD AR toPCW.
3. TheGAD expenditure ofaregional officeoraconstituent unit may not necessarily beat least5% ofitsapprovedtotal annual budgetforas long astheagencyasawhole meets the minimum 5%GAD expenditurebasedonthe agency’stotal budgetappropriations;
4. In the preparation ofthe FY 2019 GAD AR, the Harmonized Gender and Development Guidelines (HGDG) Project Implementation and Management, and Monitoring and Evaluation (PIMME) checklist (HGDG Boxes 16 & 17) or the Facility Implementation, Management, and Monitoring and Evaluation checklist (HGDG Box F2)shall be used in assessing the gender-responsiveness ofthe majoragency program/project basedon its implementation/accomplishment reportforattribution toGAD;
5. Agencies are requested to attach narrative reports which could include good practices and testimonies oftheir GAD accomplishments in theirGAD ARs using theattachment facility (Column 11)ofthe GMMS; and
6. FY 2019 GAD ARs submitted to PCW shall be authenticated by the GMMS with a barcode. Concernedagencies shallprinttheGMMS-authenticated GADARforsignature oftheir agencyhead and submit signed copiesto PCWand their respective COAAudit Team.
