FISHERY INFORMATION PROGRAM OF THE PH ILIP PIN ES ' BUREAU OF FISHERIES AND AQUATIC RESOURCES 1/
I . INTRODUCTION
The w o r ld s ' t o t a l f i s h e r i e s p r o d u c tio n as r e p o r te d by t h e Food and A g r i c u lt u r e O r g a n iz a tio n (FAO) i n 1985 i s 83 m i l l i o n m e t r ic to n s c o n t r ib u t e d by 160 c o u n t r ie s . Of th e s e 160 c o n t r i b u t i n g c o u n t r ie s , th e P h ilip p in e s ra n k e d 1 2 th la r g e s t f i s h p r o d u c e r o f t h e w o r ld .
F is h e r ie s as an econ om ic s e c t o r makes an im p o r t a n t c o n t r i b u t i o n t o t h e economy i n te rm s o f em ploym ent and e x p o r t e a r n in g s . I t s c o n t r i b u t i o n t o th e c o u n t r y s ' GNP i n 1987 i s f i v e p e r c e n t and 20 p e r c e n t t o g ro s s v a lu e added o f a g r i c u l t u r e , f i s h e r y and f o r e s t r y .
On e x p o r t , th e P h ili p p i n e s had a p o s i t i v e b a la n c e o f t r a d e i n f i s h and f i s h e r y p r o d u c ts s in c e 1975 t o p r e s e n t and t h e v a lu e o f f i s h e r i e s e x p o r ts s t e a d i l y in c r e a s e d fro m P532M (48,482M T) i n 1978 t o P6.44B (112.382M T) i n 1987.
The a n n u a l g ro w th r a t e s a c h ie v e d by th e P h i l i p p i n e f i s h e r i e s fro m 1978 t o 1987 were r e g is t e r e d a t 3 .8 p e r c e n t and 1 6 . 4 p e r c e n t i n q u a n t i t y and v a lu e , r e s p e c t i v e l y . F o r 1987, th e t o t a l f i s h p r o d u c tio n re a c h e d 2 .2 m i l l i o n m e t r ic t o n s .
On em p lo ym e n t, th e f i s h i n g in d u s t r y d i r e c t l y employs an e s tim a te d one m i l l i o n fis h e rm e n and f is h f a r m e r s t h r o u g h o u t th e c o u n tr y .

P r i o r t o th e im p le m e n ta tio n o f E x e c u tiv e O rd e r 116 , r e o r g a n iz in g th e Bureau o f F is h e r ie s and A q u a tic Resources (BFAR) and c o n v e r t in g i t fro m a l i n e t o a s t a f f b u re a u , tw o o u t o f th e 14 d i v i s i o n s , nam ely th e I n f o r m a t io n D i v is i o n and t h e E x te n s io n D i v is i o n a re r e s p o n s ib le f o r in f o r m a t io n r e p r o d u c t io n and d is s e m in a t io n , and te c h n o lo g y p a c k a g in g and t r a n s f e r a n d /o r e x te n s io n .
I n t h e p r e s e n t s e t- u p o f th e BFAR, ( F ig u r e 1) th e f u n c t io n s o f t h e I n f o r m a t io n D iv is io n and t h e E x te n s io n were assumed by t h e F is h e r ie s Development S u p p o rt S e rv ic e s D i v i s io n (FDSSD).

The Manpower D evelopm ent S e c tio n assesses th e manpower re q u ire m e n t o f th e f i s h e r i e s in d u s t r y t o s e rv e as b a s is i n th e f o r m u la t io n o f manpower deve lop m en t p ro g ra m s . C o g n iz a n t o f t h e f a c t t h a t e x te n s io n i s b a s i c a l l y c o m m u n ic a tio n , t h e BFAR as a s t a f f burea u t h r o u g h th e FDSSD has f o r i t s in f o r m a t i o n p ro g ra m s e v e r a l p r o j e c t s t h a t a re geared to w a rd s f a c i l i t a t i n g t h e f lo w o f f i s h e r i e s in f o r m a t io n and th e p r e p a r a t io n o f te c h n o lo g y packages f o r d is s e m in a t io n t o th e end u s e r s . The p ro p o s e d p r o j e c t aims t o im p ro v e t h e s ta n d a rd o f l i v i n g i n t h e f i s h e r i e s com munity by in c r e a s in g th e i ncome and p r o f i t a b i l i t y o f t h e s m a ll- s c a le fis h e r m e n , f is h f a r m e r s and f i s h p r o c e s s o r s . The p r o j e c t i s a ls o e n v is io n e d t o s tr e n g th e n t h e in f o r m a t i o n and e x te n s io n c a p a b i l i t i e s o f BFAR and UPV p e r s o n n e l.
