With this note in mind, I look forward to a fruitful consultation, and that the senior officials of ASEAN-SEAFDEC member countries will come up with good results with the adoption of the "Joint ASEAN-SEAFDEC Declaration on Regional Cooperation to Combat IUU Fishing and Enhancing the Competitiveness of ASEAN Fish and Fisheries Products" which will help us move forward to a new paradigm in the development of Southeast Asian fisheries towards sustainability. Again, on behalf of the Ministry of Agriculture and Cooperatives of Thailand, I would like to welcome you all to this high-level consultation.

Therefore, in order to address the emerging issues that clearly hinder the sustainable development of fisheries in the region, the countries of Southeast Asia have agreed to prepare a joint statement containing the commitments of the countries to work to combat illegal, unreported and unregulated fishing and to strengthen competitiveness. of fish and fishery products in the region. This consultation is therefore very important in demonstrating our responsibility towards the sustainable development of fisheries in the region by adopting the aforementioned joint statement. We look forward to strong cooperation between all Southeast Asian countries for the sustainability of the fisheries sector in our region.
REMARKS
On the ASEAN side, we also want to promote this kind of cooperation, focusing on how to improve knowledge and cooperation between governments on the issues that need to be addressed. We expect this Joint Statement to be submitted to the SOM-AMAF Meeting to be held in the Philippines this August 2016 for notification. With that, ladies and gentlemen, I wish for a meaningful dialogue at this meeting so that this high-level consultation can successfully achieve its objectives.
REMARKS
Specific to the Southeast Asian region, SEAFDEC has initiated activities to address IUU fishing concerns through a collaborative process with ASEAN-SEAFDEC member countries. In addition, the higher authorities of SEAFDEC and ASEAN have supported the development of regional programs to support the implementation of the Agreement on Port State Measures to be spearheaded by SEAFDEC. This would enhance our efforts to combat IUU fishing in Southeast Asian waters and strengthen the competitiveness of the region's fish and fishery products to secure its niche in the world market.

It is for this reason that we are very pleased to be organizing this high-level consultation. In fact, I am very happy to know that this high-level consultation aims to adopt a “Joint ASEAN-SEAFDEC Declaration on Regional Cooperation to Combat Illegal, Unreported and Unregulated (IUU) Fishing and to Improve the Competitiveness of ASEAN fish and fishery products. “I believe that this joint statement would express our seriousness and strengthen close cooperation among Southeast Asian countries in combating IUU fishing. I would now like to declare open this “High Level Consultation on Regional Cooperation in Sustainable Fisheries Development towards the ASEAN Economic Community”.
