Report on the 2nd Technical Meeting of the Cambodia-Vietnam Joint Fisheries Management Working Group in Phnom Penh, Cambodia, 17-18 October 2017, by the Secretariat of the Southeast Asian Fisheries Development Center (SEAFDEC). REPORT ON THE SECOND TECHNICAL MEETING OF THE JOINT WORKING TEAM FOR FISHERIES MANAGEMENT BETWEEN CAMBODIA AND VIET NAM.

The WG1 was implemented the comparative study of both countries' laws and regulations applicable to fisheries and habitat management in Cambodia and Vietnam. Nguyen Thi Trang Nhung, SEAFDEC National Coordinator for Vietnam informed the meeting that revision of the national legal framework for the control of foreign vessels landing in the ports of Vietnam will be done. She also informed that the foreign fishing vessel licensing system allows only the fishing vessels licensed by the authorities of Vietnam to enter the port and land the catch only at the designated port (exactly the same port that appeared in the licensing system). It was envisaged that a catch quota and management plan could be developed for these two (2) species for further reporting to the RPOA-IUU Secretariat. Regarding DNA data collection for Indo-Pacific mackerel, Vietnam proposed Phu Quoc Island, Ha Tien, Ca Mau and Vung Tau Province as comparative study sites. However, Cambodia may start taking DNA samples from mackerel in the Indo-Pacific region early this year, but the sampling locations must cover all coastal provinces.

For Neritic Tuna, the Assembly suggested that the catch quota should be set at a level lower than Maximum Sustainable Yield (MSY) for more efficiency in management practices. The use of the ASEAN Catch Documentation Scheme (ACDS) including testing of traceability systems relevant to the fisheries in the Gulf of Thailand.

Vietnam, wants to develop the joint management plan based on the available results of DNA analysis - Vietnam and Cambodia, closing season for mackerel fishing, specific period for Cambodia and not specific for Vietnam. Cambodia and Vietnam, drafting committee in which RIMF and D-Fish (Vietnam) and FiA (Cambodia) - Vietnam should participate, the draft should be sent to the fishermen in KienGiang provincial official for feedback and combined by D-Fish before finalizing plan is approved.
