REPORT FROM THE EXPERT CONSULTATION WORKSHOP ON GUIDELINES FOR MONITORING AND EVALUATION OF EQUALITY AND SOCIAL. Arlene Nietes Satapornvanit presented "USAID Oceans Gender Strategies and Theory of Change for M&E." The presentation highlighted the goals that focused on gender equality and fair work that contributed to improving the conservation of marine biodiversity, fisheries management and increasing the sustainability of. Kyoko Kusakabe presented "Gender Integration in Fishing Communities." The role of women in fisheries and related fisheries activities such as processing, trade, services, collection and home consumption and how to create gender equality indicators were highlighted.

Estilo presented "Gender Equity in Philippine Aquaculture." The presentation correlates with the national policies that involved gender and statistics on women and men in Pandaraonan, Philippines, which showed that women were engaged in fishing activities no more different from men. Ravadee Prasertcharoensuk presented "Reflection from Experiences: Mainstreaming Gender in Fishery and Ecosystem Based Coastal Resource Management." The presentation highlighted the strengthening of good governance and democratic process in national climate change adaptation planning and also informed the meeting of the objectives to promote multi-stakeholder collaboration on ecosystem-based approaches to fisheries management (EAFM), which includes the concepts of climate change and gender; and implement measures to ensure sustainable and responsible fishing in Trat Bay, monitor the effectiveness and effects of the measures. Dongdavanh Sibounthong, reported "The Case Study of Gender Mainstreaming in Fisheries Development in Nam Ngum Reservoir in Lao PDR." The National Policy on Gender Equality of the Lao PDR committed to promoting equality between men and women.

Nazri Ishak, presented "Policies, integration, monitoring and evaluation of gender aspects in fisheries programs". The presentation relates to the Fisheries Act 1985 of Malaysia and the Guidelines for occupational safety and health in fisheries and agriculture. Myat Khine Mar, presented the "Myanmar Policy Brief". The policy environment for gender equality and the empowerment of women and girls in Myanmar has been established in a series of international conventions signed by the Government of Myanmar on equality such as: the 1997 Convention on the Elimination of Discrimination against Women, the Millennium Development Goals, the Declaration of Beijing. and the International Platform for Action and Conference on Population and Development (ICPD).

Nguyen Tuan Uyen reported on Vietnam's characteristics, fishing profile and an overview of small-scale fishing in Vietnam. Small-scale fishing played an important role in Vietnam's national economy and food security, especially in coastal areas. The small-scale fisheries policy also takes into account a human rights-based approach and gender equality as a basis for sustainable fishing, so that small-scale fishing can continue to make an important contribution to the food security strategy, employment and social services for coastal areas. and national level.

PLENARY DISCUSSION ON DRAFT GUIDEBOOK/TOOLKIT TO ASSESS AND EVALUATE THE PROGRESS AND IMPACTS IN SUPPORT OF

A draft guide/toolkit for gender analysis for small-scale fisheries that combined key indicators and guidelines from four (4) key categories was presented to solicit comments and suggestions from Member States and experts and formulate them as a tool to guide the target users to the status and roles of gender in small-scale fisheries and can be used for gender-sensitive project management as one of the tools to incorporate gender dimensions throughout the project cycle. The Toolkit will serve as a tool to guide the target users to understand the status and roles of gender in small-scale fisheries and can be used for project dealing with gender sensitivity as one of the tools to incorporate gender dimensions throughout the project cycle. The Toolkit can advise SEAFDEC and the Member States in identifying necessary interventions and integrating gender into fisheries programs and activities as appropriate; and provide a set of gender sensitivity indicators and guiding questions for monitoring and evaluating gender roles throughout the project cycle to ensure the sustainability of small-scale fisheries.

It is expected that a detailed workshop report, reference guide on monitoring and evaluation processes for assessing gender equality and social well-being in fishing communities will be prepared during and after the workshop. SEAFDEC presents the background and objectives of the workshop together with reference to the importance of having a common understanding of the need to establish reference points (indicators) for monitoring and evaluating progress in supporting gender equality and social well-being in fishing communities and fisheries-related project. 09.30. The presenter will provide a brief reference to the work carried out on social well-being and initiatives to integrate gender aspects into fisheries programs by the organisation/project together with any available references to the way in which monitoring and evaluation is implemented to review progress in supporting equality between gender and social welfare within the fisheries sector.

The workshop will seek feedback and comments on a draft set of benchmarks (indicators) to provide guidelines for monitoring and evaluating progress in promoting gender equality and social well-being in fishing communities and fisheries-related projects.
