Different sets of agendas have been defined in this plan, but in a more simplistic view, the core of our ultimate goal has never changed: we always strive to help improve the lives of our rice farmers. Combating the effects of climate change, improving competitiveness and adapting rice to biotic stresses are just some of the countless challenges weighing on the heads of our researchers and development workers. Similarly, we encourage all of our stakeholders to review this report and let us know what you think about how we have laid the foundation for our impact plan.

Nominated two aromatic and two zinc-dense elite lines for NCT; the former yielded 5.4 t/ha and 6.4 t/ha, while the latter yielded 6.2 t/ha and 7.9 t/ha with 19mg/kg grain zinc content.

PLANT BREEDING AND

Three heat-tolerant lines were elevated to National Cooperation Tests (NCTs), while two saline-tolerant lines were recommended to the Technical Secretariat. The sticky pigmented line is for rice cakes, while the very soft and intermediate eating properties are ideal for brown rice.

BIOTECHNOLOGY DIVISION

We have collected 626 new genetic resources from local and international sources, increasing the genetic diversity in our gene bank and increasing the chance of discovering new parental lines with new genes. Thirty-two accessions showed good milling recovery in brown rice and premium milled rice.

GENETIC RESOURCES DIVISION

Part of the results showed the importance of the Microbank™, a commercial cryopreservation tube, in storing our collection of bacterial species, as well as the use of sterile filter paper in preserving the viability and physiological properties of spore-forming fungal species. This technology was introduced by DA regional crop protection centers through training and practical exercises. Cypermethrin was found to be the most effective insecticide among chlorpyrifos and diazinon against rice grain beetle under protection conditions.

Found that the energy input of transplanted rice is higher than direct seed, and the energy output of direct seed is higher than transplant. Tested the "capillary system" alongside the familiar hose and drip irrigation systems and found that the innovation was more efficient in utilizing limited water supplies. Found that higher income can be obtained by increasing duck population from the conventional 125 heads/.

Found out that packing of S-line panicles can be a potential alternative to the use of control plot in TGMS hybrid seed certification. The program focused on high-value rice grains/products from it and other parts of the rice plant; and on beneficial organisms in the rice environment. Found that the published gene OsSWeet14 likely holds the key to bacterial leaf blight (BLB) resistance of MSL 37 and 40, which are sister mutant lines derived from NSIC Rc 144.

DEVELOPMENT COMMUNICATION DIVISION

We ensured that the technologies and services we develop and offer reach our intended customers through strategic use of communication. The use of musical play as an innovation to introduce the hybrid rice technology received a very positive feedback. Tracked graduates from the rice specialist training courses and found that their knowledge of rice and rice-based technologies, presentation, facilitation, decision-making skills and confidence to do their jobs had grown.

To help increase the productivity and income of our rice farmers, we have promoted rice and high-impact rice-based technologies through science-based training and technology promotion models. We have also boosted the capabilities of agricultural extension workers (AEW) and other government and private sector development catalysts through our training and rice science and technology updates. We reached 3,184 farmers, including Cambodian and Thai farmers, through surveys on rice farm production and specialty rice production.

Received 8,435 unique local and international views from the PalayStat primary and secondary rice data website; trained 187 participants in how to use the website. Published the book “Comparative Efficiency of Rice Farming in Asia and the Philippines”; the Rice Science for Decision Makers flyer entitled “Is hybrid rice worth investing in?”. We generated rice and rice-related statistics; measured the impact of rice technologies, products and services; and conducted policy research and advocacy activities for science-based decision-making, especially in formulating policies and rice programs.

SOCIOECONOMICS DIVISION

Conducted one policy workshop on R&D thrusts and directions in support of science-based policy in promoting rice communities.

DEVELOPMENT PROGRAMS

Published Agritourism Farms of the Philippines II, a compendium of successful agritourism farms and clean, green, practical and smart farming technologies. Established partnerships with Central Luzon State University (CLSU) for farm demonstrations of Zero-Waste Pig Biogas and Goat Production and with BFAR – National Freshwater Fisheries Technology Center for aquaculture production. Built low-rope obstacle course, zero-waste pig, goat house and solar-powered smart house.

CAMPAIGNS AND OTHER DEVELOPMENT INITIATIVES

Developed and presented two theater performances for farmers to adopt hybrid rice and for the public to appreciate their hard work in producing food. Maintained rice exhibitions at the country's leading museums: National Museum, Mind Museum, Museo Pambata and Clark Museum. A grant was received from the National Commission for Culture and the Arts for the project Palayamanayon: Establishment of Rice Cultural Hub.

The paper Promotion and Conservation of Philippine Cultural Ricescapes at the Rice Science Museum was published in a refereed journal. Developed and tested with academy faculty, AEWs, farmer leaders and some PhilRice staff the training module Agripreneurial: #partnership&progress as part of the modular course, "#RiceUpPH: Help Transform our Rice-Farming Communities". Pilot tested a specialized training course on pest and disease identification, damage assessment and management with 23 AgRiDOC (Agricultural Development and Extension Officers of the .. Community) training candidates from Mindanao and found that the selection of topics was relevant and useful to the participants.

Supported the delivery of AgRiDOC training across the country by providing general guidance and serving as resource persons. Conduct knowledge sharing and learning (KSL) events with selected rice extension intermediaries using the KSL framework, which is now institutionalized in the PhilRice Development Communication Division. Negros served as the main seed producer of rice varieties released nationally and for special purposes for the Visayas.

BRANCH STATIONS

Our seven branch stations continued to address the unique needs of their covered locations. Development and dissemination of strategies and technologies that will make agriculture more resilient to climate change were among Bicol's main points. Agusan and Midsayap took care of rice cultivation under Caraga's unique climatic conditions and the prevailing pest outbreaks in southern Mindanao, respectively.

There is the annual rice garden and ceremonial rice harvest at the Luneta managed by Los Baños. Rice field art can also be seen in Batac, Midsayap, Agusan, field office in CMU, and Central Luzon State University. Isabela developed this technology to add to income from rice and generate work for the community.

It promotes intensified cropping and prescribes the right timing and varieties so as not to disturb the rice cropping calendar, especially during DS. Batac, Negros and Midsayap showed their love for traditional rice varieties and upland rice in their research activities. Negros and Midsayap targeted upland and highland farming communities in the Visayas and Mindanao (Region 12) for clearing, seed production and commercialization of.

IDEAS OF STATIONS

The stations maintained the safe formula of technology demonstration and implementation through the modalities of Lakbay Palay, Learning Farms, Palayamanan Plus, Palayabangan, RiceBIS Communities and One-Stop Information Shop (OSIS). Likewise, Los Baños conducted a quarterly seminar series aimed at students and researchers in their locality. Capacity building of Bicol's Agta Indigenous Peoples (IPs) on diversified and integrated rice-based agriculture was also pursued through the Palayamanan approach, increasing rice yields by more than 60%.

All stations maintained stronger and more partnerships with regional offices of various departments and bureaus, SUCs, LGUs, farmers and irrigation organizations, community radio stations and various R&D consortia. Isabela maximized its partnerships with seven radio stations (two in Isabela, one each in Nueva Vizcaya and Quirino, and three in Cagayan) to intensify technology dissemination efforts. The lessons learned during the broadcast by the captivated audience, or those registered, were ultimately tested in the learning field.

All stations maintained stronger and more partnerships with regional offices in various departments and agencies. Introduced a project rollout conference where externally funded project managers and general administrative support services representatives discussed project requirements. We focused on facilitative management, innovations in financial processes, computerization and improved budget monitoring, which resulted in a more efficient use of the institute's budget.

FINANCIAL MANAGEMENT DIVISION

PROCUREMENT OF SUPPLIES, GOODS, AND SERVICES

Organized the first supplier forum to raise awareness about PHILGEPS; 63 companies attended and databases of suppliers, product specifications and price lists were created. In collaboration with the Information Systems Division, the new Project Purchase and Management Plan (PPMP) and purchase request modules of the real estate, supply and inventory systems were developed, reducing 16,000 commodity records to 4,000 by eliminating duplicates.

PHYSICAL PLANT DIVISION

GENERAL SUPPORT SERVICES

WE implemented the largest number of new and ongoing infrastructure projects to date; massive repairs and upgrading of facilities carried out simultaneously at CES, branch and satellite stations. Enabled early preparation of 2017 and 2018 wage increase notices, facilitating submission of updated employee service records and data to GSIS, resulting in no arrears. The improved payroll system expedited monitoring of benefits received and deductions, resulting in prompt remittances to GSIS, PhilHealth, and HDMF.

Checked important provisions in the SDC guidelines with the OGCC to resolve lingering issues on return service, interest rates on financial obligations of defaulting scholars, all with reference to applicable laws.

We continued our scientific journey with publications in various domestic and international journals and books.
