Management Evaluation of the National Coastal and Marine Center for Research (NCMCR) in Snake Island, Palawan

2015

Master in Environment and Natural Resources Management ABSTRACT

The National Coastal and Marine Center for Research (NCMCR) in Snake Island, Palawan was established to facilitate the implementation of the National Integrated Coastal Management (ICM) Program developed by the Department of Environment and Natural Resources. The ICM is one of the supporting mechanisms under the Coastal and Marine Environmental Information Management System. Snake Island, a 7.5-hectare island located in Honda Bay, Puerto Princesa, Palawan, has high potential for research given its lush seagrass beds, extensive mangrove areas and coral reefs. However, it is in constant exposure to both natural and anthropogenic factors. This paper explored the current status of the management of the island’s NCMCR through key informant interviews with relevant government agencies and other institutions. Interviews were further validated with the current NCMCR setup. This paper also identifies the gaps and challenges encountered by NCMCR in fulfilling its functions, and provides possible solutions and realistic recommendations toward a strengthened and more responsive NCMCR. Results of both approaches shall feed to a proposed NCMCR management framework. Sustainable partnerships and the careful consideration of ICM principles were identified by this paper to further support and enhance the management of the NCMCR.
