The twenty-fourth meeting of the Fisheries Consultative Group (FCG) of the ASEAN-SEAFDEC Strategic Partnership (ASSP) or 24FCG/ASSP was organized through the virtual platform from 24 to 25 November 2021, and was co-chaired by the representative of Cambodia as Chair of the ASEAN Sectoral Working Group on of Fisheries (ASWGFi) and the Secretary General of SEAFDEC to discuss the programs implemented in 2021 and to approve the programs proposed for 2022 under the FCG/ASSP mechanism, which were scrutinized by the Forty-Fourth SEAFDEC Program Committee Meeting (44PCM). The twenty-fourth meeting of the Fisheries Consultative Group (FCG) of the ASEAN-SEAFDEC Strategic Partnership (ASSP) or 24FCG/ASSP was organized through a virtual platform from 24 to 25 November 2021 to discuss the programs implemented in 2021 and confirm the programs . proposed for 2022 under the FCG/ASSP mechanism, scrutinized by the Forty-Fourth SEAFDEC Program Committee Meeting (44PCM).

OPENING OF THE MEETING

REPORT OF THE FORTY-FOURTH MEETING OF THE ASEAN-SEAFDEC STRATEGIC PARTNERSHIP FISHERIES CONSULTATIVE GROUP (FCG/ASSP). 24 The FCG/ASSP observed the implementation and provided guidance on policy documents under the FCG/ASSP mechanism and other issues relevant to the fisheries sector of ASEAN-SEAFDEC Member States.

ADOPTION OF THE AGENDA

The 24FCG/ASSP was attended by representatives from the ASEAN-SEAFDEC Member States, representatives from the ASEAN Secretariat as well as the SEAFDEC Secretary-General and Deputy Secretary-General and senior officials from the SEAFDEC Secretariat and Departments.

FOLLOW-UP ACTIONS TO THE DIRECTIVES GIVEN AT THE MEETINGS OF SEAFDEC COUNCIL AND ASEAN BODIES RELATED TO FISHERIES

Follow-up Actions to the Directives Given at the Fifty-third Meeting of the SEAFDEC Council and the Twenty-third Meeting of the Fisheries Consultative Group of the ASEAN-SEAFDEC

Although some activities, such as those on fisheries subsidies, could not lead to a common position, such events would still be useful for Member States to share and learn from the experiences of other countries. On the ASEAN General Fisheries Policy (AGFP), and while welcoming the initiatives to analyze existing regional policies and identify gaps in policy implementation, the representative from Indonesia reiterated that the results of the AGFP Feasibility Study Recommendation do not develop a new AGFP document , but encourage the AMSs to implement existing ASEAN policies in the fisheries sector.

ASEAN-SEAFDEC STRATEGIC PARTNERSHIP AND FISHERIES CONSULTATIVE GROUP COLLABORATIVE PROGRAMS FOR THE YEAR 2021 ̶ 2022

Summary Report on the Fisheries Consultative Group (FCG) of the ASEAN-SEAFDEC Strategic Partnership (ASSP) Collaborative Programs for the Year 2021 ̶ 2022

The representative of Japan expressed support for the proposed activities in 2022 for submission to higher authorities of the ASEAN. The representative of Thailand expressed appreciation for the achievements of the projects implemented in 2021 and endorsed the proposed activities for 2022.

The 24FCG/ASSP noted the progress in implementing the Strategic Action Plan for ASEAN Cooperation in Fisheries (SPA-Fisheries Annex 11) as presented by the representative of the ASEAN Secretariat. While acknowledging the progress of the ASA's activities, the representative of Indonesia informed the 24FCG/ASSP of his readiness to host the 12th Meeting of the ASEAN Shrimp Alliance in 2022.

POLICY CONSIDERATION ON IMPORTANT ISSUES 6.1 Combating IUU Fishing

Promotion on Sustainable Fisheries and Aquaculture in ASEAN Region

24FCG/ASSP was briefed on the progress of the implementation of the Regional Action Plan for the Sustainable Use of Neritic Tunas in the ASEAN Region (Annex 17), as reported by the representative from SEAFDEC/MFRDMD. The 24FCG/ASSP took note of the progress of the Regional Action Plan (RAP) for the Management of Transboundary Species: Indo-Pacific Mackerel in the Gulf of Thailand Subregion (Annex 18), as presented by the representative of the SEAFDEC Secretariat.

In response, the representative from the SEAFDEC Secretariat informed 24FCG/ASSP that SEAFDEC would follow up on the adopted text of the Fisheries Subsidy Agreement to identify the appropriate capacity building activities for the AMSs. The representative from Vietnam expressed his gratitude to SEAFDEC for organizing the MMPA webinar, as this has facilitated the understanding of the AMSs about the requirements of the U.S.

The MFRDMD has sent the proposal titled "Implementation and Assessment of the ASEAN Regional Action Plan for Fisheries Capacity Management" to the JAIF Management Team (JMT). SEAFDEC to encourage the AMSs to consider the RES&POA-2030 as guidance in the implementation of the actions for the sustainable development of fisheries in the coming decade.

Supporting the sustainable growth of aquaculture to complement fisheries and contribute to food security, poverty alleviation and livelihood of people in the region

SEAFDEC is considering conducting field activities and data collection on anguillid eels in other member states once the COVID-19 situation has already improved.

ASEAN FISHERIES CONSULTATIVE FORUM (AFCF)

WARNING Indonesia could support activities aimed at facilitating the exchange of information on the management and conservation of marine mammals. REQUESTS ASWGFi to seek SEAFDEC's support in organizing regional activities to facilitate the exchange of information, recommendations on marine mammal conservation and management measures, and discussion of the US MMPA.

To continue capacity building on PSM implementation in the region, “The Regional Training on Implementation of Port State Measures for Inspectors in Southeast Asia” is being organized in collaboration with partners such as the Food and Agriculture Organization of the United Nations (FAO), the National Oceanic and Atmospheric Administration (FAO). NOAA), and the Department of Fisheries (DOF), Thailand, were organized through an online platform from October 26 to 29, 2021. Following this workshop, the pilot using the eACDS application version will be conducted by DOF personnel with close guidance from the SEAFDEC eACDS work team.

Develop questionnaires on implementation of RPOA capacity, fishing capacity profiles, fishing effort and stock status in the AMS. Questionnaire and survey on the current status of existing fisheries statistics and information or relevant system in AMS.

P ROJECT M ANAGEMENT A RRANGEMENTS – 600 words max (a) Management Arrangements

The proponent/IA shall submit the Project Completion Report (PCR) and Project Financial Report accompanied by the Executive Summary and supporting documents within 60 days of the end of the project implementation. Notes: For expenses for which invoices can be obtained (for example, purchasing supplies from businesses), invoices and/or receipts must be submitted as evidence of the expenses.

P ROJECT S USTAINABILITY – 300 words max

This project will be overseen by a committee consisting of officers from DOFM, SEAFDEC/MFRDMD and technical point of contact from each AMS. AMSs must consider the planning and implementation of all activities in their national program in the future based on recommendations from this project.

The improvement of existing fisheries statistics and information or the relevant system in the AMSs and mechanisms will help facilitate the sharing, exchange and compilation of statistics and information.

This result will also be finalized and reported during the 7th meeting of the SWG on the assessment of neritic tuna stocks in Southeast Asian waters in the third quarter of 2022. To note that the MFRDMD will share the results of a practical workshop on the stock status of seerfish ( Scomberomorus guttatus and Scomberomorus commerson) in Malaysian waters by ASPIC in collaboration with DOF Malaysia during the 7th meeting of the SWG on Neritic Tuna Stock Assessment in Southeast Asian waters in the third quarter of 2022.

At the presentation, participants were briefed on the provisions of the Marine Mammal Protection Act (MMPA) to ban fish imports from nations with bycatch of marine mammals, which will be effective on January 1, 2023. Issuing the relevant Technical Guidance of FAO to prevent and reduce bycatch of marine mammals in capture fisheries.
