The Report on the Fifteenth Meeting of the ASEAN-SEAFDEC Strategic Partnership Fisheries Consultative Group (FCG/ASSP) was prepared by the Secretariat of the Southeast Asian Fisheries Development Center (SEAFDEC) in collaboration with the Association of Southeast Asian Nations (ASEAN). The SEAFDEC Senior Advisor also expressed concern that the ASEAN Economic Community and ASEAN Socio-Cultural Community are made up of different working groups. Consideration should therefore be given to how SEAFDEC issues can be conveyed to these working groups under the ASEAN mechanism.

The meeting was briefed on the proposed list of protected aquatic species, based on the respective national laws of the ASEAN Member States, as presented by the representative of the Philippines (Annex 12). The representative of the Philippines informed the meeting of the proposed date of the 45th Meeting of the SEAFDEC Council on April 1-5, 2013 in Bohol or Cebu, Philippines.

ADOPTION OF RECOMMENDATIONS AND REPORT OF THE MEETING

The representative of Indonesia informed the meeting that during the 20th ASWGFi, his country proposed the establishment of ASEAN Senior Officials on Fisheries (ASOFi) to increase the visibility of fisheries-related issues in ASEAN. A representative from Indonesia informed the meeting about the planned organization of an extraordinary meeting of the AFCF approximately in the last week of February 2013 in Indonesia.

REPORT OF THE SECRETARY-GENERAL SEAFDEC could put more emphasis

CIFA is known in the region for its successful R&D programs on Rohu, especially in the genetic field. 32 AQD NACA has assumed the coordinating role for monitoring and surveillance of fish diseases in the region through its Aquatic Animal Health Program.

AQD participates and reports the progress of its R&D on aquatic animal health in the region during the regular meetings of the Asia Regional Advisory Group on Aquatic Animal Health, which was established by NACA's Governing Council in 2001 in collaboration with OIE and FAO. FUTURE DIRECTION OF SEAFDEC On Third SEAFDEC Review

MANAGEMENT OF CENTER FCG/ASSP Mechanism

In this context, the Council requested the SEAFDEC Secretariat to develop a cooperation mechanism under the SEAFDEC framework to facilitate the conduct of the work. Malaysia internally requested the Secretariat/PPC to provide a more detailed conceptual plan on this matter to DOF/Malaysia Headquarters, for further development of the national budget in support of the program. In addition, PPC is now coordinating with NC for Indonesia and the Philippines on the country's position on this partnership for further actions by the Secretariat.

In this regard, concerned Member States proposed to SEAFDEC to organize a small group meeting to discuss and develop an overall work plan to be discussed by high-level officials. The Secretariat then intends to take advantage of TD activities on tuna to meet with all representatives of the relevant Member States to discuss the issue.

FINANCIAL MATTERS

Follow-up to Directives issued at the Fourteenth Meeting of the ASEAN-SEAFDEC Strategic Partnership Fisheries Consultative Group (FCG/ASSP). Member countries should also convey this concern to the next ASWGFi meeting for consideration and support. Such a proposal will be presented to the next meeting of the SEAFDEC Council and ASWGFi for consideration and guidance.

SUMMARY OF THE PROGRAM OF ACTIVITIES UNDER THE FISHERIES

As this project will be completed in 2012, the results of the Biotoxins Survey have been compiled by the Technical Assembly on Biotoxins Monitoring in ASEAN and finalized for publication. Traceability systems for aquaculture products in the ASEAN region: the main activities of this project implemented by MFRD include: (1) Providing platform for sharing information and experiences among the ASEAN member states; and (2) Improving regional capacity on the implementation of traceability systems for aquaculture products and promoting their implementation in the region. Research and management of sea turtles in habitats in the Southeast Asian waters: the outputs of the project have been prepared for finalization and dissemination such as:.

Improving statistics and information for fisheries planning and management in ASEAN countries “Towards better utilization and harmonized information for fisheries management in Southeast Asia”: the main results of this project are the development of the Southeast Asian State of Fisheries and Aquaculture (SEASOFIA) 2012, which has been distributed not only to all SEAFDEC Member States, but also to relevant international and regional organizations and agencies. These are: (1) Responsible fishing technologies and practices; (2) Sustainable use of potential fisheries resources and reduction of post-harvest losses; (3) Promoting rights-based fishing and co-management for institution building and a participatory mechanism for the management of coastal fisheries; (4) Exploring deep-sea fisheries resources in Southeast Asia; (5) Information collection on highly migratory species in Southeast Asian waters; (6) Development of a regional fisheries management database; (7) Improving the system for collecting information on countermeasures related to IUU fishing in Southeast Asia; (8) Program for tagging economically important pelagic species in the South China Sea and the Andaman Sea; and (9) Improving statistics and information for fisheries planning and management in ASEAN countries.

Sustainability in capture fisheries and aquaculture is essential to ensure both food security and livelihoods in the region. The MARKET project will support ASEAN to hold a public-private consultation to identify and develop a public-private partnership approach/mechanism to prioritize and address key issues in sustainable fisheries and aquaculture in the ASEAN region. ASEAN's public-private dialogue on sustainable fisheries and aquaculture will be held on 6-7 December 2012 in Bangkok, Thailand at the Amari Watergate Hotel.

Food and Agriculture Organization (FAO), World Fish Center, ASEAN-Republic of Korea Network on Climate Change Impacts on Aquaculture and Fisheries, Network of Aquaculture Centers in Asia-Pacific, World Wildlife Federation (WWF) and other international and regional organizations that working on sustainable fisheries and aquaculture in the ASEAN region. Head countries of the respective grouping presented progress in the implementation of the AFCF work plan for the period 2010-2012. A Total tuna production 2001-2010 in countries mainly exploited for tuna in Southeast Asian waters. Indonesia and the Philippines are the most important tuna exploiting countries in the region, with 56%. The management of tuna fisheries in the Southeast Asian region therefore needs to be addressed at national and regional levels.

Tuna Exploitation Fishing Areas in the Special Sub-Regional Area of ​​the Southeast Asian Region, e.g. The 15th FCG/ASSP meeting is requested to take note of the state of tuna exploitation in the Southeast Asia region based on the SEAFDEC analysis in 2001-2010.
