REPORT OF THE THIRTY-SEVENTH MEETING OF THE SOUTHEAST ASIAN FISHERIES DEVELOPMENT CENTER PROGRAM COMMITTEE. The thirty-seventh meeting of the Southeast Asian Fisheries Development Center (SEAFDEC) Program Committee was held in Ubon Ratchathani, Thailand from December 1 to 3, 2014 and was organized by the Training Department (TD).
OPENING OF THE MEETING
The representative from Timor-Leste as well as members of the Regional Fisheries Policy Network (RFPN) also attended the meeting. The Program Committee also welcomed the participation of the representative from Timor-Leste in the meeting as an observer, in line with the suggestion of the SEAFDEC Council at its 44th meeting in 2012.

A member of the Program Committee for Malaysia informed the meeting of the country's intention to use the M.V. While acknowledging the importance of the project, the Program Committee Member for Singapore requested SEAFDEC to provide Member States with details of the planned activities.

Considering the importance and relevance of this project for the sustainable development and management of inland fisheries in the Southeast Asian region, the Program Committee agreed to support and approve the implementation of the project from 2015 onwards. The Program Committee simultaneously supported the implementation of the project started in 2015 seeking clarification from SEAFDEC on the scope of the project.

At the same time, the Program Committee learned about the progress and achievements of TD Departmental Programs in three groups, namely: Considering the importance of the project "Energy Survey of Trawlers in the Gulf of Thailand" for fisheries in Vietnam, a member of the Program Committee for Vietnam asked TD for the possibility of the country's participation in such a project.

The Program Committee noted the proposed revision of the guidelines for the cost-sharing policy for the operation of the M.V. The program committee also took the proposed guidelines for chartering/leasing of M.V.
CONCLUSIONS AND RECOMMENDATIONS OF THE THIRTY-SEVENTH MEETING OF THE PROGRAM COMMITTEE
Adoption of Report of the Meeting
For the charter/hire of the vessel for use outside national jurisdictions of member states, approval must be obtained from the SEAFDEC Board (by ad referendum). The recommendation of the Committee was accommodated as appearing as Annexure 18 and Annexure 19 for further submission for consideration of the SEAFDEC Board at its next meeting in 2015.
Date and Venue of the Thirty-eighth Meeting of the Program Committee
A written agreement must be prepared/signed between SEAFDEC and the agency requesting to charter/hire the vessel; and. The Program Committee member for Lao PDR informed the Program Committee that Lao PDR plans to publish a collection of the country's inland fishing gear and requested SEAFDEC to provide technical support, such as in identification and classification of fishing gear, illustration of the gear and publication of the collection.
CLOSING OF THE MEETING
With regard to the basic data to be shared with SEAFDEC/TD, examples of such basic data should be provided in the footnote. He also requested SEAFDEC to provide continued assistance to the Lao People's Democratic Republic in human resource development to facilitate information collection through the introduction of community-based resource management and the application of EAFM to inland fisheries.

The program proposes to conduct regional human resources development training courses on sustainable fisheries. The program proposes to produce promotional materials for sustainable fisheries management, such as posters, cartoon booklet, to increase and strengthen awareness and improve readers' understanding of the importance and approaches of sustainable fisheries management.

Brief Project Description
In Southeast Asian countries, the main concerns about energy use in fishing vessels include: over-powering of the main engine, heavy wooden construction in the hull structure, low maintenance of the engine and equipment, and inappropriate fishing operations/practices . Therefore, the main activities within the project include the transfer of appropriate ways to optimize the use of energy for fishing vessels as well as the regulation/improvement of current practices in fishing vessels.

Such training materials have been used for on-the-spot training programs to increase the awareness of fishermen and fisheries officials (for further knowledge transfer) on fuel efficiency and safety of fishing vessels at sea. The results of this activity could also be used as a regional reference for the optimization of energy and safety at sea for fishing vessels in the Member States.

In the Southeast Asian region, six of the seven species of sea turtles in the world are distributed. To contribute to the formulation of a management/action plan of sea turtles inhabiting the ASEAN region with reference to the biological and ecological information;.
Research for stock enhancement of sea turtles
Successful conservation and enhancement of sea turtle resources requires scientific documentation of their ecological aspects such as migration routes, reproductive and feeding behavior and genetic structure, and of the status of bycatch and habitat reduction related to their mortality. To develop and distribute fisheries mitigation measures suitable for the ASEAN region to reduce bycatch of sea turtles.
