In cases where there was doubt about the process followed or about the fairness of the recommendations, the papers were returned to the relevant unit for review and recommendation. On the part of the UP system, he reported on efforts and initiatives for additional living spaces for more professors and employees. He also suggested looking into the university's long-term housing program for employees as well as communities in Iloilo and Mindanao. He said that in the case of the PGH Diliman project, there are about 81 families of informal settlers within the 4.5 hectares of land allotted for the PGH Diliman.

President Concepcion further explained that since there are objections to the selection and election guidelines for the election of the 7th Staff Regent, he has referred Regent Pedrano's letter dated June 22, 2021 to the Office of the Vice President for Legal Affairs (OVPLA ). She said conditions at the university have changed since the adoption of the UP Charter in 2008. President Concepcion agreed with Regent Go that the inclusion of non-UP contracts cannot be resolved simply by revising the selection and election guidelines.

Regent Go proposed to return the guidelines to the industry to comply with the provisions of the UP Charter. Also, REPS, who do not have contractual contracts with UP, were allowed to vote for the REPS Welfare Council representatives in the 2018 elections. However, for the selection of the 7th Staff Regent, there were objections to the selection and election guidelines, which prompted the guidelines to be submitted to OVPLA for advice.

It is clear from the codified rules for the selection of student regents that the selection of student regents is solely a student matter. She also agreed with Regent Go's proposal to amend the provisions of the UP Charter in the future to include the non-UP contract employees in the selection of the Staff Regent. After further discussions, President Concepcion decided to return the guidelines for the selection and election of the 7th Staff Regent to the sector for further review and for compliance with Republic Act 9500, particularly with Section 12(h).
