Masters of vessels and others concerned should forward any reports of navigational hazards and other information affecting Philippine charts and coast pilots of which they may become aware to the Director of the Hydrographic Branch. The Hydrographic Note form on the reverse side of this publication should be used to report information about navigational hazards, illuminated aids and other features to be included on nautical charts. Index of Charts Affected – Contains the list of all charts affected by Notices to Mariners and the Notice Numbers that affected them. Notices to Mariners - Contains corrections to sea charts in consecutive number indicating the month and year of their issue. Temporary and Preliminary Notices – Contains notices to mariners that temporarily affect the charts or have preliminary information that is subject to further verification.
Corrections to List of Lights - Contains the corrections to the latest edition of the Philippine List of Lights. This section is intended to be cut and pasted on the section of the List of Lights being corrected. The visibility assigned to the lights never exceeds the calculated distance at which they can be seen from a height of 4.57 meters above the level of the water at high tide.
Changes in navigational aids, their maintenance and correction of operational deficiencies are the responsibility of the Philippine Coast Guard. Coast Pilot Corrections - Contains the corrections from the latest edition of the Philippine Coast Pilot book. Navigational Warnings – Contains the reprints of all previously issued navigational warnings still in effect as of the date of publication of this edition of the Philippine Notices to Mariners.
Publication Notices – Contains the latest updates on NAMRIA nautical charts, electronic navigational charts and other nautical publications. Such information is published for the sake of safety of navigation in Philippine waters and does not imply recognition of the legal validity of the information released by the aforementioned sources. Vessel owners are advised to exercise extreme caution when navigating in Philippine waters due to low visibility and occasional failure of some navigation lights.
Temporary deficiencies in the standard navigational aids published in this office may have been corrected before a subsequent notice is issued. Positions obtained from satellite navigation systems, such as GPS, are usually referred to WGS-84 Datum. Such a position can only be plotted on NAMRIA nautical charts that also refer to WGS-84 datum.
Mariners should note that such satellite-derived positions may be more accurate than chart data due to the age and quality of some of the information.

Position: When a position is determined by sextant angles or bearings (true or magnetic to be specified) more than two must be used to provide a check. Latitude and longitude should be used specifically to position details when they are fixed by astronomical observations or GPS, and a full description of the method, equipment and data used should be given. If it is preferred to show changes on a larger scale chart trace (rather than the chart itself), these should be in red as above, but appropriate details from the chart should be traced in black ink to enable setting changes. correctly.
Electronic Navigation Charts (ENCs): A screenshot of the ENC with the largest usage band, with changes and additions to it shown in red. Polls: When polls are obtained, it is important to ensure that full details of the collection method are included in this report. Whether the echo sounder is set to record depths below the water surface or below the keel; in the latter case the draft of the ship must be stated.
Time, date and time zone must be given so that corrections for the height of the tide can be made where necessary, or a statement can be made as to what corrections for tide have already been made. Where larger amounts of bathymetric data have been collected, only those areas where there is a significant difference to the current chart or ENC should be specifically mentioned on the H102. For Echo Sounders using electronic 'range gate', care must be taken to use the correct range scale and appropriate gate width.
Older electromechanical echoes often record signals from echoes received back after one or more turns of the stylus. In order to verify that the apparent shallow sounding is not due to echoes received in excess of the nominal range of the set, the sounding should be continued until reasonable agreement with the chart sounding is obtained. However, soundings obtained after one or more pen turns may still be useful and should be submitted if they show significant differences from charted depths.
Deficiencies should be highlighted and any firm expectation to check the information on a consecutive trip should be mentioned.
