One of the themes to explore should be the notion (so prevalent in state-sponsored family planning programs that it has apparently become an integral part of them) that only small families are planned families. Be that as it may, resistance to change is initially rational rather than unreasonable. 1968." As virtually all urban sociologists in the Philippines know, the opposite is more likely to be true. Phnippine Economy in the 19701, Institute of Economic Development and Research, University of-the Philippines, and Prlvete Development Corporations of the Philippines, 1972, p.
STYLES OF DEVELOPMENT IN LATIN AMERICA
Many of the themes in the current debate about development can be traced back to the 19th century, long before the term 'development' became current. The Charter incorporated much of the 1950s ECLA ideas, with a more pronounced social orientation. Hirschman, Ed., Latin American 1S8UB$: ESSIIY8 and Comments (New York, Twentieth Century Fund, 1961) contains an excellent critical overview of the various twists and turns of Latin American debates on development up to the Cuban Revolution and the Alliance for Progress .
A good part of the machines turned out to be non-functional, and ten-year development plans were superficially prepared as a formal condition for obtaining aid. On the one hand, aid did not come in the expected amounts and due to freedom from strings, increasing depreciation payments, profit transfers, etc., gradually replaced most of the external funds that came into the region. Overall rates of increase in gross domestic product were higher than the Alliance for Progress' six percent target in some countries – notably Brazil, which has a very high weighting in regional averages. however, they were mostly lower.
Urban housing levels must have deteriorated, but other aspects of the urban environment - water supply, electrification, sewerage - have improved. 4. Predictions that the style of development will eventually break down because of the growing relative size and power of the proletariat and the underemployed and poor urban proletariat are not borne out. Any increase in the relative size of the population in a given occupational category means a fairly large quantitative increase, and a constant relative size also means considerable increase in absolute numbers.
If the groups in the middle compare their current situation with their own past rather than the situations of the more affluent, they could be quite satisfied.
ADMINISTERING REGIONAL DEVELOPMENT
With the establishment of the NEDA Regional Offices, followed the establishment of a Regional Development Council (ROC) in each region. The Regional Development Council in each region of the country is the planning authority for the region. It therefore consists of decision-makers in the region (provincial governors and mayors of cities in the area) and regional directors of national offices in the region. . Extend planning and other related forms of technical assistance to local governments, local planning committees and sectoral departments of the national government existing in the region and private entities;.
In the Bicol region, the ROC takes over the functions of the defunct Bicol Development Planning Board, which was the inspiration of the ROC. The more active involvement of the heads of the bureaus in the task forces seems to solve the initial problems of the NEDA. From the BRBC's point of view, "The IOI provides oversight to the NEDA On Manila, not the ROC.
The Executive Director of BRBC is a member of the ROC and its Executive Committee. In Bleol he happens to be the Regional Director of the Department of Public Highways and as such is a member of the ROC and the Executive Committee. In fact, some of the technical staff of KTA seem to be unfamiliar with the terrain of Bicol;
This recommendation means removing the ROC which is the groups' controversial recommendation. The Nagoya Group's initial recommendations are that PROD be appointed co-chair (with NEDA RED) of the ROC Executive Committee, NEDA directly responsible for plan formulation and PROD responsible for plan implementation. A semblance of unity appears in the joint chairmanship of the chief planner and chief implementer of the executive committee, but it does not really solve the problem.
EXPLODING THE MYTHS IN THE METROPOLIS
As a professional demographer, Bose complains about the inadequacy of the data, the lack of basic studies, and the weaknesses of the region's current censuses. According to Bose, many have fallen into a rut of using worn-out and bland slogans about urbanization, such as. On the other hand, the 'modernists' are represented by [GOrdon Edward$J Institute of Planning, University of the Philippines, Occasional Paper No.2, The City In the Third World (Quezon City, 1972), while the tension between the ' modernists'" and the "traditional things". Center for Regional Development in Nagoya (Japen), which organized from October to November 1974 a seminar on urban development strategies in the context of regional development.
See also her "The Role of Cities in Achieving Desired Population Distribution in the Context of Rapid Urbanization" (Nagoya, 1974). As the researcher most concerned with this particular issue, Laquian makes ~timistic claims about slum communities and their potentials in the development process. Life in a shantytown is "not difficult, difficult or dangerous" as perceived by non-residents.
The chapter goes beyond the conventional description of slums clustering in "Chinatowns" in Asian cities as slum areas as well. The land disposal pricing policy was vague and unrealistic and provided for conflicting goals (economic returns available to the land with due consideration for the poorest sections of the community). One piece of advice in the chapter seems sweeping and unrealistic in itself: land valuations should be isolated from political function.
They define urbanization as "..a phenomenon that describes a process of change in the situs of the population due to changed conditions in society as a whole." Urbanization becomes part of an overall development process in a dynamic environment.
ABOUT THE AUTHORS
However, one can sense the strong bias of the editors in a book dealing with two sub-regions of Asia. Overall, the book's contributors are optimistic that more rigorous research on Urban analysts, policy makers and urban planners can only see a glimmer of light reading Jakobson and Prakash's book.

BOOK NOTES*
A case study of the Twin Rivers PUD in East Windsor Township, the first planned unit development in New Jersey, is included to show the impact of PUD on a local area. This book takes the reader on a journey through time, telling the story of transportation and travel from prehistoric times to the present. Much of the book is devoted to a discussion of urban land use patterns and urban location decisions in terms of the operation of economic forces.
The author provides detailed information to support his arguments for a reassessment of the purposes of technological progress and the need for its regulation and control. Hanks, a professor and author of several articles in anthropology, writes about Bang Chan, once a rice-growing village north of Bangkok, to show what happens to the lives of farmers when they switch from one mode of cultivation to another. He deftly juxtaposes the poetic and the practical, capturing the charm and openness of farm life without breaking its kinship with other parts of the ecosystem.
The study is a product of the joint research program of the Instituto Latinamericano de Planifacacion Economica Y Social (ILPES) and the Resources for the Future and represents a comprehensive examination of the economic basis underlying investment policies for the development of new lands for the future. forestry. Through a detailed review of twenty-four land development projects, the author attempts to sort out key issues, analyze the key factors that contributed to the success or failure of each project, and identify discrepancies between actual results and expected results. benefits of developing new areas. The final section looks at the role of both government and social scientists in promoting high-quality evaluative research.
A useful bibliography of books and monographs at the end of the book directs the reader to the major scholarly works on various aspects of the subject.
PLANNING NEWS
The IEP was nominated as a demonstration project of a training and research institute, in connection with the Philippine participation in Habitat, a UN conference exhibition on human settlements to be held in mid-1976 in Vancouver, Canada. Lopez cited IEP's role in human settlement planning in the country and in some other Asian countries, such as Korea and Thailand. The UN conference exhibition will serve as a forum for an international exchange of information on human settlements.
In 1974, nineteen MEP graduate members joined the nation's list of planners, bringing the total number of IEP trainees since 1968 to 101. The acting dean, one of the Institute's pioneering faculties, is concurrently the university's vice president for administration. He also worked in Canada and Sudan, Africa, as a human resources officer and public administration training expert, respectively, while serving with specialized agencies of the United Nations.
At the beginning of the first three years, 61 students applied, most of them under the age of 30. Due to the unprecedented increase in enrollment, the IEP is now facing problems of student overload and lack of classroom space. Almost a hundred lecturers from more than twenty countries are expected at the symposium.
In this regard, the organizers of the symposium invite all interested parties to participate.
