OUTLOOK OF FISH SUPPLY AND DEMAND AT GLOBAL LEVEL AND IN THE ASEAN REGION
Globally and in the ASEAN region, there is a growing gap between supply and demand for fish. Reduced fish availability will threaten food security, income generation, employment and fish trade. Increasing fish production to meet growing demand requires a wide range of initiatives in three key areas: sustainable fisheries management, sustainable aquaculture and sustainable use of fish and fishery products.
The analyzes were recognized as an excellent contribution to the region's understanding of fish supply and demand at an aggregate level and as a framework for addressing the issue of increasing supply to meet future demand. Attention was drawn to the importance of focusing such analyzes also at the household level, with a view to improving local food security. It was recognized that fishing makes an important contribution to food security, not only through increased food supplies, but also indirectly through higher incomes.

There was general support for the conclusion and recommendations on rights-based fishing in the technical document. The introduction of rights-based fisheries will be a key approach to the sustainable management of fisheries resources and the achievement of food security in the ASEAN region. Various strategies to strengthen the resource base can be implemented by the countries in the region.
Take immediate action to prevent the loss of critical habitat and biodiversity in the aquatic environment;. To preserve the aquatic environment and ensure the long-term sustainability of fisheries resources in the region, responsible fishing technologies and practices must be introduced. The need for greater clarification and understanding of fisheries terminology, definitions and related concepts was highlighted to assist in analyzing the impact of various fishing practices.
Inland fisheries play an important role in the socio-economy of Southeast Asian countries, especially in the context of food security for the more disadvantaged communities. in the hinterland areas.

Successful implementation of appropriate fisheries management frameworks is critical to food security in the ASEAN region. Despite many restrictions and limitations, the management of the fishing capacity is considered to be one of the most important methods of regulating the exploitation of the fishing resources in this region. Training of alternative business skills and incentives to encourage boat owners and fishermen to leave overexploited fisheries; and .. f) Development of appropriate indicators to assist in the management of fishing capacity.
Each ASEAN Member State shall, in consultation with stakeholders in the management of fishing capacity, develop a national action plan, taking due account of regional specific issues in accordance with the IPOA recommendations. To manage capacity, input controls are more enforceable and applicable in the region than output controls, such as quotas. Many fisheries are fully or overfished and there is great concern in ASEAN member states about the welfare and conservation of fish stocks, both now and in the future.
Fisheries statistics will play a key role in developing sustainable fisheries and achieving food security in the ASEAN region.

The recommendations in the Technical Paper were seen to contribute to reducing the reliance on fishmeal in fish feed. It was also recognized that there is potential for expanding the culture of non-carnivorous species, including marine fish, in the ASEAN region. The participants of the session generally agreed with the recommendations listed in the Technical Document and considered them to be an excellent contribution to a regional strategy for the promotion of healthy and wholesome aquaculture products.
Considering the great difference in socio-economic and technological development among the countries in the region, the recommendations will be subject to national prioritization. Rapid and dramatic advances are being made globally in agriculture (both plant and animal sciences), medicine and pharmaceuticals through the use of biotechnology. Biotechnology is one tool among many in the arsenal of tools available to scientists and policy makers to achieve a desired goal.
Clear definition of interrelationships and referral mechanisms between departments and agencies; and .. c) Development of clear and comprehensive planning procedures to: include the participation of rural communities as key stakeholders in aquaculture development; .. minimize the possibility of disputes between resource users; provide dispute resolution mechanisms; delineation of zoning policies.

The recommendations in the Technical Document were considered an appropriate approach to maximize the use of fisheries in the region. The importance of traditional products in the diet was emphasized and the cultural dimension of traditional fish products was highlighted as an important part of the heritage of this region. Adapt internationally recognized quality/safety management systems so that they can be applied to SMEs in the ASEAN region.
The analysis presented in the technical document was found to be relevant to issues of fish quality, safety and management systems. The importance of harmonizing the standards, guidelines and recommendations applicable to fish and fish products in the region with internationally recognized provisions and the development of regional interlaboratory proficiency testing programs was highlighted. It was found that the analyzes presented in the technical document are relevant for the application of the SPS agreement in the region.
The recommendations in the technical paper were considered an appropriate regional approach to the management of fisheries subsidies in the ASEAN region.

SEAPOL is the world's oldest and largest network of experts in ocean law, policy and governance. SEAPOL established the Regional Network of Maritime Institutions (MAIN for short) in the Year of the Ocean 1998. National maritime institutions in the region were identified and invited to join the network on a voluntary basis.
Each member should take turns hosting a forum on key aspects of maritime affairs in the region.
