Report of the Fourth Meeting of the Andaman Sea Subregion, Bangkok, Thailand, 20-21 November 2018 was prepared by the Secretariat of the Southeast Asian Fisheries Development Center (SEAFDEC). PROMOTION OF EFFECTTIVE MANAGEMENT OF FISHING CAPACITY

Doungporn Na Pombejra, provided updated information on current law and legislation and efforts to manage fishing capacity and combat IUU fishing. She also informed that in order to meet the international standard, Thailand ratified/adhered to key international agreements such as the United Nations Convention on the Law of the Sea (UNCLOS), the UN Fish Stocks Agreement (UNFSA) and the port state measure agreement. of FAO (PSMA). ) etc. He first provided information on the establishment of the One Stop Service (OSS) comprising relevant agencies involved in the implementation of the MCS in Myanmar, namely: Department of Fisheries (DOF), Navy (at-sea inspection only), Department of Maritime Administration (DMA) , Customs, Police, Immigration, Port Authority and General Administration Department (GAD) (shore inspection authority).

Myanmar is considering using Vessel Monitoring System (VMS) satellite technology. She briefed about the background of the MCS network and the progress made during the discussion at Sub Regional Meeting on North Andaman Sea and South Andaman Sea. She added that the SEAFDEC-Sweden project has already held the meeting on the development of a sub-regional cooperation on monitoring, control and surveillance in fisheries in the North Andaman Sea, which was held on 24-25 July 2018 in Bangkok, Thailand. was held.

Following her presentation, the meeting was briefed on the progress made by Indonesia and Malaysia and confirmed participation in the upcoming MCS event in 2019. Susana Siar informed the meeting about FAO's support to its member countries in combating IUU fishing.

SOCIAL PROFILE AND GENDER ANALYSIS IN KAWTHAUNG TOWNSHIP

She informed the meeting that the new legal framework defines for the effective functioning of M, C and S (Chapter 7) control, monitoring, traceability and inspection and monitoring activities under the Marine Fisheries Management Plan (FMP). Pattaratjit presented on the development of a sub-regional cooperation on monitoring, control and surveillance in fisheries in the Andaman Sea sub-region, which was initiated by the SEAFDEC-Sweden project. She informed that in 2018 the SEAFDEC-Sweden project developed the roadmap and the nomination of the national technical group (5 representatives from each country) for further input from the countries.

Jariya Sornkliang, the representative of SEAFDEC/Training Department, who served as Gender Focal Point of SEAFDEC, presented on the "Social Profile and Gender Analysis in Kawthaung Township, Myanmar". She provided information on the rationale of the study and objective of the Study, which was to understand the information and knowledge gap that exists on gender aspects in fisheries, which includes the typical gender roles that exist in households and communities. Interviews were conducted with 80 respondents in 10% of all fishing households and 10 middle men and women were also interviewed.

The results of the study show that gender-differentiated roles are based on the characteristics of fishing and that there is a strong gender stereotype of the division of labor, such as catch processing, such as cleaning, cutting and drying fish, women's work. , which is considered to be of low status and less economic value. The results of the study also suggested that if climate change focuses attention on the future of small-scale coastal fisheries, women's rights are central to the sustainable promotion and development of the future of small-scale coastal fisheries.

She informed that the survey was conducted by the SEAFDEC/TD gender team and in collaboration with the staff of the DOF in Myanmar. The study also revealed that there is a need to create opportunities for the woman fisher through appropriate interventions for sustainable promotion of small scale fisheries. The women have shown a will to challenge the gender stereotype and norms that are prevalent in their society.

Inequality in information and social status between owners' wives and workers' wives leads to gender inequality among women of different classes in a coastal community (Pu Lone Tone Tone Village, Kawthang, Myanmar). In addition, it was proposed to support the establishment of a secondary school in the area, so that the young generation would get a higher education, better job opportunities.
