Report of the National Workshop on Human Resource Development for Fisheries Management, Hai Phong, Vietnam, 5-6 October 2005 was prepared by the Secretariat of the Southeast Asian Fisheries Development Center (SEAFDEC). Report of the National Workshop on Human Resource Development for Fisheries Management, Hai Phong, Vietnam, 5-6 October 2005. The workshop was organized as part of the SEAFDEC activities of the Sida support project on "Capacity Building for Human Resource Development for supporting the Implementation of the Code of Conduct for Responsible Fisheries in the ASEAN Region".

The project is considered a reflection of Swedish support for the implementation of the Code of Conduct for Responsible Fisheries (CCRF). He said that the experience gained from the project will clarify the scope of CCRF implementation at different levels in the relevant ASEAN countries. He emphasized the importance and role of HRD in the social and economic development of the country.

He emphasized the importance of institutional capacity at various levels, which are essential for the implementation of fisheries legislation and the implementation of laws. Son explained the background and objectives of the fisheries component, which aims to provide fisheries information and statistics (status of fishing resources, fishing boats, fishing gear and methods, fishing effort) needed for fisheries development planning and management in participating countries. Duong Long Tri presented the background and objectives of the project (Annex 8), which is to increase the capacity to obtain information and data necessary for the management of small-scale fisheries.

Tri described the specific objectives of the project in Vietnam, which are to strengthen dialogue between fisheries management and resource users; and reduce conflicts between resource users.

Recommendation for future follow-up action

Based on the proposal and recommendation of the workshop, the immediate follow-up activity includes the preparation of an on-site training program, in close cooperation with MOFI through Mr. Ngo Duc Sinha to ensure that on-site training activities are in line with national priorities. Activities include the design and publication of training materials for HRDs (local and national) using the Regional Fisheries Management Guidelines framework of the Code of Conduct for Responsible Fisheries.

To further facilitate the development of such training materials, SEAFDEC may also coordinate with the MOFI Legislation Department through Mr. Ding Xuan Thao and also with the FAO-Sida Project on Collecting Information for Coastal Fisheries Management through their project coordinator Dr. Theo Ebbers to use their developed awareness materials in capacity building for fisheries officials and stakeholders to strengthen the issue related to the current status of fisheries in Vietnam.

Status on human development for fisheries and its institutions 1. Training Institutions

Encouraging on-the-spot training at local level which should be tailored to local needs to support fisheries development at local level. HRD activities should prioritize fisheries management personnel and fisheries development experts in various sub-sectors of fisheries. Balancing the content of HRD activities, not only technical aspects (capture fisheries, aquaculture, post-harvest processing), but also socio-economic and environmental aspects.

Establishing close cooperation and coordination between universities and colleges, and involving communities in the planning and implementation of HRD activities. Developing an incentive program to encourage fishermen, especially in remote areas, to participate in the training activities. Encouraging trained staff or graduates to work in remote areas to increase capacity at the local level.

The agreement on period II of the project “Building Fisheries Laws and Regulations Under Law, Period II – Create Law” was signed by the governments of Vietnam and Norway on November 2, 2004. Project Name: “Building Vietnam Fisheries Law and Regulation under Law – Period II – Establish Law”. To check current regulations, you can submit regulations that match fisheries legislation.

Two training courses on capacity building will be organized and the Fisheries Act generalized to officers of Law Department and Fisheries Department at provincial level. Training on professionals: Sent an officer of Law Department (MOFI) study Master's program in Vietnam with supported by Project. Organizing workshops on Law in Fisheries Management aims to strengthen capacity for Legal Officer in Fisheries Management.

To attend training course, study tour to some countries on Fisheries Management Law like Australia, Korea.

Objectives: Standpoint and Objectives for the Action Plan

The action plan must match the objective, content of protection and regenerative program on fisheries resource, period Environmental Protection Strategy of Ministry of Fisheries until 2010.

Increase the capacity to obtain information and data necessary for the management of small-scale fisheries. Emphasis on the success of fisheries management based on cooperation between fisheries managers and resource users. Fisherman understands fisheries management regulations, responsibility and function of local fisheries management agencies.

Organized the training course on information gathering skills in Ha Long, Quang Ninh, from 19 – 21 September 2005. The formulation of the institution's framework aims to develop the next step on multi-sectoral and marine management issues. The project in the province will successfully develop the marine protected area at Cu Lam Cham after MPA at Hon Mun.

Feasibility study on potential MPA sites and proposed MPA sites to build and manage 4 – 5 MPA sites.
