This SEAFDEC Annual Report 2019 has been prepared by the Secretariat of the Southeast Asian Fisheries Development Center (SEAFDEC) in collaboration with the SEAFDEC Departments, namely: Training Department (TD), Marine Fisheries Research Department (MFRD), Aquaculture Department (AQD), Marine Department of Fisheries Resources Development and Management (MFRDMD) and the Department of Inland Fisheries Resources Development and Management (IFRDMD). We also confirm the commitment of the Member States to continue supporting SEAFDEC in its programs and projects in the coming years.
ABOUT SEAFDEC
Established in 2014 in Indonesia, IFRDMD is tasked with carrying out activities that support the sustainable development and management of inland capture fisheries. IFRDMD's activities include the development of methods for data collection as well as monitoring and assessment of inland fisheries resources to provide a scientific basis for the sustainable development and management of inland fisheries in the Southeast Asian region.

Support to the DOF in Thailand in the study of the design and construction of sergestid push net fishing gear;. During the project implementation, MFRDMD had conducted data collection of sharks and rays from various landing sites in the AMSs. Participants in the Workshop on Aquaculture of Tropical Anguillid Eels in Southeast Asia (April 24-25, 2019, Manila, Philippines).
Participants in the Workshop on Statistics of Tropical Anguillid Eels in Southeast Asia (April 23, 2019, Manila, Philippines). Participants in the 5th Meeting of the SWG for Stock Assessment of Neritic Tuna in the Southeast Asian Region (9-11 January 2019, Bangkok, Thailand). These initiatives contribute to the overall resilience of the aquaculture sector in the region to the effects of climate change.
Strategy III: Enhancing trade and compliance of the region’s fish and fishery products with market requirements
- Regular monitoring of chemical and biological contaminants to ensure seafood safety
The project's first phase (2009 to 2012) included training in analytical methods for diarrheatic shellfish poisoning (DSP) toxins, lipophilic toxins, paralytic shellfish poisoning (PSP) toxins and tetradotoxin (TTX), as well as a surveillance study on PSP toxin in ASEAN-SEAFDEC member countries. As a result, the capacity of the AMS has been enhanced through the series of training courses on a variety of topics related to marine biotoxins. The AMSs had learned lessons during the implementation of the project "Chemical and Drug Residues in Fish and Fish Products in Southeast Asia - Biotoxin Monitoring and Harmful Algal Blooms in the ASEAN Region", and as a result, the regional laboratory capacities and credibility in ASP, AZA and BTX -biotoxin testing as well as identification of toxic HAB species had been upgraded and/or improved.
The AMSs had deepened their knowledge and understanding of occurrences and occurrences of seafood biotoxins and HAB species in the Southeast Asian region through the report of the monitoring studies conducted in ASEAN during the project.
Strategy IV: Addressing international fisheries related issues from a regional perspective
- Development of regional standards, policies and guidelines to enhance intra-regional and international trade
Participants in the Terminal Regional Technical Consultation (RTC) on combating IUU fishing (3-5 September 2019, Kuala Lumpur, Malaysia). Officials from TD, MFRDMD and the Ministry of Fisheries Brunei Darussalam during on-site testing of the implementation of enhanced eACDS in Brunei Darussalam. In response, SEAFDEC organized a consultation with relevant stakeholders and officials from the Fisheries Directorate (D-Fish) in Vietnam in late 2017 to introduce the eACDS system, and was followed in 2018 by a discussion on the preparation of Key Data elements ( KDEs) for the development of the eACDS database and selection of pilot areas.
Web-based and mobile applications (offline catch report at sea) of eACDS introduced to the staff of DOF Brunei Darussalam during a training on 21-24 October 2019.

Participants of the Regional Consultation on the Development of the ASEAN-SEAFDEC Common Position on the Proposed Listing of Commercially Exploited Aquatic Species in the CITES Appendices. Seventeenth Session of the FAO/COFI Subcommittee on Fish Trade (hosted by FAO on 25-29 November 2019 in Vigo, Spain). 2013: ASEAN-SEAFDEC Joint/Coordinated Positions addressed at CITES- CoP16 on the proposed listing of commercially exploited aquatic species in the CITES Appendices and the proposed amendment to the secret ballot procedure regulation (developed through the ASEAN-SEAFDEC Regional Conference on the Common/Coordinated Position of Commercially Exploited Aquatic Species at CITES-CoP16, 23 January 2013, Bangkok, Thailand).
2016: Positions of ASEAN-SEAFDEC States on the Inclusion of Commercially Exploited Aquatic Species (CEAS) considered in the CITES Appendix at CoP-17 (developed at the Expert Meeting on the Assessment of the Proposed Listing of Commercially Exploited Aquatic Species in the CITES Appendix, 16-17 May 2016, organized in parallel with the Regional Consultation to Develop a Common Position on the Proposed Listing of Commercially Exploited Aquatic Species in the CITES Appendix, 19-20 May 2016).
Strategy VI: Empowering SEAFDEC to strengthen its roles in the region and to improve its services to Member Countries
- Extending support and capacity for Member Countries on fishery resource survey
Information on the current status of marine debris in Southeast Asia was also shared and discussed. After the training, SEAFDEC facilitated the conduct of marine debris research in the Gulf of Thailand from November 29 to December 21, 2019, in which 35 researchers from Southeast Asian countries participated. Research to improve sustainable utilization and management of sharks and rays in the Southeast Asian region. The project aims to sustain the sustainable management and utilization of anguillid eel fishery resources in the Southeast Asian region through the strategic program of sustainable eel resource management. Survey and data collection will be done on fisheries socio-economics in the member countries in order to develop the appropriate approaches/.
The project aims to improve the food security and competitiveness of seafood products in the ASEAN region.
Enhancing trade and compliance of the region’s fish and fishery products with market requirements
In 2020, which is the first year of this project, two initial and project planning meetings will be organized to finalize the implementation plan of activities and identify National Focal Points from each member country in both goals.

Departmental Programs
Development of techniques for sustainable mass production of harpacticoid copepods for marine fish and crustacean larviculture. The overall objective of the Program is to develop sustainable aquaculture technologies by integrating environmental factors into the AQD research activities and maintain environmental integrity by promoting responsible aquaculture practices. After successful experimentation) mass production of feed formulation with the help of project partners, and transfer of feed formulation to fish farmers.
The program has the overall objective of improving fishing technologies and marine engineering to support the sustainable utilization of marine fisheries resources.

COOPERATION WITH DONORS
AND OTHER ORGANIZATIONS IN 2019
Project Preparatory Grant (PPG) Project Inception Workshop of the BOBLME Project (March 12-13, 2019, Bangkok, Thailand). In addition, USAID together with other partners also collaborated with SEAFDEC to strengthen the capacities of the countries of the region in the implementation of PSM and other surveillance measures, especially in the "Implementation of Regional Training on Port State Measures (PSM) for Inspectors in Southeast Asia" organized from July 22 to 26, 2019 at TD in Samut Prakan, Thailand. Subsequently, TD collaborated with NOAA in developing the "Regional Workshop on Lessons Learned from Implementing the Ecosystem Approach to Fisheries Management (EAFM) in different learning areas".
SEAFDEC and Gifu Prefecture of Japan established a 5-year Memorandum of Understanding (MOU) in 2016 with the aim of promoting educational and technical cooperation for the sustainable development of inland fisheries in the Southeast Asian region.

Management of SEAFDEC Secretariat and Branch Libraries: SEAFDEC Secretariat and Branch Libraries continued to provide library services. Participation of SEAFDEC officials in events organized by other organizations: 330 SEAFDEC officials participated in 206 events: 92 officials in events at regional/. The competencies of SEAFDEC staff in information related offices are improved (through HRD taking into account the scope and requirements of affected personnel and during annual ISP meetings).
