Report of the Fortieth Meeting of the Program Committee of the Southeast Asian Fisheries Development Centre. The Fortieth Meeting of the Program Committee of the Southeast Asian Fisheries Development Center (SEAFDEC) was held from 27 to 29 November 2017 in Bangkok, Thailand and hosted by the Marine Fisheries Research Department (MFRD).

CONCLUSIONS AND RECOMMENDATIONS OF THE FORTIETH MEETING OF THE PROGRAM COMMITTEE

SOM-AMAF Senior Officials Meeting of the ASEAN Ministers of Agriculture and Forestry TAC Total Allowable Catch. The Fortieth Program Committee Meeting (40PCM) of the Southeast Asian Fisheries Development Center (SEAFDEC) was held in Bangkok, Thailand from 27 to 29 November 2017 and was hosted by the Marine Fisheries Research Department (MFRD).

OPENING OF THE MEETING

The 40PCM was attended by the SEAFDEC Program Committee members for Brunei Darussalam, Indonesia, Japan, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam together with their respective delegations as well as representatives of cooperating partners namely: FAO Regional Office for Asia and Pacific (FAO/RAP), Inland Fisheries Training Center of Gifu Prefecture in Japan, Mekong River Commission (MRC), Network of Aquaculture Centers in Asia-Pacific (NACA), Swedish Embassy in Bangkok, United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), and the USAID/Oceans and Fisheries Partnership (USAID/Oceans). The SEAFDEC Secretary-General, Deputy Secretary-General and Heads of Departments attended the meeting as ex-officio members of the SEAFDEC Program Committee together with officers from the SEAFDEC Secretariat and departments.

The Program Committee Member for Malaysia briefed the 40PCM on the progress of the activities implemented in the priority refugia countries, i.e. The Program Committee Member for the Philippines congratulated SEAFDEC for achieving the development of eACDS, which is very useful for ASEAN Member States (AMS).

The Philippines Program Committee expressed its appreciation to SEAFDEC for the inclusion of the Philippines in this project considering that the catadromous eel is a high value species of the country. Regarding the question from the Program Committee Member for Malaysia on access to information generated by AQD programmes, the Chief of AQD explained that the information could be accessed through the AQD website and the SEAFDEC/AQD Institutional Repository.

In response, the Head of IFRDMD explained that the TD project was formulated before the establishment of IFRDMD. The results of the research at the station will be useful for the development of a fishway model suitable for the region.

SEAFDEC-EU/CITES Sharks Project Phase II

While informing the 40PCM that IFRDMD plans to implement project on fish passage in Myanmar, the Program Committee Member for Myanmar sought clarification on the relationship between this IFRDMD project and the existing project implemented by TD. The Program Committee for Malaysia expressed its appreciation to SEAFDEC for including Malaysia as a participating country in this project and accepted the proposed activities.

She also praised the recognition SEAFDEC gave to the Swedish government on SEAFDEC's 50th anniversary. He also commended SEAFDEC for its continued efforts under the SEAFDEC-Sweden project to support regional cooperation programs and national efforts in addressing fisheries management and fishing capacity management in the region.

OTHER PROGRAM MANAGEMENT MATTERS

Adopted Resolution on the Future of SEAFDEC: Vision, Mission, and Strategies Towards 2030

She stated that USAID recognizes SEAFDEC for its exceptional leadership and contributes greatly to the progress and success of the project. The Secretary General expressed appreciation for the cooperation provided by USAID starting with the Oceans and Fisheries Partnership project, which has since expanded to other initiatives of US agencies such as those of the Department of the Interior and NOAA.

Alignment of the Programs and Activities of SEAFDEC Departments

OTHER MATTERS

Japanese Trust Fund-7 Framework

Although Japan understands that there are several important activities for the region, but in terms of preparing the request for budget allocation, the structure of the proposal for the JTF-7 should be simple. The program committee member for Indonesia expressed the view that follow-up actions undertaken by SEAFDEC in response to the mandate of the SEAFDEC Board should be reported to the SEAFDEC Program Committee, FCG/ASSP and SEAFDEC Board meetings.

CONCLUSIONS AND RECOMMENDATIONS OF THE FORTIETH MEETING OF THE PROGRAM COMMITTEE

Adoption of Report of the Meeting

The Program Committee member for Indonesia asked SEAFDEC to study the situation of inland fisheries in the Southeast Asian region and identify the species that may disappear from our waters in the next five years. However, Japan took into account the request and expressed the intention to make efforts to purchase the budget that meets the needs indicated in the proposal.

Date and Venue of the Forty-first Meeting of the Program Committee

A member of the Program Committee for Japan explained that since the budget request process for JTF-7 has not yet begun, it is not possible at this stage to approve a budget covering all proposed activities. The Program Committee was also informed that the Fisheries Agency of Japan had received comments from the Ministry of Finance that there were too many project items under the current JTF.

CLOSING OF THE MEETING

The study can form a basis for management options to conserve these endangered species in the region. In response, it was clarified that the number of projects should be maintained despite Malaysia's additional request.

Brief Project Description

The proposed follow-up activities will be carried out through a series of intensive national capacity building at a pilot and training site with the task of improving the income of fishermen through fishing activities. The concept of appropriate fishing gear design for trawling is aimed at improving the performance of the fishing vessel for CPUE based on the improvement of working conditions, energy saving and safety at sea in fishing activities. Technical manuals on energy conservation measure and safety recommendations for fishing vessels in local language (Bazaar) have been provided and will be distributed in the training programme.
