In May 1973, DAR Secretary Conrado Estrella came to participate in the distribution of Land Transfer Certificates (LTC) to some tenants of the city and surrounding areas. The 35 criminal cases filed in the Municipal Court will generally not be discussed because they are difficult to relate to the agrarian reform program and individual cases will not be discussed. The main observation is that the number of cases filed with the Court of Agrarian Relations (here after CAR) from Dingle was higher than in previous years and that is.
But out of 45 CAR cases filed by Dingle, only nineteen had an LTC issued in the name of one of the parties. In relation to landowners, only ten of those affected by OLT were involved in disputes in the SAR and only two were parties to a civil suit in the municipal court.4. It is also noted that there is no great correlation between the litigants in the courts and those who hold official positions in the Samahang Nayon.
A third finding is that the number of cases filed in the SAR is directly related to the dynamic role played by a particular Agrarian Law Office attorney. The first lawyer maintained his residence in the poblacion and was easily accessible to the tenant farmers. The difference between these two lawyers can be seen in the number of cases in which they participated.
In addition, a BALA lawyer has acted as a lawyer in two of the fourteen civil cases at the district court. DAR personnel play mediating roles, as in the conflict over irrigation water in one of Dingle's barrios. However, where mediation is unsuccessful, as in the above case, DAR staff actively support tenants.
In the aforementioned irrigation dispute, the president attempted to persuade one of the plaintiffs to drop the charges and settle out of court. Tenants may have filed cases in municipal court for other actions, but it appears they are not using this court for reso.
