he College of Public Affairs and Development held its 19th recognition rites on June 20, 2019 at CPAf Rooms 303-304. Karen Mariel Q. Moceros, a grade school teacher who took up Master in Public Affairs (MPAf) Education Management, was the class valedictorian.Moceros recognized that
“this is a season of reminiscing and celebrating” as they have surpassed the challenging journey of completing their Master’s/PhD program. “It was a season of highs and lows, of ups and downs, of joys and pains,” she added.
“We applaud you for your successes and recognize your
remarkable efforts, sacrifices, foregone family weekends, sleepless nights, and even moments of despair,” Dean Rolando T. Bello said during his welcome remarks.
Out of the 34 graduating students, five were awarded for their achievements. Moceros and Imelda Grace Siregar, PhD Agricultural Education, received the Academic Excellence Award for garnering the highest general weighted average of 1.13 for the Master’s degree and 1.17 for the PhD degree, respectively.

Asedillas, MPAf Education Management, and Karen Joyce G.
Cayamanda, PhD Development Studies, received the Best Field Study and Best PhD Dissertation awards, respectively. Asedillas’
field study analyzed the effects of computer-based simulation on students’ knowledge and interest in chemistry, while Cayamanda’s dissertation examined the risk communication management for flood vulnerable communities of Davao City, Southern Philippines.
Lastly, Hawa Jembell, a Liberian who studied Master in Development Management and Governance, received the Leadership Award for her outstanding acts and achievements in leading activities in support of the College.

Meanwhile, Dr. Adrian L.
Albano, the guest speaker of the event, reminded the graduating students to “remain positive and passionate” in their undertakings.
An alumnus of CPAf, Dr. Albano finished MPAf Cooperative Management in 2001. He is currently the Campus Director of the Ifugao State University - Tinoc and former Consultant/Political Affairs Officer of Congressman Teddy B. Baguilat, Jr. in the House of Representatives.
“As you move toward greater heights, it is fitting and propitious to remind you of the
University’s motto: Honor and excellence. For a UP [Master’s/
PhD] graduate, expectations run even higher,” Dean Bello advised the graduating class.
Moceros, on the other hand, urged her fellow graduating students to “fall in love, stay in love, and it will decide everything,” an excerpt from Fr.
Pedro Arrupe’s prayer.
“As we embark on our own unique life’s journeys after this season, as we dream even bigger dreams, and as we begin another season, may we experience falling in love and staying in love once
again, and let that love decide everything,” Moceros said.
Other highlights of the program include the handing of CPAf pins to the graduating students by IGRD Director Jaine C.
Reyes and the students’ respective advisers. The graduating students were also inducted as members of the CPAf Alumni Association.
The CPAf graduating students were conferred as graduates during the 47th UPLB Commencement Exercises on June 22 at the DL Umali Freedom Park.
