OBJECTIVE:

The meeting was conducted to discuss finance and administration report mechanism in running the project.

On the Letter of Agreement between Southeast Asian Fisheries Development Center (SEAFDEC), and the Agency for Marine and Fisheries Research and Human Resources (AMFRHR), mentioned that (1) the budget for fisheries refugia project implementation is transferred to SEAFDEC Inland Fisheries Resources Development and Management Department (IFRDMD) in Palembang (2) IFRDMD will maintain accurate and up-to-date records and documents in respect of all expenditures incurred with the funds made available to ensure that all expenditures are in conformity with the provisions of the National Project Document and costed work plans endorsed by the National Fisheries Refugia Committee (3) IFRDMD also provide expenditure reports and with an annual audit of the financial statements relating to the status of SEAFDEC/UNEP/GEF project funds.

This meeting was conducted in order to build the same perception in running the project especially in reporting expenditure of the project based on LoA. Several points noted from this meeting are:

• Research Institute of Fish Resources Enhancement (RIFRE) as implementing unit of the refugia project provide periodical expenditure report of every project activity and send to IFRDMD.

• IFRDMD will maintain all expenditure report to ensure that all expenditures are in conformity with the provisions of the National Project Document and costed work plans endorsed by the National Fisheries Refugia Committee

• The standard cost for all activities in the project should refer to national lead agency rule & regulations.

• RIFRE and IFRDMD agreed the format of administration and expenditure report used in this project.

• RIFRE and IFRDMD has employed financial and administration staff to support

project implementation that will conduct coordination to complete project report.
