Fifth Chapter

Customs Seizures

First: Seized Items and Quantities:

The total quantity of seized units during the year 2014 reached more than 367 million units, for items measured by number, with an increase by 338% compared to the year 2013; and more than 9 thousand tons, for items measured by weight, with a decrease by more than 18.3% compared to 2013; and more than 15.6 million liters, for items measured by liter, with an increase by 64% compared to 2013.

The most significant category of seized items was narcotics as per following details: narcotics: 5.5 thousand kgs with an increase by more than 510% compared to 2013; narcotic pills: 55 million pills with an increase by 38.8%; intoxicants: 337.7 thousand units with an increase by 33% compared to 2013, equivalent to 15 thousand liters, with a decrease by 40% compared to 2013; arms: more than 8.8 thousand units, with an increase by 67%; ammunitions: 114.4 thousand units, with an increase by 122% compared to 2013. In this report, it has been taken into account to add all seized items of prohibited and restricted goods, whether being imported or exported, in addition to the value of what was seized in the declaration (disclosure) category of gold, jewelry and currencies (Table 5-1).

Second: Number of Seizure Cases, Arrested Persons, and Quantity of Seized Items according to the Customs Port Type:

The total number of seizure cases, which is not indicative of the quantity of seized items, reached during 2014 more than 29.9 thousand cases with an increase by 33% compared to the year 2013. The total number of arrested persons reached 24,265 persons with an increase by 34% compared to the year 2013. We will review below the different types of customs ports, number of seizure cases, number of arrested persons, and quantity of seized items therein:

1. Land port Customs:

The total number of seizure cases at the land port customs represented 64% of the total number of seizure cases. Batha Customs had the greater number of seizure cases at the level of the land port customs, representing 33.8%, followed by King Fahad Causeway with 16.6% of the total seizure cases at all customs ports.

Haditha Customs ranked top in terms of quantity of seized narcotic pills which reached 33,6 million pills, followed by Dhuba Customs with more than 11.6 million pills, Halat Ammar Customs with more than 3.9 million pills, and Batha Customs with 2.6 million pills.

2. Airport Customs:

The total number of seizure cases at the airport customs represented 18%

of the total number of seizure cases. The rate of seizure cases at Jeddah Post Office Customs was 9.8%, with an increase by 64% compared to 2013, followed by King Abdulaziz International Airport Customs with 7.1%, with an increase by 53% compared to 2013, and King Khalid International Airport Customs with 6.7%, with a decrease by 28% compared to 2013.

These three airport customs had the greater number of seizure cases at the level of the airport customs. The Post Office Customs represented 13%

of the total seizure cases at all customs ports. (Table 5-2).

3. Seaport Customs:

The total number of seizure cases at the seaport customs represented 5% of the total number of seizure cases. Jeddah Islamic Seaport Customs had the greater number of seizure cases at the level of seaport customs with 3% of the total number of seizure cases, followed by King Abdulaziz Seaport Customs with 0.8% of the total number of seizure cases. (Table 5-2).

Third: Customs Seized Items of the Counterfeit and Fake Goods:

The total number of units of the counterfeit and fake goods seized during the year 2014 reached more than 109 million counterfeit units with a decrease by 12.6% compared to 2013.

The total number of seizure reports during the year 2014 reached 12.3 thousand reports with a decrease by 39% compared to the year 2013. Jeddah Islamic Seaport Customs came in the first place in terms of seizure of counterfeit goods which reached 43.8 million units, followed by King Abdulaziz Seaport Customs with 39 million units. The case of violation of standards and specifications constituted 54.8 million units representing 50% of the total violations according to the violation type. (Table 6-1, 6-2).

Fourth: Items of Goods Restricted and Prohibited from Exportation Seized by Customs:

The total number of seizure cases of items of goods restricted from exportation during the year 2014 reached 4.8 thousand cases, with an increase by 9% compared to 2013. The weight of such items exceeded 8.4 thousand tons, with an increase by 90% compared to 2013 where the number of seized item cases reached 4.4 thousand cases and their weight reached 4.4 thousand tons. The seized items of the goods measured by liters reached more than 15.4 million liters with an increase by 68.7% compared to the year 2013. (Table 5-1).

Fifth: Financial Declaration:

The total value of amounts declared by the travelers of inbound flights exceeded SR 112.5 billion inclusive of SR 18 billion for precious metals. The total value of amounts declared by the travelers of outbound flights exceeded SR 9.7 billion inclusive of SR 3.3 billion for precious metals. The value of total declarations (inbound/outbound) during the year 2014 reached more than SR 122.2 billion with a decrease by 6.8% compared to the year 2013 where the value reached SR 131.2 billion. (Table 5-4).
