There is no doubt that expenditures of health services in the Kingdom are matching and keeping with the same level of expenditures in many developed countries in terms of the gross budget as it exceeded (6%) of the governmental spending in the last years. The numbers indicate that the government expenditures are considerably increasing every year. The causes of such increase and. the rapid growth of. population, the application of advanced I technology in hospitals and the increase of the costs of drugs and other medical requisites as well as the trained manpower's load of wages. This study deal with the estimating of the cost function of the Health sector in the Kingdom of Saudi Arabia, through the Ministry of Health that provides the largest part of medical services in the Kingdom. The Translog Multiproduct Cost Function (TMCF) has been used for this purpose through which this study will analyze the costs factors used in the model namely, labors, capital and other services, and to demonstrate the role and effect of each one of them on the outcomes of the health sector. We have expressed in the output in two kinds, first: the number of outpatients visiting hospitals and health centers of the Ministry of Health, second: is the number of beds in hospitals during the period of the study, (1975-1998). By using the method of Full Information Maximum Likelihood (FIML), the study has shown that there is an increase in the participation percentage of labor in the overall costs of the Ministry of Health as it represents more than (50%) of total costs. The study has also indicated that there is a possibility for substitution among inputs and negative own elasticity of substitution, which satisfy the necessary condition of concavity, and show the cross elasticity of substitution were positive. It was also found that economies of scale are working in the Ministry of Health sector.
