Saudi Customs has given great attention to capacity building of its staff with a view to raise the ability and efficiency of the customs officer to perform the works with confidence and skillfulness reflecting the extent of success attained by Saudi Customs. This is achieved through the plans which Saudi Customs engages in preparing and developing them in line with its requirements, objectives and visions. Through the development of its staff knowledge and skills, Saudi Customs strives to achieve the objectives sought. It provides personnel with high competence in different fields and domains of customs business.
Saudi Customs permanently seeks to develop the requirements of the capacity building process for its staff as one of the pillars of its strategic plans. It is a complementary part of training activities and programs at Saudi Customs. It develops and enhances the capacity of its staff in order to carry out the roles assigned to them with high efficiency in all areas of customs work.
Saudi Customs plans in the field of capacity building are not restricted to its staff only. Rather, they have become more comprehensive in this area in order to practice its regional role through the Saudi Customs Training Institute, which was accredited by the World Customs Organization (WCO) as a Regional Training Center for the countries of the Middle East and North Africa (MENA) Region. It organizes events and provides programs to the customs officers in the countries of the region. Saudi Customs Training Institute held during this year a number of regional courses for the customs officers in the Arab countries and member states of the World Customs Organization (WCO) in this region. The number of those participating in these courses reached 156 participants.

تاردقلا ءانب تايلاعفو بيردتلا جمارب م 2014 ماـعل ةيدوـعسلا كراـمجلاب The capacity building training plans at Saudi Customs
include as well activities and programs offered at local level to enhance the efficiency of partnership between Saudi Customs and relevant agencies. Conferences, meetings and symposiums were held with those agencies whether from the government or private sectors. During 2014, Saudi Customs provided training to 518 participants from different government agencies and private sector.
Saudi Customs believes in the importance of woman’s role in customs business and the accomplishments she achieved whether in administrative or customs field. To strengthen this role, the capacity building training plans approved by Saudi Customs included in many aspects training programs and courses concerned with capacity building of customs female staff. It assigned for them several training programs in many customs fields. Saudi Customs aspires that in future woman will take over all customs assignments performed by customs officer. On this basis, 34 training courses were held in which 532 female participants participated from Saudi Customs Headquarters, customs ports and other government agencies in several areas concerned with customs and administrative aspects.
This report shows the statistics of capacity building and training courses and programs which Saudi Customs organized or enabled personnel from Saudi Customs and other government agencies attend them. During 2014, the number reached 10,018 participants. The number of those participating from Saudi Customs reached 9,344 participants with an increase by 7% compared to 2013 during which the number of those participating in capacity building and training programs and activities reached 8,715 participants. The number of participants from other agencies who attended Saudi Customs programs reached 674 participants in 2014 with a decrease by 69% as compared to 2013 in which their number reached 2,176 participants.

Within the framework of Saudi Customs efforts in combating commercial fraud, counterfeiting and Intellectual Property Rights (IPR) protection, and holding of training courses in this field to raise the level of skill of customs inspectors to differentiate between the original goods and counterfeit and fake goods, 39 training courses were held for customs employees in which 815 participants participated.
The support by His Excellency the Minister of Finance, Dr. Ibrahim Abdulaziz Al Assaf, had a great impact on having Saudi Customs continue with achieving its training plans which aimed to develop the capacity and skills of its staff. This is an incentive to all Saudi Customs employees to dedicate their maximum efforts to acquire the latest technologies to develop their skills.
They are dedicated in their work in order to keep Saudi Customs maintain the outstanding place it achieved throughout the last years. It won consecutive successes at international and regional levels. It is my pleasure to commend the efforts of our colleagues at the General Department of Administrative Development and Saudi Customs Training Institute in preparing and following up the annual training plan of Saudi Customs. It included training programs and courses which contributed to achievement of Saudi Customs goals and visions.
I also praised the cooperation of the Saudi Customs Headquarters Departments and customs ports officials with them. My thanks and appreciation is also extended to all those who contributed to this achievement .. It is Allah who bestows success.
