Introduction
Ensuring the optimal functioning of the educational process to achieve the national vision for 2030 requires the presence of distinguished faculties, so benefiting from the graduates of the Custodian of the Two Holy Mosques Program for External Scholarships who studied at the best international universities in addition to maintaining faculties with extensive knowledge and experience It has a significant impact on the continuity of the academic and research programs at the university.
Accordingly, the executive and procedural rules of Article 93 of the
regulations governing the affairs of Saudi faculty members, and the decision of the Universities Affairs Council to reformulate the controls for extending the services of Saudi faculty members, require clarification of the work mechanism in a way that ensures the achievement of lofty national goals.

The text of Article Ninety-Three of the Regulations Governing the Affairs of Saudi Universities Affiliates of Faculty Members and Their Equivalents issued by the
Higher Education Council Resolution No. (1417/6/4) The Higher Education Council,
based on the provisions of Paragraph (seventh) of Article (15) of the Higher Education and Universities Council system, which stipulates that the Council issues regulations regulating the affairs of Saudi employees of functional
universities, and contractors, including faculty members, and this includes their salaries, remunerations, and allowances, after being prepared by the Ministry of Higher Education, the Ministry of Finance and National Economy, and the
General Civil Service Bureau.
Regarding the affairs of Saudi university staff members, attached to the memorandum of the offer, the council decided the following:
‘Approval of the bylaw regulating the affairs of Saudi university affiliates, including faculty, as outlined in this decision.’
A faculty member and the like shall be referred to retirement by a decision of the university director if he has completed sixty Hijri years from Age.
By a decision from the university director, the service of a person who has reached sixty years of age during the academic year may be extended to the end of the academic year. The Council of Higher Education, upon the
recommendation of the Rector of the University, may extend the service of
those who have reached the age of sixty for a period or periods until they reach
the age of sixty-five.
First: Amending the rules for extending the services of Saudi faculty members that were previously
approved by the Higher Education Council in Its (15th) meeting held on 1420/01/02 AH, and the additional criteria endorsed by the temporary committee in charge of the Council of Higher Education in its (sixth) meeting held on 1437/08/25 AH, to be as follows:
Extension of service is limited to those at the rank of professor and professor Associate, with the exception of those with the rank of assistant professor in health and engineering disciplines.
The scarcity of a faculty member’s specialization, and evidence that it is one of the qualitative disciplines required by the Ministry of Human Resources and Social Development for comprehensive national development.
The faculty member has completed at least two refereed research papers during the last ten years (published or accepted for publication) in the field of specialization in international publications such as (ISI, Scopus), with the approval of the Scientific Council for the extension based on the recommendations of the Department and College Council, with clarification of the justifications for the support in his
recommendation.
Completion of the teaching hours of the faculty members in the department.
The faculty member was distinguished according to the students’ evaluation of the course professor at the end of the semester.
The job performance evaluation score for the last two years should not be less than very good.
He should not be on secondment, on exceptional leave, or on sabbatical leave during the last year.
Medical fitness and provide proof of that.
The member’s commitment to his job and national duties and responsibilities in his research and media participation in seminars and conferences, and his supervision of master’s and doctoral theses, without affecting the university’s reputation.
Completion of the required surveys, from the competent authorities.

Second: The university president forms a committee linked to the Scientific Council, and it studies and evaluates requests to extend the service of Saudi faculty members and others in accordance with the controls referred to in this decision, and by completing the necessary procedures with the competent authorities, and then submitting the appropriate recommendation to the university president in preparation for submitting it to the University Affairs Council. This is at least three months before the candidate for the extension reaches the retirement age.
Third: A central committee shall be formed in the secretariat of the Council to study requests to extend the service of Saudi faculty members, and others, and to ensure that the above-mentioned controls are applied, and to direct their presentation to the Council.

University Minister of Education No. (52414) dated May 1442 ,15 AH, will receive and study all requests to extend the services of Saudi faculty members, as follows:
1- After being presented to the councils of departments and colleges, the service extension requests forms (Appendix 1) are sent by the deans of the concerned colleges To the Chairman of the Standing Committee for a period of no less than six months from the date of termination of service, attached to the following
justifications and documents:
The scarcity of the faculty member’s specialization, and to provide evidence that it is one of the qualitative specializations required for comprehensive national development by the Ministry of Human Resources and Social Development.
Refereed research that has been published or accepted for publication in the field of specialization in international publications such as (ISI, Scopus) during the last ten years.
Teaching hours for all faculty members in the concerned department.
Students' evaluation of the faculty member at the end of the last semester he taught.
Evaluating the job performance of a faculty member for the last two years.
Evidence that the faculty member is not on secondment, or on sabbatical leave during the last year Medical fitness and submitting what proves this with an official medical report.
The faculty member’s commitment to his job and national duties and responsibilities in his research and media participation in seminars and conferences, and his supervision of master’s and doctoral theses, without affecting the university’s reputation.
Evidence for the urgent need for a faculty member at the university, supported by evidence.
The recommendations of the department and college councils on extending the service of a faculty member.

2- The permanent committee lists and studies the submitted applications as follows:
Ensure that the extension request file for the faculty member is complete and communicate with the concerned college in the event of any lack of information or required documents.
Verify that all conditions stipulated in the system of the Council of Higher Education and the Council of Universities Affairs are met.
Taking into consideration the justifications provided by the concerned college regarding the urgent need to extend the service of a faculty member in a manner that does not conflict with the mentioned regulations.
To work on approving the appropriate recommendations to serve the public interest and then presenting them to the Scientific Council in preparation for submitting them to His Excellency the President of the University. Accordingly, the following actions are taken:
In the event of a recommendation to approve the request to extend the service of a faculty member from Before the Standing Committee and the Scientific Council, the recommendation is submitted by His Excellency the President of the University to the University Affairs Council (Appendix 2), and based on the decision of the Council, the Permanent Committee will communicate with the concerned college and the Deanship of Human Resources to complete the regular procedures.
If the request to extend the service of a faculties is not approved by the Standing Committee or the Scientific Council, the concerned college shall be informed by the Permanent Committee, explaining the reasons that led to the non-approval, and informing the Deanship of Human Resources at the university of this decision to complete the regular procedures.
