The President's declaration takes effect on November 10, the date on which the Government of the Northern Countries deposited with the Department its instrument of ratification of the Convention. Since instruments of ratification had previously been deposited by the United States, Auetralia, Norv1ay, the Soviet Union, the Union of South Africa. The Commission is empowered to undertake the study and investigation of present and future whaling problems and, within strictly defined time limits, to amend the schedule annexed to the Convention containing specific regulations. on issues such as protected species, open and closed seasons, open and closed waters, and size limits.
The first meeting of the Commission is expected to take place in London in the near future.

His Excellency's Government Draft of the Proposed Protocol for Regulating Charges for Actions at Noon 1948/49. Bevin explained that the signing of such a protocol was necessary after the international signing of such a protocol under the International Convention on the Regulation of Whaling, signed in Washington on. In the expectation that the Convention will enter into force before the start of the 1948/3 whaling season, I propose the withdrawal of the draft.
The protocol attached to Note Reference aa should no longer be necessary. Their Excellencies and Messieurs Heads of Government are concerned with the International Convention for the Identification of Whaling signed at Washington on December 2, 1946, and have the honor to transmit the following information. The above-mentioned convention entered into force in November, in accordance with the provisions of point X.4 thereof, upon depositing with the Government.
The Governments which have deposited instruments of ratification and are parties to the Convention are Australia, the Netherlands, Norway, the Union of South Africa, the Union of Soviet Socialist Republics.
