Under Rulo XIV of the Rules of Procedure, any request to Contracting Governnents for financial
contributione is to be accompanied by a statement of the Commission's expenditure, and under Rule "J:V, financial
contributions by Contracting Governments arc to be made payable to the Col'Illlission in pounds sterling.
In pursuance of these various decisiona taken by the Commission, I am to request that ycur Govcrment will be so kind as to for~ard in due coureo, their contribution to the Commission for the year
1st June, 1949 to 31st May, 1950, of one hundred pounae sterling.
Ao indicated above th0 expenditure of tho Corrrnission :for tho year is tentatively estimated at the sum of
£1r200 di Vidcd into the following subheads.

These sums, which will be found. by the Ministry of Agri~ulturc and Fisheries in the first instance, will be

cannot at the moment be accurately stated, but an exact statement of expenditure will be made available by the Ministry of Agriculture and Fisheries at tho end of the
fiscal year, so that in the succeeding year any adjustments can be made.

By letter dated 25th June, 1949, addressed to the Secretary of State for the overseas Territo1•ies of France, you called the attention of the French
Government to Resolutions Nos. JO, 11,
13
and 14 adoptedby the International .1haling Commission which met in London from 30th May to 7th June, last. These
Resolutions had for their object the anending of certain paragrapts of the Annex to the International .'haling Convention of 1946.

of th~ Convention lays do~n that any amendment adcpted by the Comnissicn Mill automatically eP-ter into force after a period of ninety days fromnotification of that a~end~ent, unless objectt~ to within that period by any one of the contracting Goverru:uents. In this case the closing date has been fixed by the Commi::)sion as 10th Octobe1· ne.x.t.
However, tht: French Government t:oints out that since France has no lhaling fle6t, the putting into force of
the fourth amendoent (Resolution No. 14 of the Comreission annexed to the report of the President cf the first

Circular letter to all Contracting Governments Resolution No. 14
Sir,
I am directed by the Chairman of the International libaling Com:ni.asion to refer to my circular letter to Contracting Governments of 25th June, 1949
and to inform you that in a letter addressed to the Coimd.ssion and dated
23rd August, 194-9 (copy enclosed) the ~'rencb Government have lodged a forma.l objection to the amendment of the International Whaling Convention of 1946
contained in Resolution 14, passed by the Commission at its first meeting.
The French Government base their objection on the fact that this amendment would prevent her f'rom chartering foreign factory ships for who.ling on the coasts of Heat Africa and Madagascar and would thus considerably restrict the French whaling industry.
The French Govern:nent do not raise any objection to the other three amondments of the Schedule to the Convention, as set out in the Chairman's Report endora.a in my letter under reference.
The effect of this objection (by reference to Article V(3) of the 1946
Convention) is that this particular amendment cannot become effective with respect to any of the Contracting Governments for 6ll additional period of ninety days calculated from 10th October, 1949 the expiring date of the first ninety day period. During this ad.di tiona.l ninety day period aey Contracting Government JIJAy present an objection to the amendment, or such an objection may be presented before the expiration of thirty days from the date of receipt of the last objection received during such additional ninety day period, whichever date shall be the later.
, Further in:formation will be sent to you on this ·subject as and when available and I am to requeot an acknowledgment of this letter, in accordance with Article V(3) of the 1946 Convention.
A copy of this circular letter (with enclosure) is being sent to ench Commissioner.

With reference to your minute P.M.70/7 ot the 26th September, 1949, I have to inform you that the Secretary of the International Wbaling Commission was
advised on the 6th idem that while the Treasury had approved ot the payment of the assessed contribution ot £100 it
had expressed the view that the amount should be specially voted by Parliament before payment is effected.
Steps to this end are being taken and it is anticipated that it will be possible to authorise the High Commissioneri London, to pay over the relative amount during February, 950. ·
