Objective of the IID Seminar

Strategic Objective of the IID Unit

One of the strategic objectives of Programme 5 is to use knowledge, evidence and learning to inform and influence the policies of other sector departments

towards innovation and technology. To achieve this strategic objective, the Innovation for Inclusive Development (IID) unit demonstrates technologies and

innovations that can improve service delivery and have the potential for wide spread adoption by government.

Objective of the IID Seminars

The IID unit further uses a number of instruments to inform and influence policies of the sector departments. These instruments includes the

development of knowledge products, policy briefs and the hosting of learning interventions i.e. IID Seminars to share the lessons, policy insights and evidence arising from the technology demonstration and DSI funded projects.

Policy Context of IID Seminar

New STI White Paper 2019:

Create an enabling policy environment for adoption of appropriate and validated innovative technology solutions to improve service delivery and the quality of life; a whole of government approach to innovation, a whole of society approach to innovation

Govt. MTSF Outcomes: Outcome 9, responsive, effective and efficient local government system, Sub-outcome 1: Members of society have sustainable and reliable access to basic services; Sub- outcome 2: Intergovernmental and democratic governance arrangements for a functional system of cooperative and participatory democracy strengthened; Sub-outcome 3: Sound Financial and Administrative Management; Sub-outcome 4: Promotion of social and economic development.

DSI ‘s Decadal Plan,

sets out key innovation priorities for the country in the next 10 years, innovation governance mechanisms between sector departments, budget coordination for innovation

NDP: Integrate innovation to improve access and the qualityof delivery of basic services; In responding to the NDP, the Water and Sanitation ten year plan requires that innovative and inclusive service delivery models driven by research and technology especially with regards to alternative solutions to ensure universal coverage should be considered.

• To improve NSI governance to ensure that S&I receives attention at the highest levels via Presidential and Ministerial Structures;

• To coordinate the government’s efforts at enabling innovation via an Innovation Compact across government;

• To build partnerships as government departments with the private sector and civil society;

• To increase the innovation footprint across provinces and local governments; and

• To use innovation to improve government decision making and service delivery.

• The DSI’s White Paper policy intent 3.3, enhancing policy coherence and a coordinated National System of Innovation (NSI);

Policy intent 4.13, strengthening government’s role as an enabler for innovation and the creation of an enabling policy environment for innovation and a capable state through the use of innovation to improve the delivery of basic service and support the innovation interventions in the public sector;

• The Decadal Plan spells out innovation priorities for the country in the next 10 years

• Innovation as a powerful engine for addressing social challenges, poverty, unemployment, inclusive growth, service delivery, competitiveness, productivity and climate change;

Modernizing existing economic sectors through innovation and technologies i.e. mining, tourism, manufacturing and agriculture;

Policy experimentation, multi-stakeholder partnerships and actor network coordination with industry, academia government and civil society is important ;

• Use innovation to support new sources of economic growth such as the circular economy, green and renewable energy;

Create an enabling policy environment for innovation in government

Policy and regulatory reforms: An enabling environment requires clear, pro-innovation policies and transparent and agile governance mechanisms that are flexible to respond to an evolving role of STI in development programmes and agendas.

Assessment Study on the STI Uptake in Sector Department Policies

• A review and assessment to determine the extent to which the current sector department policies support innovation is necessary, in the context of the Decadal Plan and the STI White Paper;

• the STI White Paper’s policy intent of a whole of government approach to innovation, and the need for government to create an enabling

environment for STI,

….. necessitates the assessment.

Focus of the Assessment Study

• The Department of Science and Innovation (DSI) partnered with the Academy of Science of South Africa (ASSAf) to conduct a policy research survey of the sector departments policies and frameworks:

• To assess policy enablers and inhibitors for innovation;

• Assess the extent to which sector department policies support STI’s;

• Public sector policy coherence with innovation;

• Constraints for innovation uptake in sector departments policy environment;

• How national and provincial departments including municipal policy environment have opened up to innovation?

• How sector departments have integrated STI in their policies and programmes?

• How sector departments have instilled the culture of innovation from a policy perspective?
