INTRODUCTION
Either the housing for people process or the developer-led process ensures a good quality and size of the final product or housing that meets the needs of the housing beneficiaries. The case studies mentioned above helped the researcher to compare the developer-led process and the people's residential housing process.
Scope and Limitation of the Study
Site maps, location and historical background of the two case study areas are discussed in this chapter. The individual's right to freedom of choice in the process of satisfying his or her needs.
Towards development and empowerment for communities
There are different organizations that show different ways of community organizations that can in social movements towards development.
The Developer Driven Process
A developer-led process leverages community beneficiaries while building the superstructure. The level of community participation in the developer-led process is lower compared to the People's Housing process.
Advantages and Disadvantages of the Developer Driven Process
Disadvantages of the Developer Driven Process
These are called elements because they are inclusive in the process as the process is about the involvement of the people in their development projects. The explanation of the following elements will be incorporated into people's housing process and people work as the heart of the process. In the People's Housing Process, it is very essential to have a GVK to serve the community with training from any stage of the housing project.
The HSC controls the housing building materials for housing construction and to monitor the housing progress and the implementation of the People's Housing process. The People's Housing Process is about upgrading the lives of the poor by involving them. The handling of community participation and self-help in the People's Housing Process standards for shelter, infrastructure and services must be based on the felt needs, priorities and affordability of the people (Housing Policy Supporting PHP: 2000).
Another argument is that the People's Housing Process emphasizes the ability of participation to raise collective consciousness to build community spirit, enabling people to identify common problems and act together to solve such problems.
Advantages of the People's Housing Process
- Disadvantages of the People's Housing Process
Julius (1974:26) points out that the actual truth is that housing development means housing people. Moreover, people develop themselves by joining in the free discussion of a new venture and participating in the subsequent decision. The People's Housing process moves with democracy; everyone should be allowed to speak freely and everyone should be heard.
The housing process of the people develops the people in South Africa because in South Africa there are people and people are everyone. Meetings were held with them on the National Housing Policy; Supporting the process of housing people and the role they could play. This case study demonstrates that the human housing process is a type of human-centered development revolution.
The people of Alphandale are the driving force behind their development and have the responsibility to build their own homes.
Self Help
The community is currently busy installing infrastructure using the labor of the beneficiaries, men and women. Special attention is paid to ensuring that women are involved at all levels throughout this process and that they have accepted this challenge positively. The result was that students were sent to experiential learning on site under the supervision and guidance of their lecturers (Housing by the People, 2001:13).
There is community involvement, even involving students and women at all stages of development to improve their living standards on their own.
Community Participation
Arguments on Community Involvement
Harrison also claims that community participation will result in greater commitment to maintenance, less vandalism and better utilization of the facilities and services. In other words, Turner promotes community participation, which is a tool in the People's Housing Process, and he points that out. But to create inclusive community participation, a facilitator must achieve a broad spectrum of society.
Every effort should be made to consult with all sectors of the community to the satisfaction of the community. This expresses community participation because people are the drivers of the development process in the housing project. The National Housing Code (2000) argues that the principles of the People's Housing Process beneficiary families should make key decisions about the housing process, e.g.
Therefore, with the emergence of housing policy, one of the key goals it reflected was to facilitate community participation.
Conclusion
This chapter provides a brief historical background to the Wiggins Fast Track and Piesangs River case study areas. Therefore, the study considers the location of both projects; provides two different organograms of the two study areas and Habitat for Humanity of the Piesang River area. This was due to the distraction of the teams in the project by taking over the developers to speed up the process.
Whereas, in the People-Driven Approach, the people were the drivers of the process in accordance with their self-determined needs and priorities. Information and knowledge were in the hands of the people and the members of the savings group made the decisions and the development (Piesangs. This is part of the history about the Habitat for Humanity in the area of Piesangsrivier.
That's why the Habitat for Humanity project became involved with the Piesangs River through one of the board members who was asked to address a meeting about Habitat for Humanity's work.
Piesangs River project Organogram
The historical background of the two fields of study has been discussed in this chapter. However, the developers were decision makers who took over from the planning stage to the final stage of the project. The purpose of this analysis was to come up with the findings that confirm the hypothesis of the study.
50% of the people interviewed indicated that they were from the informal settlements around Cato Manor. 500/0 of the interviewed respondents indicated that they were from rural areas of different provinces. The percentages of the two mentioned above which are equal to 100% of the interviewed respondents mentioned that they were satisfied with the location of the project.
The study found that 100% of the respondents interviewed were satisfied with the location of their housing development project (Survey: 2001).
Community participation of the beneficiaries in Wiggins Fast Track
Use of Savings Schemes in the Piesangs River Area
Magebula who was the chairman of the Savings Scheme informed the whole community about the new savings schemes. 100/0 of the above group of the people who were interviewed were trained by the Piesangs Behuisingskantoor to learn technical skills to avoid hiring the professionals. In Piesangsrivier, 90% of the residents interviewed were satisfied with the larger size of their houses.
100% of the people surveyed were not concerned about the type of building material and the incompleteness of their homes. In the Piesangs area, 100% of the people interviewed were all very satisfied with the positioning of houses on their plots. The youth always patrol around the area and were therefore limitations of escalating crime problem in the area of the Piesangsrivier (survey: . 2001).
This is shown by the two pie charts on the next page (84), chart 1 shows 220/0 as a rating percentage of the DDP housing project.
Conclusion
Both processes left the housing projects unfinished because the houses were not plastered, but the difference was that the beneficiaries of the housing process for the people were satisfied with their housing project compared to the developer-led project. The conclusion of this chapter will be drawn from the findings of the research conducted in two case study areas namely: Wiggins Fast Track and Piesangs River. From the background of the survey areas, a number of financiers have funded the Wiggins Fast Track to develop the area.
The Wiggins Fast Track community did not participate in their housing development project because the developers and the development committee controlled the entire housing development process. Therefore, the positioning of the people was poor due to the fact that they were not familiar with each other. Also, people were not secured around their houses as they did not participate in the whole process of the project.
According to the findings, the hypothesis was confirmed as the housing process of people seems to be a process that satisfies people's needs.
Conclusions
However, people were not so worried about this, as their priority was to have their own houses. Builders controlled the entire housing project and made decisions without seeking community input. It is clear that there has been no transfer of skills from the developers to the community and developers are practicing all professional skills.
Plasters were also excluded, but people were content to have their own houses. The title deed was a problem for people because they were not sure about the ownership of their houses, and the housing policy emphasizes the security of plot ownership by the beneficiaries. Otherwise, people did not want to move completely from their informal settlements to a developed residential area.
The People's Housing Process is the optimal process for housing in South Africa compared to the Developer Driven Process.
Recommendations
The public housing process should be implemented in all housing projects because there will be no vandalism on state properties. The people of Piesangs River area should start informal business using container parks. The housing department's strategic response may be to maintain support from the local community, while primarily working with democratic, representative members of the local community.
A developer working directly for the community should be accountable only to local residents and not have to consider the demands of outside agencies that may coincide with community priorities. Beneficiaries of the People's Housing Process needed cost guidance to be trained on budgeting and should be able to run water to their house. Lincoln, G.M.
