What is Governance?
Good governance requires a strong participatory civil society that clearly operates under the rule of law. In this respect, then, good governance would be understood as meeting the needs of the people by the government.
What is Development? "''''~''''''''''''''''''''
In an effort to improve the quality of life of the poor communities, the government must apply certain principles of good governance, such as the ability to act and deliver. Liebenberg and Stewart raise the issue that development should center around the topic of sustainable livelihoods of the previously disadvantaged communities.
What is Public Policy?
No policy in South Africa must deviate from the provisions of the Constitution of the Republic of South Africa (Act No. 108 of 1996), which is the supreme law of the land and therefore the ultimate political document in South Africa. Therefore, public policy can be action or inaction, decision or non-decision by the government to achieve the set goals.

Budget constraints were noted by Kingdon as one of the issues hindering the promotion of agenda items. In essence, political actors' sense of the national mood serves to promote certain items on their political agendas and restrain others from becoming more prominent.

Despite the fact that policy making is the responsibility of the legislature, the executive and the bureaucracy, the influence of interest groups in contemporary politics is significant. There are mixed feelings regarding the role of the mass media in policy making.

The land issue in South Africa has been considered one of the main issues on the agenda of the national government. Hence the introduction of the land redistribution program for agricultural development as an economic stimulus.
Introduction to Land Issues
The statement given by the landless rural population of South Africa was an indication to the incoming government as to what the people hoped the government would fulfill during the democratic regime. And this is considered one of the objectives of the LRAD program. This initiative was undertaken to fulfill the democratic promises made when the new government took office.
South Africa's new democratic government initiated a land redistribution program for agricultural development in response to the needs of South Africa's poor landless communities. Therefore, land reform has been implemented as a human rights agenda and to protect the human dignity of the people of South Africa.

In terms of the Glen Gray Act, labor would be provided by migrants from 'reserve' areas (Glen Grey). Another incident was the enactment of the Native Trust and Land Act of 1936, as stated in the National Land Commission (2002:3), which contained the following key provisions: i) The Act incorporated the lands defined by the 1913 Act into African reserves. This was the segregation of white and black rural areas;. ii) The Act established the South African Native Trust (SANT), which purchased all state-owned reserves and was responsible for the management of African reserves, where systems of livestock control, division of arable land, and forced housing planning and village resettlement (called " improvement") under the guise of an African agricultural system;. iii).
Among the communities removed were the Mpukunyoni-Dukuduku communities (under Chief Mkwananzi) and the Mbuyazi people (under Chief Phenias Mbuyazi). The establishment of the African National Congress in 1912 was precisely in opposition to the distribution of land.
The Constitutional Imperative for the Redistribution of Land
Land reforms for agricultural development should be done for the relief and livelihood of the poor people. In essence, the redistribution of land for agricultural development programs will help ensure the sustainable development of the entire society. The price of land has increased continuously since the start of the land reform program.
The Sibonginhlanhla Municipal Project Constitution has been established to govern the activities of the project members in Moshesh Farm. Anyone who wants to replace a member of the association must be registered with the National Department of Land Affairs. The treasurer can keep a cash balance of no more than DKK 500 for use by the committee in the interest of the association.
This question introduces us to the subject of the dissolution of the association itself. we you). One of the problems realized in the Sibonginhlanhla municipal project is the separation of the implementation program from the policy. The Acquisition of Land
This means that land is acquired through purchase from landowners through a system of negotiation of land prices. This system helps the seller to benefit from the land he/she had acquired and developed. In 1958, part of the land on which the Mbila tribe lived was declared state land.
At the same time, the land that is free of claims can be offered to the public through land redistribution for agricultural development. It must therefore be understood that state land is a primary resource that the government has at its disposal to help make the land distribution program a success.
Giving 30% of Land to Black People by 2015
If the state decides to return such land to the communities, it must publicly announce its intention to sell its land so that bids can be made for the purchase of such land. Applicants were only eligible (for land redistribution) if their total household income was less than RI500 per month, while the current (LRAD) program opens the land redistribution budget to all black South Africans, i.e. 89% of our national population. The LRAD aims to develop the poor communities and develop the agricultural industry, which is imperative if the government wants to fight poverty.
This goes hand in hand with the constitutional obligations of the South African government to heal the divisions of the past and establish a society based on democratic values, social justice and fundamental human rights.
Gender Equity and Land Reform
Land reform must ensure equal opportunities for women and men by giving preference to female applicants and 30% of transferred land must be given to women. Pillay (an LRAD official based in the Pietermaritzburg provincial office, interviewed claimed that "about 57% of women rural people are in insecure tenure of former homelands and are the most landless people in South Africa". Equity or poverty the focus is on achieving better quality livelihoods for the most disadvantaged and supporting access to land for the landless poor, including women, by removing legal restrictions on women's land rights, using gender-sensitive participatory methods and enabling joint ownership in the registration of land assets.
Politics should not treat people as agents and supporters of other people whose mission in the world is to carry out someone else's life plan. If women are empowered through land redistribution for agricultural development programs, perhaps we will have stability in the family, guaranteed education for children, provision of food and good health in society.
The Beneficiaries and their Contribution
However, some farmers are aware of the benefits of the LRAD program both for them and for the communities. The Sibonginhlanhla communal project also aims to process products from their fields and land. The president of the association could not even confirm the time frame for the completion of the project.
The government responded well to the demands of the Community Land Conference Charter held in Bloemfontein in 1994. One of the important components that contribute to the success of policy implementation is having a network. This is one of the areas that the LRAD office has not achieved so far.
Of course, a constant review of the grants is needed so that the program can be more.

Through the Church Land Program (a non-governmental organization based in Pietermaritzburg), churches are taking a more active role in the redistribution of land to the landless communities. The churches have benefited to varying degrees from the centuries of dispossession of black people from their land, and at the beginning of the new millennium the church as an institution is a significant landowner, while the majority of its members do not have access to land and great inequality remains in the ownership patterns of land in South Africa. Some NGOs such as the Church Land Program (CLP), the Pietermaritzburg Agency for Christian Social Awareness (PACSA) and the Association for Rural Advancement (AFRA), to name but a few, are actively trying to persuade some denominational organizations to see the need to help with the land redistribution in southern Mrica.
The Roman Catholic Church, the Evangelical Lutheran Church, the Anglican Church, the Moravian Church and other denominations are active participants in the redistribution of land in South Africa. The average amount of precipitation on the farm is around 900 mm and falls in the summer season.
The Objectives of the Project
This means that there is a need for supplemental feed for the dairy cows if milk production is to be maintained. At the same time, they need machines such as tractors for the projects to succeed. The biggest market for the chickens will be the surrounding communities and the town of Underberg.
Part of the money left over after the participants bought the land from the Roman Catholic Church was used as seed capital for the poultry project. The training center is a key component of the program to be established in the Sibonginhlanhla Communal Project scheme, but they were due to financial constraints.

One of the aims is to protect members of the Association against abuse of power by other members. Therefore, the protection of the members in the Association is a way of trying to ensure justice and equal treatment of the members. A committee member who does not act in the best interests of the Association;. vi) [And] no payment of legally imposed fees, charges and fines.
The cooperation of the Association's members, the support of the Agricultural Extension Office and the determination of the committee challenged the author. For example, after starting the project, a lot of progress should have been made between. There is no doubt that the South African government's LRAD program has the desire to meet the needs of the poor communities.
The youth should be part of the program because the future belongs to the youth and the youth belong to the future.
