The IDP is drafted in terms of Chapter 5 of the Local Government: Municipal Systems Act (MSA) (Act 32 of 2000). Annual Planning – This refers to the annual review of the IDP as per Article 34 of the MSA.

Vision

Drafting of the Main Strategic Document – ​​​​this refers to the compilation of a long-term strategic plan for the municipal area as prescribed in Article 25 of the MSR. Furthermore, community members were given the opportunity to provide written comments and councilors and municipal officials were also given the opportunity to provide their respective input through the session of the IDP/Budget Management Committee meetings.

Water is a limiting resource for development in the Northern Cape and a change in water supply can have major implications in most sectors of the economy, particularly the agricultural sector (ZFM DM EMF). The project concerns the rehabilitation of the Old Landfill Area and the Establishment of the New Landfill Site will commence in the 2019/19 financial year.

Local economic development (LED)

In relation to the MSA, the SDF must include the provision of basic guidelines for a land management system for the municipality. Therefore, the municipality is in the process of raising funds for the revision of the municipality's SDF. The municipality's financial management is driven by various financial policies as required by legislation.

In order to provide this effective and efficient service, the municipality is committed to investing in the municipal staff.

The following issues are of interest to the municipality and a wider municipal community, and although they are not core functions of the municipality, the municipality plays a crucial role in facilitating and participating. The municipality pledged its commitment to promote and advocate for the above issues, and to participate and collaborate with other relevant government departments and stakeholders.

HUMAN CAPITAL

The Kgatelopele Integrated Development Planning Representative Forum (IDP FORUM) consists of a number of representatives from each of the Neighborhood Committees, Sectoral Departments, ie. SUMMARY OF DISASTER MANAGEMENT PLANNING IN KGATELOPELE

  • Appropriate Development Planning

The municipality's disaster management planning is currently guided by ZF Mgcawu District Municipality's Level 1 Disaster Risk Management Plan, 2011 (DRMP). The table below summarizes the overall status of disaster management within the municipality as outlined in the district's DRMP. However, the local mines usually provide conditional aid to the municipality in the event of a disaster.

Dolomite risk management in the municipality is carried out in accordance with SANS-1936, the National Building Regulations and Building Standards Act 1977 (Act No. 103 of 1977) and other applicable standards. The municipality, with the assistance of the District's Disaster Management Department, will declare an area unsafe and initiate immediate remedial measures if there is a potentially dangerous situation. The purpose of this chapter is to provide a summary of the current status and waste management initiatives in the municipality as outlined in the draft IWMP.

STATUS QUO

Next, the Municipality is in the process of drawing up an IWMP that includes situational analysis such as the demographics, development profile, assessment of the amounts of waste generated, the types of waste generated, collection of waste and methods of disposing of the waste to do and any other related matter.

Licensing and operating all landfills according to their licensing requirements, eradicating all illegal landfills, rehabilitating and closing all unauthorized landfills and having a plan to deal with slaughtering, agriculture and mining is the municipality's desired position under this category. A well-informed council and staff with a good understanding of waste legislation and the requirements and mandates related to local authorities is the desired state under this category. In addition, this should include a well-educated public with a good general awareness of the impact of waste on human health and the environment, as well as appropriate behaviors and values ​​in relation to waste management.

The municipality wants to have a financially stable and sustainable waste management system that offers a good quality service to the consumer at a reasonable cost as well as a proper and effective credit control system.

Appointment of new staff/institutional strategy: In order to facilitate the continuous improvement of waste management in KLM, it is essential that KLM continues to increase its institutional capacity. After the recent appointment of the Waste Management Officer, it is also important to appoint the Technical Manager to closely supervise the waste management section. Audit/management of landfills: The management of the landfill in Danielskuil is outsourced to a private contractor.

The development of this interest group is considered to be the work of the Waste Management Officer and therefore no cost has been assigned to the project in the cash flow forecast. For any well-managed landfill, accurate recording of waste inputs is essential for effective site management as it enables verifiable returns to be made to the waste regulatory body. Issuance of misdemeanor fines: The municipality must create an appropriate action plan for the implementation of the bylaws and the issuing of fines for violations of the waste bylaws.

Delivering cost-effective and sustainable services to the entire community with zeal and empathy is one of the mission statements of the municipality. The municipality also participates in the Municipal Financial Management Internship Program and has three interns in training in different departments of the Finance Directorate. It is expected that 95% of Capital's budget will be spent in fiscal year 2018/19.

Social and Labour Plans (SLP)

Kgatelopele is home to a number of poor households, resulting in endless housing and socio-economic deprivation. This is caused by the general influx of people from neighboring towns, counties and farms to seek employment and change livelihoods. Capital expenditures are closely monitored through monthly cash flows and monthly reporting to the Board on capital expenditures.

The purpose of the Mineral and Petroleum Resources Development Act (2002) is, among other things, to transform the mining and production industries in South Africa. In order to ensure effective transformation in this regard, the Act requires submission of the Social and Labor Plan as a prerequisite for the granting of mining or production rights. The programs below are aimed at promoting employment and promoting the social and economic welfare of all South Africans, while ensuring economic growth and socio-economic development (SLP Revised Guidelines, 2010: 01).
