Financial Viability
Purpose of a review
The IDP is also reviewed in light of changing internal and external circumstances affecting IDP priority issues, outputs and outcomes. The annual review should inform the municipality's financial and institutional planning and, most importantly, the drafting of the annual budget.
Review Clarification
For the IDP to remain relevant, the municipality must assess implementation performance and the achievement of its targets and strategic objectives. In light of this assessment, the IDP is revised to reflect the impact of successes, as well as corrective measures to address problems.

This is the highest percentage for any of the Municipalities in the Central Karoo district. This is the lowest percentage for any of the municipalities in the Central Karoo district.
Biodiversity Conservation
SANBI's classification of the entire municipality's vegetation status as non-threatened suggests that there is little to threaten the integrity of the ecosystem. However, the poor condition of the rivers, most of which are critically endangered, suggests that there are problems in the watersheds.

Laingsburg was incorporated in 1881, initially named Buffalo, then Nassau and then Laingsburg after Crown Lands Commissioner John Laing. John Laing, the commissioner at the time, allowed the easement to be diverted, which spurred the development of the town and was essentially named after him.

The South African Heritage Resources Agency and Heritage Western Cape are currently compiling a heritage register. Approximately 100 ha of vacant land is located around Laingsburg up to approximately the 2km radius.

The sector employs 33.2% of the borough's workforce and growth over the decade averaged 4.6% per annum. The informal sector employed only 11.9% of the manufacturing workforce, but has grown at an annual rate of 18.7% over the past decade.

The ABP notes that in 2008 only 0.89% of the agricultural land in the Central Karoo District had been transferred to blacks. The ABP concluded that the current budget for the purchase and transfer of land in 2013 will only make a 4% difference in ownership of the agricultural land in the Central Karoo District.

The ABP noted that 1842ha was available as common land (6202ha in Zoutkloof was leased to an emerging black farmer) and that the new demand for additional land is only 913ha, leaving around 929ha as surplus. The ABP calculates that Laingsburg will require approximately 11,769ha of land by approximately 2013 for the natural growth of livestock.

Water
The council should explore the possibility of expanding it to Laingsburg Sport Facilities and the golf course and even for human consumption in the future. The table below shows the different water service delivery levels per household for the fiscal years and 2015/16 in the areas where the municipality is responsible for the delivery of the service.

The table below shows the delivery levels for water service per total households and progress per year, an increase of 5.3 percent was recorded since 2011. The following table reflects the level of provision of sanitation services per total households and progress per year and registers an increase in availability of 38.6 percent from 2011 to 2016.
Energy
The following table reflects the number of households with access to electricity and also includes agricultural area. Biogas is the best alternative energy and can work in the Karoo and does not need water to grow.
Telecommunications
Excludes the eskom service area which is the residential area of Goldnerville and Matjiesfontein which has 552 connections. This is of particular concern because people in these areas would not have access to mobile phone networks.
Stormwater
This has the advantage of being able to bring very high levels of connectivity to settlements along the N1 such as Matjiesfontein and Laingsburg.
