LOADSHEDDING
Klerksdorp Midweek, Klerksdorp - The dreaded loadshedding is back and Stage 2 loadshedding was implemented between 17:00 and 22:00 until Thursday June 23. “Eskom will continue to closely monitor the system, adjust and communicate any changes as may be necessary.
We appeal to all South Africans to help limit the impact of the shortages by continuing to reduce the usage of electricity and to switch off all non-essential items.’’
Eskom cautions the public that as the shortage of generation capacity persists, the system will continue to be constrained with an elevated risk of loadshedding over the coming weeks.
The power system is severely constrained due to the continued shortage of generation capacity for the next few weeks.
WHAT IS PEAK DEMAND?
The time of the day, day of the week and the seasons can all affect electricity demand. For example, when people get home from work or start the evening routine, electricity demand spikes as everyone turns on the lights, starts bathing, switches on heaters and prepares dinner around the same time. When electricity demand is at its highest usage levels it is known as ‘peak demand’.
This period of peak demand tends to occur when millions of house- holds are using their appliances for cooking, bathing, heating, lighting, and entertainment, all at the same time.
In South Africa, peak demand periods occur in the early morn- ings from 06:00-09:00 and in the early evenings from 17:00- 21:00. The evening peak is generally because of the impact of residential consumers. In winter, there is a significant increase in the evening peaks because many people switch on their heaters to keep warm. It is important to familiarise yourself with how much electricity your appliances use. Switch off unnecessary ap- pliances. Buy energy-efficient appliances when it is time to re- place your current appliances and try not to use all your major appliances during peak time. This way, you assist in reducing the demand on the power system, which in turn could help minimise the instances and extent of loadshedding.

the strain on the electricity system.

Toby still missing
Klerksdorp Midweek, Klerksdorp - A fam- ily from Wilkoppies is destitute after their dog disappeared a week agou.
Toby was last seen in the yard of his home in Voss Street on Sunday June 12. It looks like he escaped through a gate in the back yard. His family is offering a reward of R5 000 to get their dog back.
Toby was a rescue at the Matlosana Animal Shelter in Stilfontein. Marja Pretorius adopted him. She pleads with the community to help get her dog back. According to her mother, Suzette Kotze, they used tracker dogs to trace Toby’s scent but they lost it in Irenepark.
“We think someone might have him. He is such a friendly dog. My daughter is destitute.
Toby was like a baby to her. Please bring he back,’’ she said.

In South Africa, less than 1% of the popu- lation are active blood donors - and with each unit of blood lasting only 42 days after collection, it is important for blood donors to donate regularly and for blood services organisations to increase the donor pool.
Topping the list of the questions most asked at the South African National Blood Services (SANBS) is why don’t people get paid to give blood instead of relying on voluntary donations and why charge for the blood that is donated for free.
“Under the National Health Act, it is illegal for blood donors to be given any financial or other rewards. For most peo- ple, donating blood is motivated by pure altruism - the knowledge that their unit of blood can save up to three lives as blood is separated into red blood cells, plasma and platelets. The World Health Organisation (WHO) and the International Federation of Red Cross and Red Crescent Societies, advocate for countries to move to 100%
voluntary blood donation. The foundation for a safe, sustainable blood supply relies on regular voluntary unpaid blood donations,”
says Willem van der Merwe: SANBS Sen- ior Specialist Donor Relations.
“Perhaps to further understand this volun- tary donor approach to which we adhere, as per South African law, it is important to understand how we operate and generate revenue to remain sustainable and ensure the availability of blood and blood com- ponents which enable doctors to carry out modern procedures for many malignant diseases, complex surgical and emergency operations. SANBS is a non-profit organi- sation licensed to provide blood transfusion services to the country. We receive no funds or subsidies from the government and are fully funded from the fees we charge for our service to ensure safe quality blood pro- ducts. Blood is an essential but expensive resource because of the meticulous collec- tion process, screening and testing process- es that ensure its safety for transfusion.”
The money paid for transfused blood goes to cover services in the collection, testing, storage and delivery of blood. From the moment donors come through the doors, the blood supply value chain requires medical expertise and state of the art technology to ensure quality and safety. Staff salaries and other operational overheads all add to costs.
Every step in the journey of blood is deli- cate and represents a possible point of fail- ure where any delays, wrong temperature, miscommunications, or procedural issues can result in the product being substandard and unusable, all of which costs money.
Regulatory approved blood bags, personal protective equipment and medical tools are used to draw blood from a donor. Also factored into the costs is the transportation

to specialised laboratories as well as testing on all blood units for transfusion transmis- sible diseases such as HIV, Hepatitis B and C and Syphilis.
Generally, patients are not expected to pay for blood from their own pockets. At public hos- pitals, the costs are co- vered by the government and/or by a patient’s medical aid when admit- ted to a private facility.
Blood products are a pre- scribed minimum benefit as indicated by the Medi- cal Schemes Act.
“If a patient is admitted to a private facility as a cash paying patient, the account for blood usage would be for their ac- count. In cases where the medical aid does not pay the full amount, a patient should contact SANBS for assistance. SANBS
is also open to having discussions with patients in financial diffi- culty. The donation of blood by voluntary non-remunerated blood donors is recognised globally as crucial for the safety and sustaina- bility of national blood supplies.”
Paying for blood opens nume- rous challenges which pose se- rious threats to the health and safety of the recipients as well as the donors themselves. Donors who give blood in a volunteer- based system have little incentive to lie about their medical his- tory and risk factors since their primary motivation is helping patients.
This is in stark contrast to donors in a paid system who prioritise monetary gain and may withhold key information when filling out the donor questionnaire during the preliminary screening process. Where some of these paid donors could have been otherwise ineligible to donate, they would bypass the screening
possibly giving contaminated blood which is unusable or could infect a patient with a transfusion transmissible disease.
Blood transfusion is a core service within our healthcare system and individuals who donate their blood provide a unique
contribution to the health and survival of others.
The blood supply value chain is complex, it starts with the blood donor at collection and ends with the patient at trans- fusion, but there are several stages in between which affect the process. Transportation, testing, processing, inventory management and distribution are all vital to the process.
Continuous education and understanding of the business of blood by everyone involved in the supply chain is therefore key in ensuring the sustainabi- lity of this life-saving resource.
When one donates blood, they give patients the gift of a second chance which science cannot create.

Billy the Kid is a new adventure series about the legendary gunslinger on M-Net.
Don’t miss The Staircase
The staircase is a dramatic retel- ling of the Michael Peterson mur- der case, made famous in 2004 by a French television miniseries of the same name by Jean-Xavier de Lestrade (available to stream on Netflix).
This new series will premiere on M-Net at 21:30 on Monday June 27.
In 2001, Michael Peterson called the police to report that his wife Kathleen took a drunken fall down the stairs.
The police had their doubts, coming to their own con- clusion that Michael was responsible.
He was charged with murder, and during his trial, the world learned that a woman he was friends with died from a brain injury from falling down the stairs. Coin- cidence?
Although the death was ultimately labeled accidental, they argued that the event taught Michael how to fake an accident of this nature.
The trial was a media frenzy, and in 2003, Michael was found guilty. He was sentenced to life in prison without the possibility of parole, but the story doesn’t end there.
The case continues to be a huge source of debate, with more and more theories about who really killed Kathleen swirling in the true-crime space. The young women, one of whom will be crowned Miss South Africa 2022 on August 13, joined forty excited 11 to 14-year-olds in an inspirational art class given by renowned artist, Neda Roodaki.
The artist, who works in a variety of mediums, believes that the crea- tive artistic process is effective as a stress relief technique: “I call it fun art therapy - but there is more to it than that: it is a language through which people can express them- selves.”
Roodaki said it was a privilege to be able to work with children from a troubled environment - 64 percent of students at Dowling
Primary have parents who are jobless.
Last year, Miss South Africa 2021, Lalela Mswane, began her reign with a
visit to the school, telling the gathered children and teachers she was there to support what she called “an initiative of
hope”.
She was referring to the project begun by philanthropist Tim Nash who set up the Malapa Motsetse Foundation to help improve the STEM (Science, Technology, English and Maths) subjects for children who would otherwise have no access to them.
The Malapa Motsetse Foundation supports the Westbury project that feeds and educates 350 primary school children from Monday to Friday and supports 11 primary schools in the area.
The programme at the school began with an after-hours supple- mentary maths programme on com- puters. When it was discovered that literacy levels were low, this was included in the curriculum. During the pandemic, when schools were closed, or operated on alternate days, the STEM programme sup- plemented lessons.

Must you submit a tax return this filing season?
In general, only if you received income that is taxable do you need to submit a tax return to the South African Revenue Services (SARS).
For normal taxpayers, this is when your employment income during the 2022 tax year exceeded R87 300 if you are under the age of 65. If you are older than 65 it is when your employment income exceeded R135 150 and if you are older than 75 it is when your employment income exceeded R151 100.
On June 3, the commissioner of SARS, Edward Kieswetter, de-
clared who is required to file a tax return for the 2022 filing season.
Even if you did not receive taxable amounts during the 2022 tax year, you may still be required to file a tax return, according to the notice.
Kieswetter indicated that he re- quires South African tax residents to disclose their foreign assets and funds they held during the 2022 tax year.
He also requires tax residents to declare all foreign-sourced earn- ings irrespective of the amount received and mentioned more than once that residents who received any amount for services rendered abroad need to submit tax returns.
This underlines SARS’s continu- ous focus on South Africans who are working in foreign countries, and it is critical that these South Africans declare their foreign earn- ings subject to the foreign exemp- tion and foreign tax credits.
Only taxpayers who do not fulfil the South African residence tests do not need to declare their foreign earnings or assets. It is thus criti- cal for South Africans who have left the country permanently to
formalise their non-resident status with SARS to align their factual situation with their SARS tax sta- tus. SARS is taking an extremely stringent approach in considering whether a taxpayer is a non-resi- dent or not.
There is an option to include your
“ceasing date” in your tax return but doing so does not result in the necessary manual intervention by SARS to prove and obtain non- resident st atus in the majority of cases.
However, the “ceasing date”
needs to be inserted in the tax re- turn to ensure future returns are pre-populated, but the necessary declaration and further steps still need to be taken to successfully be recognised as a non-resident. The process is commonly referred to as the Tax Emigration process.
The taxpayer in question needs to provide in-depth information regarding their factual situation, for example, even a gym contract needs to be provided to prove their day-to-day living abroad.
Non-residents for tax purposes are only taxed on South African
sourced earnings, and not their worldwide earnings. SARS recent- ly started generating non-resident letters to taxpayers who do not fulfil the requirements of the resi- dence tests.
If you are a South African perma- nently living abroad who is not in possession of this letter, the chanc- es are good that you are still recog- nised as a tax resident on SARS’s systems.
The Notice of Non-Resident letter is currently the most reliable form of proof that you are recognised as a non-resident
To prevent any administrative penalties for late submission, it is critical to submit the 2022 tax re- turn within the SARS-mandated filing period. Late in the 2021 fil- ing season, SARS announced that taxpayers who file their tax returns after the filing season’s deadline will face administrative penalties.
SARS appeared to be particu- larly strict in the application of their notice since penalties were issued on practically all returns submitted after the filing season for the 2021 tax year had closed.
The penalty amount will depend on taxable income or assessed loss of the taxpayer and ranges between R250 and R16 000 per month. The monthly penalty as determined in accordance with your taxable in- come or assessed loss can be ap- plied on a monthly basis for up to 35 months.
It is imperative that taxpayers, whether tax resident of South Af- rica or not, take tax filing season seriously.
The general view of South Afri- can’s abroad is that “SARS will never catch me”, or “I refuse to pay/give anything to SARS/’that government’”. While that view is understandable where we see mal- administration and corruption rife in South Africa, it does not stand as a defence to taxpayers who do not meet their legal obligations to file a tax return and declare relevant income.
A taxpayer’s best defence is to be proactive with SARS and en- sure that they remain complaint in terms of the Acts, so as to not give SARS any ammunition to raise penalties or worse.

The three local Lions clubs appointed their new presidents for 2022/2023. They are Riaan Wilken from Klerksdorp, Shelby van Schalkwyk from Stilfontein and Andries du Preez from Klerksdorp. At a prestigious Zone 2 event, the Lions were inducted into their re- spective clubs. The zone members work closely together to serve the community.

Klerksdorp Midweek, Klerksdorp - Mind Sports South Africa is to hold its popular annual SA School Online Championships for esports this weekend.
An important feature of this championship, is that it is open to any learner, whether or not the school is affiliated or not. How- ever, for team events, it is required that all members of the team are learners at the same school. MSSA will thus be holding this event as an Online
National Championships on Saturday June 25.
MSSA’s SA School Online Championships, which will offer local players the opportunity to qualify for selection to the national squad and for the Protea Team that will attend IESF’s World Championships to be held in Bali in 2022 should they meet the criteria.
The titles to be played at IESF’s World Cham- pionships to be held in Bali in 2022 which are to be played at this champi- onship are: Counter-Strike:
GO, DotA 2, eFootball and Mobile Legends Bang

If less than six teams, the championship shall be a Round Robin Championship and if 6 to 10 teams enter the championship there shall be four rounds as played to the Swiss System. If 11 or more teams enter the championship there shall be five rounds as played to the Swiss System.
Any learner currently registered for pri- mary or secondary studies may enter. The
entry fee is R50 per Registered Player and only fully-paid-up Registered Players may participate in this event. Entries need to be submitted by the school on or before June 23.
Medals shall be awarded to the first three gamers for both men and women (per pro- vince) in the following categories: men - top three places and women - top three places. The medals shall be awarded to the
players at the next LAN championship in which such team/player enters and participates.
The first round will start at 10:00. Players shall be given 60 minutes to complete each round. Players must all be online at 09:00.
The championship is accredited as being of the same status as a provincial championship. This means that the championship shall be used for the following:
the awarding of school pro- vincial colours; the awarding of medals for 1st, 2nd and 3rd places for both men and women and the ability to qualify for National Team Trials.
