TERMS OF REFERENCE FOR THE APPOINTMENT OF A SERVICE PROVIDER TO CARRY OUT A METADATA COMPLIANCE ASSESSMENT AT ALL NATIONAL DEPARTMENTS AGAINST THE REQUIREMENTS OF SECTIONS 12 AND 14 OF THE SPATIAL DATA INFRASTRUCTURE ACT, 2003, 2003, 2003. (12) MONTHS. The National Department of Agriculture, Land Reform and Rural Development (DALRRD) requires the professional services of a service provider(s) to conduct a metadata compliance assessment at all national departments against the requirements of section 12 and 14 of the Spatial Data Act- infrastructure, 2003 (Act No. 54 of 2003), within twelve (12) months. In 2018, the Minister published a list of standards for implementation in accordance with SDI regulation 3 and one of the standards published in the metadata standard.

The systems and procedures are in place for the implementation of sections 12 and 14 of the SDI Act. In accordance with section 8 of the Base Data Set Preservation Policy, the CSI, assisted by the Department, will monitor compliance with the policy through various means, including audits and inspections. This process should allow for discussion and communication of the needs, concerns and questions of relevant stakeholders.

An inception workshop will be held between the consultant and the Department of Agriculture, Land Reform and Rural Development (DALRRD) where the aspects of the project will be discussed and agreed. The service provider must, after obtaining endorsement of the draft metadata Compliance Assessment Model from the department, test/pilot the model with at least two data repositories.

PRICING SCHEDULE FOR THE ANNEXURE A: EVALUATION GUIDE FOR THE APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT A

Bidders are required to indicate fees based on the total estimated cost of all activities and including expenses including VAT for the project. Project planning and a comprehensive cost plan with detailed costing for the project phase as per scope of work requirements. The initial report should include a comprehensive and detailed work plan, stakeholder engagement plan drawn up by the consultant team.

Work plans must identify all tasks, allocate human resources, identify time frames and ensure coordination between all activities in accordance with the submitted proposal. The focus should be on metadata management case studies, best practices, current and future trends. The report should include a stakeholder engagement report, evaluation report, structured intervention program and a compliance monitoring plan for each department/data custodian.

Submit a final report for review by the Committee for Geographic Information and approval, and sign off on the project by DALRRD.
