The focus is on the intentions of the 2019 Science, Technology and Innovation White Paper to establish a coherent science and technology (STI) system. Analysis of policy documents of selected government departments (Section 3.2): The section describes the results of the analysis of selected policy documents of the investigated departments. Case Studies (Section 3.3): The first case study “Science and Technology Boom in China”. Section 3.3.1) describes in more detail how China achieved its current technological position.

DSI should consider the establishment of the State Institute for Science, Technology and Innovation (GIST).

The concept of the NSI has been accepted by a number of countries, including South Africa. Ronayne (1984) reports that 'after a number of years the efficiency of the coordinated system is now in question'. The Constitution (RSA, 1996) provides that the policies of the then government must be implemented in a cooperative manner because in the Republic of South Africa the government is composed of national, provincial and local spheres which are distinct, interdependent and with connected together.

Furthermore, the White Paper aims to transform the system into a coordinating system, through the establishment of the Inter-Ministerial Committee for STI, chaired by the Minister of Science and Innovation.

Analysis of Policy Documents of Selected Government Departments

Government-Wide Policy for Real Estate Management (2005) Water and Sanitation • The Strategic Framework for Water Services (2003). The role of science and technology in the sector is well documented in the selected policies and there is a definitive recognition of the role of DST. Departmental analysis
