Land development" means the construction of buildings or structures on land, or change of use of land, including urban development, subdivision or consolidation of land or any deviation from the land use(s) permitted under an applicable land use scheme. Land use" means the purpose , for which land is or may be used lawfully in the form of a land use plan, existing scheme or in the form of any other permission, permit or consent issued by a competent authority, and includes all conditions relating to such land use purpose. Land Use Management System" means the system for regulating and managing land use and granting land use rights through the use of schemes and land development procedures.

"Zone" means a defined category of land use which is shown on the zoning map of a land use scheme.

SECTION A: INTRODUCTION

Of the 253,477 households in the metro, 70.2% are formal dwellings, 24.9% are informal dwellings, and the rest are traditional dwellings. The following is a summary of BCMM's socio-economic profile according to the ECSECC 2014 report: GDP. The functional group represents approximately 61.3% of the Metro population according to the 2016 Community Survey, and unemployment averaged 27.84% in 2016 according to quarterly survey reports.

Priority 3 consists of two Key Focus areas both with existing developmental challenges as well as opportunities for growth and investment

Below is a map showing the spatial extent of the integration areas in relation to the priority areas identified in the BCMM SDF. The development of mixed land use with sufficient density in the activity corridor from Mdantsana to East London has been identified as very important for the economic growth of the city. The secondary integration zone thus includes a larger part of the urban component 3a of the priority spatial area.

The inner city consists of the East London CBD; Quigney; Beachfront; Southernwood; Belgravia and the Arcadia and North End industrial estates. Increasing operating thresholds for businesses around the CBD and Vincent/Berea;. Infrastructure performance is central to the success of the regeneration of Southernwood/Belgravia.

Together, a BCMM Knowledge Strategy will be compiled as part of the city's long-term Knowledge Economy economic vision. The East London Industrial Development Zone will offer significant development potential in the medium term, creating opportunities for the development of urban settlement extensions in that part of the East London Borough (West Bank). Another industrial cluster is found in the areas adjacent to the East London CBD, north of the CBD; these are Arcadia, North End and Braelynn.

Wilsonia and Dawn make up this industrial cluster and are located northwest of the CBD on the MELD corridor. As part of the process, an architectural concept design for the Civic Center must be completed. The Urban Network Strategy identifies the Mdantsane CBD as the urban hub within the primary integration zone of the Buffalo City Metropolitan Area.

The heart and raison d'être of the CBD is undoubtedly the public transport interchange.

SECTION C : INTERGOVERNMENTAL PROJECT PIPELINE

Other spheres of government and some state-owned enterprises have so far been part of the BEPP process, but with varying degrees of participation and commitment, and generally with a typical top-down approach, rather than being truly part of an interactive joint planning and budgeting process. which respects the boundaries of areas and functions in terms of the constitution. BCMM anticipates that this aspect of inclusion and engagement will require further support, development and refinement during the year as the IDP and institutional budget aligns more closely with the BEPP.

SECTION D : CAPITAL FUNDING

The institution receives conditional capital grants from the national government through the Urban Settlement Development Grant (USDG). Further conditions of the grant state that "a minimum of 50 percent of the USDG grant must be spent on providing individual basic services to households living in informal settlements, either through in-situ upgrades, resettlement or integrated development projects." This allows for the generation of cash which will improve the liquidity ratios of the institution.

The urban development grant, supplemented by term loan financing, will be used to fund infrastructure assets being built to expand the city. The above reflects that the institution may obtain an additional long-term loan within the guidelines of the Treasury. An institution considers the impact on the institution's cash flows and repayment requirements before considering additional long-term borrowing.

Northwest Corridor Precincts BCMM land will be subdivided and rezoned for release based on the outcome of the NWC feasibility study. Plots acquired from Transnet will be further subdivided and rezoned based on the outcome of the Civic Center area plan. KWT/Bhisho Corridor Land has been released for the development of the office hub. The process of subdivision and rezoning will begin once the bulk water and sewer capacity projects near completion Duncan Village Redevelopment Some of the land parcels identified in the DV.

The land acquisition program is a key component of the land release strategy so that land can be made available for development to support the objectives of the land release program. Acquiring state land for proposed/future development has been problematic and Metropolitan Municipality of Buffalo City has been proactive in requesting HDA assistance.

The HDA is currently working on an extensive list of soil supplied by BCMM, some of which is required for Catalytic Projects to run. Three additional committees (BSC, BEC and BAC) were set up to quickly monitor the growing demand for infrastructure projects and counter the slow implementation of catalytic projects. The Council has its committees, the administrative arm of which is led by the Stadtholder.

A State Land Disposal Committee was established to oversee state land disposal. IGR coordination and alignment should be strengthened to also focus on integration zones and catalytic projects. Risk Committee meets on a quarterly basis under the chairmanship of Chief Risk Officer and departments report on progress made using the Risk Register. Committee will be formed, BCMM, Deeds, COGTA and conveyancer to cancel allotment deed and move to alternative land.

SECTION F: ECONOMIC DEVELOPMENT & URBAN MANAGEMENT

A gender road (3 km) connecting the EL IDZ, MBSA and the port is also on the cards to reduce the distance and time and improve efficiency in preparation for the production of the W206 model. The institution is currently requesting interested parties to undertake a planning exercise to assess the most suitable design for the land to assist with the economic growth of the city as well as to encourage development, which will assist in the revitalization of the CBD. The fresh produce market is an example of the supporting infrastructure for this particular sector.

A full-fledged business case has been developed for the revitalization of the Dimbaza industrial area championed by the Eastern Cape Development Corporation (ECDC) as the landlord, supported by the DTI, Department of Rural Development and Land Reform (DRDLR). Part of the plan to revive this industrial area was to develop the economic infrastructure in the surrounding communities and human settlements for greater economies of scale. A full-time resource has been appointed to coordinate the efforts, support further support and evaluate the impact of the efforts.

One of the biggest obstacles to major investment in the city is the depth of the East London harbour, which cannot accommodate. This requires the extension of the runway, which is unfortunately occupied illegally as a squatter camp. The manufacturing sector is an essential sector for the city and the prosperity of the service sector is dependent on a strong manufacturing base.

PROJECTS INITIATED THROUGH PARTNERSHIPS

The table below illustrates the investment sectors, location, partner and development of the specific investment for the city. EL IDZ is the official aquaculture development zone and there is no further requirement for zoning. Opportunity to increase revenue by providing a cloud disaster solution for data hosting in our existing BCM data centre, which are linked to the fiber optic network infrastructure, giving BCMM an advantage across all departments in Bisho and the East London area.

Opportunity is now in place to connect BCM hospitals and clinics to the BCM network as means of revenue enhancement. The ECICT forum headed by the Govt Dept CIO has in principle bought into the idea of ​​using BCM Fiber Network for their connectivity for all Govt Dept located in the BCM region. More cost reduction is ideal if we can reduce the diginet lines, ADSL lines and Telkom leased line and implement fiber network.

Introducing Safe City and Smart City All BCM integrates surveillance camera deployment into Fiber network. The initial phase involves the appointment of a Municipal Statutory Area Management Authority to improve management and operations in the CBD. This is combined with the long-term aim of strengthening the involvement of the private sector in the day-to-day management and operation of the area, so that the CBD ultimately functions in the same way as a Special Rating Area (SRA) which can financially sustain its own management operations .
