INTRODUCTION

  • SPATIAL PLANNING CONTEXT

Provincial policy takes place in the form of the Provincial Spatial Economic Development Strategy and various sector-based policies. It is important to note that Amajuba has a high prevalence of HIV/AIDS like many of the district municipalities in the province. This type of farming is mostly concentrated in the more rural parts of the municipality.

Most of these developed as part of the area's coal mining operations. The implementation of the land reform program leads to the creation of new rural settlements on commercial farmland. Areas such as Alcockspruit/Kopje Alone and Mossdale developed thanks to land reform programs.

Areas suitable for extensive grazing are mostly limited to limited potential and very low potential biological resource units (BRUs) in the central parts of the municipal area. However, there have been delays in the implementation of this policy document due to the introduction of the Planning and Development Act (PDA). According to Dannhauser's municipal valuation, municipal land represents a rather small share of land in the municipality.

According to Dannhauser's municipal valuation, most of the land is privately owned. Public transport infrastructure in the area of the municipality is relatively poor due to the poor condition of district and local access roads. Therefore, the need to solve these issues is identified in the IDP as one of the key challenges facing the municipality.

Understanding the spatial distribution of these facilities and identifying gaps is a critical aspect of SDF. Some of these main wetlands are located in the northeast to southeast part of the municipal area. The type of vegetation within the boundary of Dannhauser Municipality varies considerably, but is mainly dominated by five types of vegetation.

Due to the steepness of the western edges of the area, sloping areas should be excluded from development considerations (NDG AFRICA: 2010). The Spatial Development Framework guides and informs all municipal decisions regarding land use, development and planning.

Identification of resources, equipment and manpower and their coordination and enforcement for traffic control, firefighting and rescue. Identifying resources, equipment and manpower and their coordination and enforcement for firefighting purposes, with due observance of any instructions issued by the Manager in accordance with the Firefighting Regulations. This policy is part of, and not a replacement for, the municipality's disaster response plan.

In terms of the Disaster Management Act and the Disaster Management Framework, all three spheres of government are responsible for disaster management and planning. It is appropriate that this policy briefly mentions the specific role of local government spheres in disaster management to eliminate any confusion as to which sphere is responsible for which function. The Province recommends that Metro & Districts MUST establish a Disaster Management Advisory Forum in collaboration with local municipalities.

The district is primarily responsible for coordinating and managing local disasters that occur in its area. The local municipality takes responsibility for local incidents that can be handled within their resources. The manager will contact the district if the incident is beyond the local municipality's resources or budget.

FINANCIAL PLAN 2011/12

The Guidelines for Integrated Development Planning (IDP) and the Municipal Systems Act advise each municipality to prepare a financial plan as an integral part of the IDP. The Municipality of Dannhauser was established under Article 155 (1) (b) of the Constitution of the Republic of South Africa. Many rivers flow through the municipal area, the most important being the Ngagane and uMzinyathi rivers, and the western part of the municipality has picturesque landscapes.

It remains a challenge in a sense that some of the grants are conditional and if their conditions are not met, the municipality stands a good chance of losing that funding. The primary purpose of the Financial Plan is to provide a clear and sound framework for proper mobilization, utilization and management of scarce financial resources within Dannhauser Municipality. This plan seeks to present an accurate financial position of the organization's operations and to ensure its long-term financial viability.

To formulate implementable strategies for cost recovery and revenue collection To strengthen the municipality's financial viability and sustainability. Cost recovery and Asset Management strategies prove to be critical components and foundation of the entire plan. This strategy focuses on ensuring sound financial management and responsible budgeting in accordance with the requirements of the MFMA, which will ensure correct adaptation to the municipality's IDP.

In order to implement the municipal strategy, the municipality must have systems for collecting revenues and managing its finances in a way that will enable the achievement of the development priorities outlined in its capital investment program. In fact, there remains a need for our municipality to collect at least relatively sufficient funds to implement most of the planned initiatives in this area. To this end, it could be argued that Dannhauser's development will always undermine and threaten his own socio-economic design.

The GDP per capita of the municipal economy is one of the smallest in KwaZulu-Natal; To meet financial, regulatory and development requirements, much of the council's capital budget has been diverted to new development spending. To this end, the technical department has a larger share of the budget as it is responsible for managing the infrastructure development component of the service.

In this regard, a forecasting model will be developed that allows informed decisions to be made on an ongoing basis in terms of cash flow, investments, loans and long-term sustainability of the district municipality. In order to define the functions of each department, it should be noted that the functions of Local Government are set out in section 155 of the.
