There are various plans and policies that influence the development of the Spatial Development Framework. A number of pieces of legislation and policy have a direct influence on the composition of the ROR. Chapter 5, Section 26 (e) of the Act specifies the requirement that a Spatial Development Framework (SDF) must be a component of the IDP.

R82, a secondary north/south route connecting Vereeniging and Johannesburg via Walkerville, located in the western parts of Midvaal. R42 which runs east/west through Midvaal and connects Meyerton with Heidelberg and the N17 in Lesedi Local Municipality. Suikerbosrand Nature Reserve and Vaal Dam are significant natural features and important conservation/environmentally sensitive areas in the Municipality area.

Development is concentrated in the northeastern areas and is taking place around and along the R59 to the east and the R82 to the west. The Gauteng Spatial Development Framework has identified the importance of the R59 corridor to connect Johannesburg, Ekurhuleni, Meyerton and Vereeniging in the south. R23 connecting the area to Balfour to the southeast and Benoni to the north.

The existing service infrastructure in the urban areas of the district is relatively good and has free capacity for further urban development. Lesedi's economic growth was the highest of all municipal areas in the district. Economic growth in Emfuleni is sensitive to fluctuations in the manufacturing sector due to the large dominance of this sector in the local economy.

The secondary sector (especially manufacturing) and the tertiary sector (especially community services) provide the main economic activities of importance in the district. Industrial and commercial activities in the secondary and tertiary sectors, including manufacturing, occupy a significant amount of land in the district. This Triangle has been recognized and included in the Gauteng Spatial Development Framework 2011 along with the R59 economic corridor.

The Vaal River is a major attraction and asset of the study area and should be a factor in the economic development of the region. In order to achieve sustainable development, it is imperative that all parties (public sector, private sector and end users) involved in development have a common vision and strategy for the spatial structure of the district. To this end, it is important that there is a shared vision, goals and understanding of the preferred spatial structure in the district. UDBs must be used to prevent the spread of urban development, to promote more compact urban development and to protect the agricultural and ecological potential of rural areas.

Heidelberg/Ratanda serves as a secondary node for district purposes while being considered a primary node for the local municipal area. Vischkuil/Endicott, Devon/Mpumelelo serve as tertiary hubs for the district while serving as secondary hubs for the local council. Midvaal Municipality used their main development corridor and interchange system as the main structuring elements for the Midvaal Spatial Development Framework (SDF).

UDB stretches north/south approximately in the middle of the municipality and creates an urban east and a rural west. The northern part of the R59 corridor is largely within the Ekurhuleni (Alberton) sphere of influence. A gap between city and country in relation to the provision of services and development plans for the entire District area.

Municipalities do not maximize the development potential of their own strengths and resources from a broader perspective of district and province development.
