Management of the Department of Public Works (Central Office), who gave me the opportunity to carry out this study. Most of the challenges of SCM were mainly related to the lack of integration of organizational theory principles with SCM strategies to increase efficiency. Finally, the study proposes the integration of the principles of organizational theory (POSDCORB) with public sector strategies to increase the efficiency of the SCM system.

Based on the SA government's perspective, there is a link between policy development, how they are implemented and service delivery. For the purpose of this study, the researcher used qualitative research methodology and a case study research strategy of DPW-PMB research as the study site. The researcher ensured that the privacy and confidentiality of the study participants was respected by not revealing their names.

The limitations of the study dictate that the researcher understands that no research project is precisely preconceived. The limitations of the study would state that the investigator understands that no study project is precisely intentional. The research approach and research design used in the study, including sampling strategy and ethical considerations, were also discussed in detail.

Introduction

It does this by, first, offering the research paradigm/worldview and research design used in the study to develop relevant research questions to be answered through obtaining facts about reality. It describes the research strategy and the data collection methods and thereby clarifies the motive for choosing the relevant strategy, i.e. it goes on to explain the way in which data collection methods and data analysis were administered for the study of SCM in DPW-.

It concludes by presenting the necessity of maintaining ethical considerations and the breakdown of the research framework.

The researcher prepared an interview schedule and conducted a total of sixteen (16) interviews, eight (8) with junior staff members selected for their involvement in the day-to-day operation of SCM at DPW-PMB, and eight (8) with senior staff participants at DPW- PMB. Finally, the researcher is also employed in the SCM unit of DPW-PMB, which gave an. For the purpose of this study, the researcher also used secondary sources to intensify the investigative process.

The raw data were also reviewed by the researcher to ensure that the applicable themes were a true reflection of the participant's view and opinion about the study. The process of writing the report began immediately after determining the final themes and sub-themes of the study. A thorough assessment of the usefulness and importance of the data presented in the form of themes and sub-themes has been carried out by the researcher in this regard.

The researcher analyzed and presented the data in the form of categorized themes and sub-themes. The researcher conducted the interviews and discussed the data with the participants during the interview. The researcher used his mental intellectual to identify the main themes, sub-themes and patterns of study on SCM in DPW-PMB: challenges and prospects that were outlined using such themes and sub-themes.

The researcher also used an audio recorder to record the conduct of the interview sessions.

The previous chapter presented the fieldwork results of the study, including analysis and interpretation of data. As a result, the main objective of this chapter is to present the findings, conclusions and recommendations of the study on SCM in DPW-PMB: challenges and prospects as illustrated in Chapter 1.

Problems related to the shallow role of SCM policies and procedures in the DPW is that they are not clear and simple to understand. Non-compliance with VKB policies and procedures stems from the lack of ability of VKB officials to apply them in practice. The lack of compliance with ECM policies and procedures in place for implementation of ECM in DPW.

The implementation of SCM policies and the provision of services are essential for DPW to achieve value for money. The effectiveness of SCM reporting structures in achieving strategic objectives in the DPW-PMB The objectives in the DPW-PMB. The role of budgeting in promoting the cost effectiveness of SCM in DPW-PMB DPW-PMB.

Problems related to effective implementation of SCM are also associated with the lack of understanding of the role of budgeting in achieving the objectives of SCM by junior staff. The study revealed that senior employees were most advantageous in terms of their understanding of the role of instruction in achieving the goals of SCM. Factors impeding the effective implementation of SCM in DPW-PMB are common challenges for other public sector institutions in South Africa.

The link between theoretical and empirical findings

Another challenge that hinders effective execution of SCM has been the delays in finalizing the IPIPs by client departments that ignore planning and coordination. The establishment of the KZN tribunal to hear appeals encourages tenderers to file frivolous appeals and then withdraw them, causing insurmountable delays as a major challenge. RDT application in supply management of the organization facilitates the selection of dominant or weak service providers that are beneficial to the organization buying organization.

The use of RDT in the decision-making phase of supply management facilitates the establishment of a relationship between other organizations through the use of contracts. CRM can also be used in SCM, as it encourages the involvement of employees in the decision-making process, which is highly valued by managers in the organization. Incorporating CRM into SCM can prove to be crucial in improving planning based on involving employees in various planning strategies and equipping them with skills in the form of continuous training that enable them to adapt to changes, as the SCM environment is very broad and constantly changing. .

CSR can facilitate the effectiveness of the SCM process in the public sector through assessing the impact that their activities have on the general public, i.e. poor service performance; fraud and corruption; maladministration which has a negative impact on public image. Management theory can also be applied to SCM in the public sector as it forced managers to possess valuable skills to enable them to develop a practical solution to solve a problem regarding the realities they may encounter. In general, the lack of effective implementation of SCM in the public sector is linked to the lack of skills and expertise of SCM practitioners, resulting in fruitless and wasteful expenditure of millions of rands of taxpayers' money.

Furthermore, the principles of management theory i.e. planning, leading, organizing and controlling are very important to enable the effective implementation of SCM as all these principles are meant to improve effectiveness and efficiency in any organization, p .eg, public, private and non-profit organizations.

Recommendations

The risk section of the DPW-PMB may also schedule quarterly risk assessment verifications of the SCM process, as this field is constantly changing and broad, to identify opportunities of new potential risks. The Finance Department of the DPW-PMB should play a leading role in ensuring that appropriate and relevant budget management frameworks are effectively developed to create understanding and adhered to at all times by officials within the Principal Directorate: Chief Financial Officer, which consists of the financial department, Internal Control, risk management and SCM. Managers are responsible for leading the organizing role by designing relevant strategies to accommodate and inform junior staff members of their roles and responsibilities as key players of SCM in the DPW (PMB).

This may be possible through the involvement of junior staff members in the planning processes as they are the main persons involved in the operation of VKB. Their inclusion in broader planning sessions will make them more vigilant and see themselves as part of the solution which will improve coordination within the VKB section of the DPW-VMV. VKB senior management and middle management are responsible for building capacity to ensure the sustainability of VKB department.

Mentoring programs can be beneficial if used correctly, and SCM managers must learn the art of passing on skills to new staff members in order to ensure continuity in the supply chain. Suppliers should also be trained through available supplier development programs to promote their development and sustainability in the industry. Top management and middle management of SCM are charged with the responsibility of finding solutions to problems and must constantly apply the general principles of organizational theory, i.e. planning, organizing, leading and controlling in order to ensure that they are able to adapt to change.

Other management theories, as envisioned by resource dependence theory, customer relationship management, and corporate social responsibility theory, can also be used to improve efficiency in the SCM implementation process in DPW-PMB.

Areas of future research

To explore the role of Supply Chain Management Policy Framework and its adherence to its procedures by the DPW-VMV. To assess the level of understanding of Supply Chain Management by staff in the DPW- VMV.

You are invited to participate in a research project entitled, "Supply Chain Management in the Department of Public Works-Pietermaritzburg: Through your participation I hope to understand the following: firstly, the role of Supply Chain Management Policy Framework and its adherence to its procedures by the DPW-VMV Second, to assess the level of understanding of Supply Chain Management by staff in the DPW-VMV.

The results of personal interviews are intended to contribute to improving knowledge about efficient implementation of Supply Chain Management in the DPW-PMB to improve service delivery.
