Government Notice 250 in Government Gazette 39805 dated 11 March 2016 prescribed that the Minister of Enviromental affairs made regulations

prescribing the atmospheric emission licence processing fee in terms of sections 53(o), 37(2)(a), 44(3)(a), 45(1) and 47(3)(a) of the National
