The following directions have been given by the President of the Constitutional Court.

1. The application for leave to appeal is granted.

2. The record will consist of the record in the proceedings in the Natal High Court under case No. AR 166/96, the judgment delivered by Booysen J in those proceedings on 29 May 1997 and the judgment of Booysen J delivered on

29 August 1997 dealing with the certificate in terms of Rule 18.

3. Clear photocopies may be used in the preparation of the record.

4. The appellants are to prepare and lodge the record with the Registrar of the Constitutional Court by not later than 23 January 1998.

The appellants' written argument shall be lodged with the Registrar by not later than 30 January 1998.

The respondents' written argument shall be .odged with the Registrar by not later than 21 February 1998.
