Lulus dari Akademi Militer pada tahun 1970. Memperoleh gelar S1 Ilmu Sosial Politik dari Universitas Terbuka pada tahun 1995, S1 Hukum dari Perguruan Tinggi Hukum Militer pada tahun 1997, S2 Hukum dari Pasca Sarjana Perguruan Tinggi Hukum Militer pada tahun 2002 dan kandidat S3 dari Pasca Sarjana Fakultas Hukum Universitas Indonesia. Beliau saat ini menempati berbagai posisi kunci di beberapa perusahaan yaitu sebagai Komisaris Holding Company pada PT Toba Sejahtera (2005 sampai dengan sekarang) dan Komisaris Utama CP Prima (2010 sampai dengan sekarang).

Lulus Doctor of Philosophy in Public Sector Economics, University of Birmingham, Inggris pada awal tahun 1998. Sejak tahun 2008 beliau menjadi Guru Besar Ilmu Ekonomi di Universitas Indonesia. Beliau menjadi Ketua Program Magister Perencanaan dan Kebijakan Publik FEUI (1999 – 2005) dan Ketua Departemen Ilmu Ekonomi (2005 – 2009) di Universitas Indonesia. Selain aktif mengajar di Universitas Indonesia, sejak tahun 2000 menjadi advisor di Kementerian Keuangan, khususnya untuk isu-isu Desentralisasi Fiskal dan Keuangan Daerah. Kemudian mulai Februari 2014 menjadi Staf Khusus Menteri Keuangan Bidang Perumusan Kebijakan Fiskal. Beliau juga pernah menjadi Komisaris Independen di PT Tugu Pratama Insurance (2010-2012) dan Komisaris di PT Perkebunan Nusantara VII (2013-2014). Beliau aktif menulis artikel/jurnal dan buku, serta menjadi pembicara dalam berbagai seminar di dalam dan luar negeri.

He graduated with Doctor of Philosophy in Public Economics, University of Birmingham, England, in the beginning of 1998. Since 2008 he is a Professor of Economics at the University of Indonesia. He was previously Chairman of the Master of Public Planning and Policy of the Faculty of Economics of University of Indonesia (1999- 2005) and Head of the Economics Department of the University of Indonesia (2005-2009). Besides actively teaching at the University of Indonesia, since 2000 Mr. Simanjuntak has been an advisor at the Ministry of Finance, especially on Fiscal Decentralization and Regional Finance issues. Since February 2014 he is Special Staff to the Minister of Finance on the Formulation of Fiscal Policy. He was Independent Commissioner at PT Tugu Pratama Insurance (2010-2012) and Commissioner at PT Perkebunan Nusantara VII (2013-2014). He actively writes articles/journals and books as well as becoming a speaker at various seminars in Indonesia and abroad. He was 53 years old as of December 31, 2015. Sejak 6 Mei 2015 beliau menjabat sebagai Direktur Jenderal Mineral dan Batubara Kementerian Energi dan Sumber Daya Mineral (ESDM). Beliau sebelumnya menempati berbagai posisi kunci di Kementerian ESDM seperti Direktur Pembinaan Pengusahaan Mineral dan Batubara (2008-2011), Direktur Pembinaan Pengusahaan Batubara (2011), Sekretaris Badan Diklat Kementerian ESDM (2011-2013), Staf Ahli Menteri Bidang Keuangan (2013-2014) dan Sekretaris Jenderal Dewan Energi Nasional (2014-2015). Beliau juga pernah menjabat sebagai Komisaris PT Timah Investasi Mineral (2009-2011). Beliau aktif dalam berbagai kegiatan organisasi seperti menjabat sebagai Ketua Bidang TPT PERHAPI (2004 sampai dengan 2009) dan anggota (1999 sampai dengan sekarang), anggota IAGI dan anggota Alumni Perancis (2002 sampai dengan sekarang). Since May 6, 2015 he is Director General of Minerals and Coal of the Ministry of Energy and Mineral Resources (MEMR). He previously held key positions at the MEMR such as Director of Mineral and Coal Business (2008-2011), Director of Coal Business (2011), Secretary of the Education and Training of MEMR (2011-2013), Expert Staff to the Minister of Finance (2013-2014) and Secretary General of the National Energy Council (2014-2015). He was previously Commissioner at PT Timah Investasi Mineral (2009-2011). He is active in various organizations such as Chair of TPT PERHAPI (2004 until 2009) and member (1999 until now), member of IAGI and member of the France Alumni (2002 until now).
