6.1. Kesimpulan
Dewan Keamanan PBB merupakan bagian dari organisasi internasional PBB.Dewan Keamanan memiliki wewenang untuk mejalankan fungsinya sebagai penjaga perdamian dam keamanan. Fungsi ini dapat dilaksanakan dengan menggunakan segala cara jika diperlukan untuk menyelamatkan masyarakat sipil dalam suatu konflik.Salah satu konflik yang ditangani oleh DK PBB adalah konflik internal Libya pada tahun 2011.Pada konflik – konflik sebelumnya, DK PBB banyak melibatkan Negara anggota PBB sebagai pasukan perdamaian.Namun dalam konflik Libya, DK PBB hanya menggunakan NATO sebagai peacekeeper di Libya.
Dilihat dari Pendekatan Instititusional yang melihat bagaimana kinerja didalam organisasi, terdapat tiga indikator yaitu sizeaktor yang berpengaruh yaitu Negara – Negara anggota DK PBB dan organisasi Jazirah Arab memberikan dukungan kepada NATO untuk terlibat sebagai peacekeeper.Dalam sisi kekuatan, NATO memiliki teknologi yang memadai untuk melakukam peacekeeping secara efektif.
Secara komposisi, Negara – Negara yang terlibat dalam misi perdamain NATO merupakan Negara – Negara anggota Dewan Keamanan dan PBB sehingga memudahkan proses birokrasi dalam pengambilan keputusan dan dalam melakukan eksekusi resolusi DK PBB.
Secara component, sebagai lembaga mandiri, DK PBB tidak memiliki sekretariat sendiri.Kesekretariatan dibantu oleh Sekretariat PBB.Secara umum birokrasi DK PBB mendukung kerangka kerjasama dengan NATO yang telah terbentuk melalui serangkaian perjanjian kerjasama. Namun dalam menerapkan operasi penjaga perdamaian di berbagai belahan dunia, DK PBB juga menyertakan Sekretaris Jendral PBB yang menjadi pimpinan Sekretariat untuk membantu proses negosiasi dan penyelesaian konflik di Libya.
